Part A: General Information

1. Background, Socio-economic condition, Disaster vulnerability, Hard-to-reach area

1.1 Background

Sonailtala is a Union of Mongla Upazila under . The Union was established in 1960. It is bounded on the north and east by , on the south by Mithakhali and Chandpai union and on the west by Chandpai union and Mongla River. It is 11 km away towards north-east from Mongla Upazila head quarter and 72 km from district HQ.

The present UP chairman is Nurgena Begum and she has been observing the responsibility with proper care. The union Parishad is consists of UP Chairman, nine ward members and three women members; they are elected by direct peoples vote. The union has a permanent UP office (union complex building) but the relevant GOB section staffs are not seating in the union complex building. Total area of the union is 15.4554 sq. Km. This union is moderate disaster prone area for Cyclone.

1.2 Socio-economic condition: More than 55% (approx. by UP representatives) of the inhabitants of the Union have been living below poverty line which is more or less same as other rural areas of Bagerhat district. Main occupations of the population are fish culture, fishing, day labor, agriculture, and honey collection from the Sundarban forest. The main crops are paddy, vegetable and main export item is Fish (Shrimp). Fish (shrimp) culture and daily labor are considered as major livelihood and children are engaged in those activities. The main concern of education for Children is their deprivation from their rights. There is no government and private Bank but there is one village market in the Union. brac, Rupantar, Dhaka Ahsania Mission, World Vision and some others NGOs are involved in micro–credit/financing program in the Union. The overall socio-economic condition of the community people is not good at all.

1.3 Geography:

The union is located in the east bank of Passur River and very close to Mongla (Chalna) Sea port. It lies bounded on the north by Rampal Upzila, on the east by , on the south by Sundarban union and on the west by Chandpai Union.

1.4 Disaster/Vulnérabilités: Sonailtala union is moderately disaster prone area for Cyclone and tidal surge due to this union is close to Bay of Bangle. It is Situated by the bank of the big river passsure but the enbankment was washout during disaster AILA 25 May’ 2009. Cyclone and tidal wave hits almost every year and affects the people, damages their houses and crops and increase their sufferings which make them poor/ultra-poor. In the rainy season fish farmers loss their fishes due to overflow of water and paddy, vegetable and other crops usually get ruined for water logging’. There are three (03) Cyclone shelters and capacity is 1450 only but they have no any killa(fort) for animal protection. Cyclone Preparedness Programme (CPP) is working here from last year on cyclone preparedness and early warning system. They have 9 units of trained and well equip volunteer (male-90 and female 45)

1.5 Hard-to-Reach Areas, villages and communities: There is no hard to reach area in this union. Internal communication is almost good in dry season but not so good in rainy season. The union has 7.00 km carpeting road, 6 km brick soling road and 40 km earthen road. Earthen roads are totally non useable for Rickshaw/van even not possible to walk in the rainy season. Motor cycle, Tom tom, and Rickshaw/van are usually used as vehicle within the union. Sometimes people face difficulty to get health service specially ANC service due to long distance in between FWC, CC and community. 2. Population Profile:

2.1 Population in general

The union has a total of 8832 populations in 2439 households (Census 2011), and population density is 1024 per Sq Km. But there is a variation on the number of HH of the Union as “the holding assessment 2012-2013” which was conducted by union council itself, and number of HH is 2745. Union Parishad claimed that the holding assessment is updated. Around 60% population of this union are Muslim, 25% Hindus and 15% are from Christian religion. The details are shown in the Table 1.1 in the Annex I.

2.2 Child Population:

According to the Census 2011, total number of child in the union from 0 to 19 years are 3335 which is 37.8% of total population (0-4 is 713, 5-9 is 922, 10-14 is 1047 and 15-19 is 653). Community data provides more age specific information than census data and the total child population from 0 to 18 years are 3420, 0-1 year is 186, 1 to 2 years 182, 5 to 6 years 852 and 6 to 10 years 190. This gives an increased population number than Census as usual.

