POSITION Programme Coordinator (PaP)– Recovery Programme, TITLE: Haiti

REPORTING TO: Head of Programme

MANAGING: Shelter Manager

Livelihoods Manager

BASED IN: Port au Prince

GRADE; 6

DURATION: 12 months with possible extension of a further 6 months

JOB PURPOSE: To provide leadership and additional support to the Head of Programme in ensuring the successful delivery of programme objectives in Port-au-Prince ensuring it is efficiently and effectively run and achieves its purpose.

As well as taking direct responsibility for the management of the Livelihoods Manager and Shelter Manager, this role will involve providing additional capacity in representing BRCS to external bodies, additional support to BRCS programme teams, and undertaking other projects as determined by the Head of Programme.

The Programme coordinator is supported by the senior management team and the Head of Programme in the implementation of the position duties.

SPECIFIC CIRCUMSTANCES RELATED TO THIS ROLE:

Following the earthquake that hit Haiti in January 2010, under the co-ordination framework of the International Federation of Red Cross/Crescent Societies, British Red Cross is establishing a programme to assist affected communities to recover from the disaster. The focus of these activities is likely to be shelter, clean water and sanitation and livelihoods support. Risk reduction and resilience activities will also be included in planned British Red Cross work. The programme is expected to last for approximately 3 years.

The programme is currently under development, with detailed assessments currently underway. These assessments will provide further detail on the scope, scale and duration of the planned programme. This position will play a key role in finalising the development of the programme and consequently this job description may evolve in the light of findings of these assessments and unexpected events such as population movement.

SPECIFIC DUTIES AND RESPONSIBILITIES: 1. To manage the programme implementation team to deliver overall programme goals through effective managerial and lateral relations and team work.

2. To ensure with the Senior Management Team and the Head of Programme that the programme has clear, realistic, and up to date documented purpose and strategy, implementation targets and monthly plans and ensure that it remain relevant to the environment.

3. To performance manage the Livelihood and Shelter Managers in line with BRC HR policies and procedures

4. Ensure the development and common understanding of the strategy, implementation targets and monthly plans.

5. To ensure that programme and BRCS procedures and policies are followed and that programme activities are consistent with the Red Cross Code of Conduct and BRCS policies and to uphold the Fundamental Principles of the RC/RC Movement.

6. In conjunction with the information delegate, ensure BRC operational priorities in the form of beneficiary accountability are incorporated into programme activities.

7. Working with the Head of Programme and Information/Reporting delegate, ensure that monthly and quarterly monitoring reports are provided to the UK Office in a timely way. Support the development of other reports as required.

8. To manage line reports in accordance with BRC policies and procedures

9. Assist the Head of Programme in the coordination and liaison with other Red Cross Movement bodies (Haitian RC, Federation, PNSs and ICRC) in order to promote and benefit from Movement efficiency and effectiveness

10.Under the guidance of the Head of Programme, and working with relevant in- country programme teams, provide additional support in liaising/communicating with external bodies (including local authorities, beneficiary communities and their representatives, other (I)NGOs)

11.Assist in the regular internal and external monitoring, review and evaluation of the programme, and assist in the implementation of recommendations from these reviews.

12.To develop and maintain, in conjunction with the Monitoring & Evaluation unit, an effective monitoring and evaluation system.

13.Undertake additional projects as required by the Head of Programme

DUTIES APPLICABLE TO ALL BRCS STAFF 1. Uphold the Fundamental Principles of the Red Cross/Red Crescent Movement. In addition, uphold BRC values and aspirations as outlined in the International Division Operational Strategy.

2. Work towards the achievement of overall project goals through effective managerial and lateral relations, and collaborative and supportive teamwork.

3. Adhere to the Security Policy, taking responsibility at all times for own and team security through appropriate actions, behaviour and conduct.

4. Adhere to the general staff code of conduct and additional codes of behaviour developed for the working context in Haiti.

5. Maintain good information sharing within the team and ensure documentation of project methods and approaches in order to inform strategy and organisational learning.

6. Ensure that information on all developments that could affect the project and/or British Red Cross are discussed with the senior management in country.

7. To participate in and contribute to meetings, planning sessions and learning exercises throughout the project lifespan.

8. Ensure efficient and effective management of all British Red Cross resources in the project.

9. To perform other work related duties and responsibilities as may be assigned by the Head of Programme

PERSON SPECIFICATION The primary and essential requirement for this position is for a highly competent, collaborative and consultative coordinator who can also provide clear leadership and direction when appropriate.

SPECIAL CIRCUMSTANCES Security situation: Security in Haiti represents one of the biggest challenges. Social unrest enhanced by the earth quake is likely to worsen with the coming rainy and hurricane seasons and is seen as a major risk along with crime (abduction, theft).
