TOWN OF SAGUACHE Board of Trustees Special Session April 1, 2009

The Town of Saguache Board of Trustees met for a Special Session on April 1, 2009, with Trustees being present as follows:

Mayor Milton Jones Present

Mayor Pro-Tem Steve Sanchez Present Trustee Dario Archuleta Present Trustee Ruth Horn Present Trustee Carla Quintana Present Trustee Tina Serna Present Trustee Laurie Vigil Present . Town of Saguache employees being present as follows: Therese Garcia, Town Clerk Present Caroline W. Irwin, Deputy Clerk Absent Dan Pacheco, Public Works Absent

Town of Saguache Attorney being present as follows: Attorney Eugene Farish Absent

Citizens present as follows: There were none.

Call to Order: The meeting was called to order by Mayor Jones at 6:31 p.m.

Moment of Silence/Pledge of Allegiance was led by Mayor Jones.

Review/Discuss/Approve Letter of Intent between Town of Saguache and Hammel Superette Property: Copies of the Letter of Intent were available for Trustees. Attorney Farish had reviewed this document. Brownsfield Foundation also provided input. A pre- application form suggested by Brownsfield for the Town to begin a pre-approval process was also part of the discussion. Mayor Jones asked for input.

The timeline of 12 months was discussed and if it should be extended to 18 months. It was felt that 12 months would keep the project moving forward. If more time is needed, then discussion for an extension will be done later. General discussion continued about the presence of the Town to the public. No Parking signs throughout Town especially at Otto Mears Park present an unwelcoming atmosphere; was used as an example. Kim Smoyer’s suggestion about the appraisal was reviewed. Mayor Jones is searching for pro-bono appraisal work. Discussion continued about appraisal cost being reimbursed through various methods.

Special Session minutes for April 1, 2009 1 MOTION by Trustee Serna; Second by Trustee Quintana Trustee Serna moved to accept the Letter of Intent for the Hammel property as amended. Vote as follows: Trustee Quintana – aye; Trustee Vigil – aye; Trustee Serna – aye; Trustee Archuleta – aye; Trustee Horn – aye; Mayor Pro-tem Sanchez – aye; Mayor Jones – aye VOTE: 7 – Aye; 0 - No; 0 - Abstain

MOTION by Trustee Horn; Second by Mayor Pro-tem Sanchez Trustee Horn moved to go forward with the Brownsfield pre-application form. Kim Smoyer will oversee this process. Vote as follows: Trustee Quintana – aye; Trustee Vigil – aye; Trustee Serna – aye; Trustee Archuleta – aye; Trustee Horn – aye; Mayor Pro-tem Sanchez – aye; Mayor Jones – aye VOTE: 7- Aye ; 0 - No; 0 - Abstain

Mayor Pro-Tem Sanchez reminded the Trustees of the Thursday, April 9th, Noon meeting with GOCO representative, Wally Piccone for a site visit regarding the Vista Grande grant.