Out of them only 4 Pregnant Women have completed 4 ANC visits and 61 did not receive the full package of service due to lack of knowledge and some are not eligible for 4 ANC. None of the health centers in the union have any facility for performing delivery so no administrative data is available on this indicator. The table above shows that 60 children do not have full coverage of vaccination out of 155 children. Data are not available on nutritional status of children in any form. Community do not have much idea on this however, they identify healthy (fatty) and unhealthy (thin) children and think that most of the children are healthy. Health centers do not record the height or weight of the children. The table above shows that 59 children of 1 year do not have birth certificate out of 155 children (Community data). Birth registration within 45 days are only 20 as of November 2014 and over all birth registration status of Sunailtala union very good. 34 children are not enrolled in GPS, PPE class but they enrolled in NGO run PPE school those information are not available in upazila primary education office. 732 children of school going age at primary level and all are enrolled in the school. As community information a significant number of children are out of secondary education in the P a g e | 7 union. Child marriage is occurred but it is not recorded as the age is recorded above as 18 years in the register during marriage.

3. Health and Nutrition

3.1 Situation of Children and Women in the Union According to the AHI 95 children have received vaccines out of 155 children of 1 year of age as of November 2014. Community thinks that every child is vaccinated however, there might be a few left out children which are not counted or recorded.

Community data says that the Union has 92 pregnant women as of March 2014 and 24 completed 4 ANC and intake 100 IFA. This data varies with the administrative data i.e. Family Planning Office enlisted 65 pregnant women out of which only 4 have completed 4 ANC visits, 65 have received IFA tablets and 30 have consumed 100 IFA during last six months up to September 2014.

3.2 Facilities and services available in the Union: The Union has a Family Welfare Center (FWC), 1 functional Community Clinics (CC), 8 Satellite Clinics and 24 EPI sites. There are health services in the Union provided by NGOs which are mainly community awareness.

Table 2.3 in annex II shows the available facilities in the Union.

3.3 Status of Human Resource:

3.3.1 Department of Health: The Union is served by 1 SACMO, 1 Assistant Health Inspector (AHI). Out of 3 sanctioned posts of Health Assistants, 1 CHCP, 2 are posted and 1 is currently vacant. Shortage of human resources hampers the regular services of pregnant mothers and children.

Table 2.4 in annex II shows the HR status of Health services in the Union.

3.3.2 Department of Family Planning: The Union is served by 1 SACMO, 1 Family Welfare Visitor (FWV), 1 Family Planning Inspector (FPI), 3 Family Welfare Assistants (FWA). There is no vacant position in family planning department.

Table 2.5 in annex II shows the HR status of Family Welfare services in the Union.

4. Situation of Birth Registration, Disability, Child Marriage and Child Labour

4.1 Birth Registration: A significant number of children of one year old do not have birth certificate. Community data shows that 96 children have birth certificates out of 155 children. Till October 2014, only 20 child births were registered under 45 days (BRIS data). The Union Parishad is well equipped for providing services for ensuring birth registration of children. It is served by a Secretary, and two UISC Entrepreneurs. This progress happened with the support of the District, Upazila administration, UNICEF and NGOs joint efforts. The UP is providing free services to the children of below two years.

4.2 Children with Disability: There are 30 children with disability in the union. Few of them are attending school and many of them do not have opportunity to attend school as the school does not have physical structure or friendly environment that encourages them to stay. Data are not available neither with the community or the government department on how many children are attending schools and how many do not attend.

4.3 Child Marriage: Though child marriage occurs, no data available on child marriage.

4.4 Children detached from families: Some children are detached from their family. However, the community does not have information on whether these children are all orphan or where they are engaged. The UP is trying to collect the real information and accordingly make a plan for their survival.

4.5 Status of HR: The Union has one Secretary who is responsible for all the activities in the UP including birth registration. According to the UP Act 2009, the UP should have at least one more staff the one will look after the accounts and other administrative issues. However, the UISC Entrepreneurs are providing support in birth registration. The Union is also served by a government social worker.

4.6 Child Labor: According to the community the Union has 32 children who are engaged with informal labor force. Children are mainly engaged in agricultural works, fishing and non- formal sector like in small hotels and restaurants. Those children are out of schools. Though some of the children are getting conditional cash transfer from the government supported by UNICEF, it is not able to cover all of the children out of school.

