Attachment A --------------- MET SG/8-REPORT - 1 - PART I – HISTORY OF THE MEETING 1. PLACE AND DURATION 1.1 The Eighth meeting of the Meteorology Sub-Group of the Middle East Air Navigation Planning and Implementation Regional Group (MET SG/8) was held at the ICAO Middle East Office – Cairo, Egypt, from 1 to 3 July 2019. 2. OPENING 2.1 The meeting was opened by Mr. Christopher Keohan, the ICAO Air Navigation Systems Implementation (Meteorology), Europe and North Atlantic, who welcomed the participants to Cairo and wished them a successful and fruitful meeting. 2.2 Mr. Keohan underlined the importance of implementing ASBU B0-AMET as a prerequisite for implementing ASBU B1-AMET. High level implementation measurements indicated the need for implementation of Quality Management System (QMS), SADIS and SIGMET and required OPMET data for some States in the MID Region. In addition, the meeting would be informed on issues related to global developments in the field of Meteorology, and in particular to expected advancements of the World Area Forecast System by providing higher resolution MET data in space and time in support to Trajectory Based Operations, Continuous Climb and Decent Operations and Long-Haul Flight Operations 2.3 In closing, Mr. Keohan thanked the participants for their attendance and wished the meeting every success in its deliberations. 3. ATTENDANCE 3.1 The meeting was attended by a total of fifteen (15) participants, from four (4) States (Egypt, Oman, Saudi Arabia and Sudan). The list of participants is at the Attachment A. 4. OFFICERS AND SECRETARIAT The meeting was chaired by Mr. Abdulrahman Majed Alsaqabi, ANS Safety Inspector, General Authority of Civil Aviation, Saudi Arabia. The Secretary of the meeting was Mr. Christopher Keohan, Air Navigation Systems Implementation (Meteorology), Europe and North Atlantic, supported by Ms. Muna Alnadaf, Regional Officer, Communication, Navigation and Surveillance, from the ICAO Middle East Office. 5. LANGUAGE 5.1 The meeting was conducted in English and documentation posted under meetings on the ICAO MID Regional Office website. 6. AGENDA 6.1 The following Agenda was adopted: Agenda Item 1: Adoption of the Provisional Agenda and election of Chairperson Agenda Item 2: Follow-up on MIDANPIRG/17 & RASG MID/7 Conclusions and Decisions relevant to MET MET SG/8-REPORT - 2 - Agenda Item 3: Global/Regional developments related to MET Agenda Item 4: Performance Framework for MET implementation in the MID Region: 4.1 Review of the implementation of WAFS and SADIS 4.2 Review implementation of the Meteorological Advisories and Warnings: a) International Airways Volcano Watch (IAVW); b) Tropical Cyclone Warning System; and c) SIGMET and AIRMET information, and other warnings 4.3 Review of requirements for OPMET data and status of implementation of Regional OPMET Centre (ROC) Jeddah and back-up ROC Bahrain as well as IWXXM Implementation 4.4 Review and update of the draft MID Air Navigation Strategy parts related to MET 4.5 Quality Management System 4.6 Review of the MET Provisions in the MID electronic Air Navigation Plan Agenda Item 5: Review of air navigation deficiencies in the MET field Agenda Item 6: Future Work Programme Agenda Item 7: Any other business 7. CONCLUSIONS AND DECISIONS - DEFINITIONS 7.1 All MIDANPIRG Sub-Groups and Task Forces record their actions in the form of Conclusions and Decisions with the following significance: a) Conclusions deal with the matters which, in accordance with the Group’s terms of reference, merit directly the attention of States on which further action will be initiated by ICAO in accordance with established procedures; and b) Decisions deal with matters of concern only to the MIDANPIRG and its contributory bodies. 8. The meeting reviewed and adopted the Provisional Agenda with the inclusion of election of the chairperson as at Para 6 of the History of the Meeting. 1.2 In accordance with the MIDANPIRG Procedural Handbook, the meeting unanimously elected Mr. Abdulrahman Majed Alsaqabi, ANS Safety Inspector – Aviation Standards Sector, General Authority of Civil Aviation of Saudi Arabia, as the Chairperson of the MET Sub- Group. -------------------- MET SG/8-REPORT 2-1 REPORT ON AGENDA ITEM 2: FOLLOW-UP ON MIDANPIRG/17 & RASG-MID/7 CONCLUSIONS AND DECISIONS RELEVANT TO MET 2.1 The subject was addressed in WP/2 presented by the Secretariat. The meeting noted the status of the MIDANPIRG/17 & RASG-MID/7 Conclusions and Decisions relevant or of interest to MET and the follow-up actions taken by concerned parties as at Appendix 2A. -------------------- MET SG/8-REPORT 3-1 REPORT ON AGENDA ITEM 3: GLOBAL/REGIONAL DEVELOPMENTS RELATED TO MET MET Panel 3.1 This subject was addressed in IP/3 presented by the Secretariat. The meeting emphasized outcomes that produced future updates to meteorological provisions. 3.2 Specifically, Amendment 79 to Annex 3 was expected to include SATCOM MOD under space weather effect as well as updating the flight level resolution from 30 to 10 for space weather advisory information; ability to indicate parameters that are missing in METAR; utilizing WI of TC Centre for SIGMET on Tropical Cyclone; inclusion of changes in intensity in Tropical Cyclone Advisories; use of Aeronautical Fixed Service (AFS) versus Aeronautical Fixed Telecommunications Network (AFTN) for the exchange of OPMET bulletins; inclusion of re-suspended volcanic ash in Volcanic Ash Advisory (VAA) template; revised Eddy Dissipation Rate

