Fund(s) Impact: General Road Federal Restricted Agency (Type) (Other) FISCAL SUMMARY ______Future Annual Fiscal Estimates 1999-2000 2000-2001 2001-2002 Rate of Change Revenues (+/-) Expenditures (+/-) Net Effect ______MEASURE'S PURPOSE: Establishes the Kentucky Core Public Health Act which sets out the roles and services of the Kentucky Department for Public Health and local health departments to include: a) enforcement of public health regulations; b) surveillance of public health; c) communicable disease control; d) public health education; e) implementation of public health policy; f) efforts directed at population risk reduction; g) disaster preparedness; and, h) preventive health services to the extent that funding is available. In addition, states that the Department for Public Health shall collect public health information, identify health risks and establish policies for reducing health risks through communicable disease control, public health education and public health emergency response activities.

PROVISION/MECHANICS: Amends KRS 211.005 to specify that the role of the Department of Public Health includes data collection, identification of health risks, and establishment of policies to reduce health risks; Specifies mandated services of the state Department for Public Health and local health departments; Permits personal preventive services to the extent that funds are available; Requires the state Department for Public Health promulgate administrative regulations; cites the Act as the Kentucky Core Public Health Act.

FISCAL EXPLANATION: HB 771/GA will not have an additional state fiscal impact because the duties outlined are currently being conducted by the Department for Public Health and local health departments.