5. Education: Pre Primary, Primary and Secondary Education

5.1 Coverage of Education: According the survey conducted by the DPE, the Union has a total of 167 pre-school aged children of which 133 children are enrolled in GPS pre-primary class and there is no record on how many children are drop out from school. The Upazila primary education office (UPEO) shows the union has total number of children of aged 6–10 is 732 and all are enrolled in Government Primary School-GPS. The total number of children of aged 5 to 6 differs with the data provided by community which is 397. Some of them enrolled in different NGO run PPE. NGOs do not conduct any survey on how many eligible children are in the Union rather they use the departmental data and enroll children within the surrounding of the school. According to the community people, there are many children who do not attend pre-primary class because of lack of early learning centers or school within their reach (within a kilo meter) and for poor road communications.

As per community data the union has total 1705 children of aged 6-10 and out of them 1568 enrolled in primary schools run by Government and NGOs. There are 137 children who are not enrolled in the primary schools. Many children are attending Madrassas for their education both at primary and secondary level and data are not available.

At secondary level, there are 458 children enrolled in different schools (Girls: 261 & boys: 197) students are enrolled in one secondary level registered schools and one secondary level Madrasas within the union. Some students also enrolled adjacent union secondary schools. There is no data for how many children are out of secondary school.

Table 4.1, 4.2, 4.3 shows the data on Education coverage in primary and secondary level in Annex IV.

5.2 Available Facilities: The Union has six Government Primary Schools (GPS), 3 schools run by NGOs for primary education coverage. Out of 7 villages in the Union, there are 2 villages without government schools. However, there are some schools in those villages run by NGOs. The Union has only one secondary schools and one secondary levels Madrasas to cover the children of the whole Union.

5.3 HR status in the Education Sector: There are 6 posts for Head Teachers and 17 posts for Assistant Teacher sanctioned in 6 GPS and only 2 Assistant Teacher posts are vacant. According to the Government policy standard, the teacher student ratio for PPE is 1:30 and for primary class the ratio is 1:45. The data in table 5.2 shows that there are 732 children enrolled in 6 GPS but some Schools do not follow this standard. Discussion with different school teachers and community, it is found that a few of the schools are overcrowded and more than 50 children are enrolled in each class. This overcrowds hampers the learning process of the children.

6. Water and Sanitation 6.1 Safe Water Facility: DPHE does not have record on total number of tube wells, Rain water harvesting, PSF and pipe line supply water points in the union. They have record only government supplied water source but there are many water source established by private and NGOs. According to the Census 2011, only 5 HH used tap water and rest all HH used water from other sources. This figure widely varies with the community data. Community data shows that the Union has one deep tube well, 25 PSF + tap water and 656 RWHS. Almost 9 months all HH have access to safe water and rest three months about 40% HH used protected pond as safe water source. According to the Government Policy, every 5 households should have one safe water points.

6.2. Sanitation coverage: Sanitation coverage in the Union is good. The union has 2439 (Census 2011) households where 1171 households (48%) have hygienic latrines, 41.7% has sanitary latrine without water seal, 3.3% households have unhygienic latrines and 7% households do not have any latrines. Community data widely varies with this data. Table 5.2 in Annex V shows that 2378 households (86.66%) have hygiene latrines, 366 households use unhygienic latrines out of 4482 households

6.3. Status of HR: The Union is served by 0.50 (one for two unions) tube well mechanic who is responsible only for the DPHE provided water points. There is a Sub-Assistant Engineer in the Upazila.

7. Services by NGOs: There are six to seven NGOs including BRAC, CARITAS, World vision, Muslim Aid, Rupantar working in the Union on health, education, child protection, water and sanitation, disaster preparedness, micro credit etc. is implementing by different Project

8. Functional Status of Union Parishad The Union Parishad is functioning with the Chairman, 12 members and a secretary. The UP holds coordination meeting in every months regularly. All the standing committees have been formed and most of the committees are functioning and hold meeting to discuss the relevant issues.

Ward Shova (meeting): Ward Shovas were held in all the Wards in March and April 2014 and children issues were discussed in each Ward Shova. Members proposed specific needs of children related to education, child rights, safe water and sanitation to incorporate in the UP plan. Last year UP expenses Tk. 2,59,352/= from their annual budget to address children issues and total budget was Tk. 93,46,945/= The current fiscal year 2014-2015 UP allocated Tk. 5,50,000/= in UP annual budget to address children needs and total budget is Tk. 1,12,16718/=