INTRODUCTION 1.1 The ICAO USOAP-CMA focuses on a State’s capability in providing safety oversight by assessing whether the State has effectively and consistently implemented the critical elements of a safety oversight system and determining the State’s level of implementation of ICAO’s safety – related SARPs, including Annex 12 Search and Rescue, and associated procedures and guidance material. 2. DISCUSSION 2.1 The DGCA-MID/3 and MIDANPIRG/15 meetings underlined that many deficiencies related to Search and Rescue (SAR) have not been eliminated since many years. The SAR deficiencies in the MID Region concern mainly the following: a) lack of signature of SAR agreements; b) lack of plans of operations for the conduct of SAR operations and SAR exercises; c) training of SAR personnel and SAR inspectorate staff; d) lack of provision of required SAR services; and e) non-compliance with the carriage of Emergency Locator Transmitter (ELT) requirements. ATM SG/2-WP/19 -2- 2.2 Based on the above, States were urged to take necessary measures to ensure the implementation of the ICAO provisions related to SAR. 2.3 The MIDANPIRG/15 meeting was apprised of the outcome of the ICAO/International Maritime Organization (IMO) Search and Rescue-Global Maritime Distress and Safety System Conference (ICAO/IMO SAR GMDSS Conference), which was successfully held in Bahrain 21-22 October 2014, for the Gulf Cooperation Council (GCC) States.

    Flying Officer David Elwyn Walters Royal Air Force Volunteer Reserve 1940-46 Preface This is an attempt to tell as much as possible of the story of my father’s service in the Royal Air Force between 1940 when he enlisted and the date of his discharge after the Second World War in 1946; his journey through the ranks from enlisted man to commissioned officer and from “Blighty” to Africa, the Middle and Far East and back again. While it tries to tell of a more memorable time in his life, rather than the story of his whole life, it’s fair to say that the period of his service during the war and after was probably the most important part. Many of the details of everyday life are now forgotten, gone to the grave with those who lived through those momentous events but some of the tales are retold here, albeit with some minor unintentional changes, omissions or even additions; that all depends upon my own memory and how much of the stories my father chose to remember and some of the letters that were somehow saved. He was just an ordinary bloke from an ordinary background who found himself taking part in some of the most extraordinary times in history. He didn’t do anything to mark him out from the rest, just an ordinary bloke doing what had to be done as his part to end the madness of war and he survived. If I have to dedicate this small work to anyone then obviously it has to be first to my father and mother and then to the 125,000 other ordinary blokes, brave men every last one who answered the call and nightly flew against the Nazi evil as “The Bomber Boys”; the men of RAF Bomber Command and the 55,573 who failed to return.

DISCUSSION 2.1 The 12th Air Navigation Conference (AN-Conf/12) agreed to Recommendation 6/1 [Regional performance framework – planning methodologies and tools] regarding the alignment of regional air navigation plans (ANP) with the Fourth Edition of the Global Air Navigation Plan (GANP) (Doc 9750). 2.2 In line with the above, the ICAO Secretariat established a Working Group (eANP WG), composed of representatives from Regional Offices and ICAO Headquarters, to make proposals for changes to the regional ANPs which included the development of a new structure, format and content of the ANP. 2.3 The Secretariat WG had two face-to-face meetings (Paris, France, 4-8 February 2013; and Montreal, Canada, 18-22 November 2013), six (6) Teleconferences of its Steering Committee (SC) (25 March, 3 June, 27 August and 31 October 2013, 26 March and 16 April 2014) and one Teleconference of the whole WG members (5 September 2013).

    MET SG/8-WP/10 17/06/2019 International Civil Aviation Organization MIDANPIRG Meteorology Sub-Group Eighth Meeting (MET SG/8) (Cairo, Egypt, 1-3 July 2019) Agenda Item 4.6: Review of the MET Provisions in the MID electronic Air Navigation Plan REVIEW OF THE MID ELECTRONIC AIR NAVIGATION PLAN (MID EANP) – MET PART (Presented by the Secretariat) SUMMARY This paper presents a status on the MID Air Navigation Plan (MID eANP). The meeting is expected to review the MET Part and where necessary, provide updates. Action by the meeting is at paragraph 3. 1. INTRODUCTION 1.1 The 12th Air Navigation Conference (AN-Conf/12), through Recommendation 6/1 [Regional performance framework – planning methodologies and tools], agreed that the regional air navigation plans (ANP) be aligned with the Fourth Edition of the Global Air Navigation Plan (GANP) (Doc 9750). 1.2 The ICAO Council approved the new eANP Template (Volumes I, II and III) and corresponding procedure for amendment on 18 June 2014 (202nd session, fourth meeting). 1.3 Furthermore, MIDANPIRG/17 (Cairo, 15 to 18 April 2019) approved the amendment to the MID eANP Volume III (MIDANPIRG Conclusion 17/12 refers). 2. DISCUSSION 2.1 The meeting may wish to recall that the MID MET SG Terms of Reference (ToRs) include the following: develop proposals for updating the relevant ICAO documentation related to MET, including the amendment of relevant parts of the MID ANP, as deemed necessary. Therefore, the meeting is invited to review the MET Part of the MID eANP, Volumes I, II and III as provided at Appendices A, B and C, and provide proposals, where necessary.
