Romanian Political Science Review vol. XXI, no. 1 2021 The end of the Cold War, and the extinction of communism both as an ideology and a practice of government, not only have made possible an unparalleled experiment in building a democratic order in Central and Eastern Europe, but have opened up a most extraordinary intellectual opportunity: to understand, compare and eventually appraise what had previously been neither understandable nor comparable. Studia Politica. Romanian Political Science Review was established in the realization that the problems and concerns of both new and old democracies are beginning to converge. The journal fosters the work of the first generations of Romanian political scientists permeated by a sense of critical engagement with European and American intellectual and political traditions that inspired and explained the modern notions of democracy, pluralism, political liberty, individual freedom, and civil rights. Believing that ideas do matter, the Editors share a common commitment as intellectuals and scholars to try to shed light on the major political problems facing Romania, a country that has recently undergone unprecedented political and social changes. They think of Studia Politica. Romanian Political Science Review as a challenge and a mandate to be involved in scholarly issues of fundamental importance, related not only to the democratization of Romanian polity and politics, to the “great transformation” that is taking place in Central and Eastern Europe, but also to the make-over of the assumptions and prospects of their discipline. They hope to be joined in by those scholars in other countries who feel that the demise of communism calls for a new political science able to reassess the very foundations of democratic ideals and procedures. -

Spotlight on Parliaments in Europe Issued by the EP Directorate for Relations with National Parliaments N° 13 - November 2016 Quality of legislation stemming from the EU On 19 September 2016, the Italian Senate submitted a request to the ECPRD network concerning the quality of legislation stemming from the EU. This request was an opportunity for National Parliaments to exchange best practices on how to ensure the quality of legislation with specific regard to transposition, implementation and enforcement of EU law. From the 21 answers provided by National Parliaments it is clear that transposition and implementation of EU Law is highly unlikely to require special attention. While almost all of them are using legislative guidelines and procedures for guaranteeing high standard of general law-making, only a few have felt the need to establish special mechanisms to ensure the quality of legislation stemming from the EU. The use of legislative guidelines and procedures; the main way to ensure the quality of legislation stemming from the EU. The use of legislative guidelines and procedures appears to be the most common way for National Parliaments to ensure the quality of legislation, also the legislation stemming from the EU. It allows for good linguistic coherence in the national languages while enhancing the standardization of the law. For example, in the case of Austria, the Federal Chancellery has published specific “Legistische Richtlinien”. In Spain, the instrument used is the Regulation Guidelines adopted in the Agreement of the Council of Ministers of 22 July 2005. Both Italian Chambers use Joint Guidelines on drafting of national legislation. -

Country Report on Human Rights Practices in Greece Page 1 of 17 Greece Country Reports on Human Rights Practices - 2006 Released by the Bureau of Democracy, Human Rights, and Labor March 6, 2007 Greece is a constitutional republic and multiparty parliamentary democracy, with an estimated population of 11 million. In March 2004 the New Democracy Party won the majority of seats in the unicameral Vouli (parliament) in free and fair elections, and Konstantinos Karamanlis became the prime minister. Civilian authorities generally maintained effective control of the security forces. The government generally respected the human rights of its citizens; however, there were problems in several areas. The following human rights abuses were reported: abuse by security forces, particularly of illegal immigrants and Roma; overcrowding and harsh conditions in some prisons; detention of undocumented migrants in squalid conditions; limits on the ability of ethnic minorities to self-identify; restrictions on freedom of speech; restrictions and administrative obstacles faced by members of non-Orthodox religions; detention and deportation of unaccompanied or separated immigrant minors, including asylum seekers; domestic violence against women; trafficking in persons; discrimination against ethnic minorities and Roma; substandard living conditions for Roma; inadequate access to schools for Romani children; and child exploitation in nontraditional labor. Arbitrary or Unlawful Deprivation of Life There were no reports that the government or its agents committed any politically motivated killings; however, in September there were reports that coast guard authorities threw detained illegal migrants overboard and six of them drowned. -

Koenker Professor Harriet Murav Assistant Professor Eugene Avrutin Abstract ―Parallel Ruptures: Jews of Bessarabia and Transnistria between Romanian Nationalism and Soviet Communism, 1918-1940,‖ explores the political and social debates that took place in Jewish communities in Romanian-held Bessarabia and the Moldovan Autonomous Soviet Socialist Republic during the interwar era. Both had been part of the Russian Pale of Settlement until its dissolution in 1917; they were then divided by the Romanian Army‘s occupation of Bessarabia in 1918 with the establishment of a well-guarded border along the Dniester River between two newly-formed states, Greater Romania and the Soviet Union. At its core, the project focuses in comparative context on the traumatic and multi-faceted confrontation with these two modernizing states: exclusion, discrimination and growing violence in Bessarabia; destruction of religious tradition, agricultural resettlement, and socialist re-education and assimilation in Soviet Transnistria. It examines also the similarities in both states‘ striving to create model subjects usable by the homeland, as well as commonalities within Jewish responses on both sides of the border. Contacts between Jews on either side of the border remained significant after 1918 despite the efforts of both states to curb them, thereby necessitating a transnational view in order to examine Jewish political and social life in borderland regions. -

Geneva 26 January 2018 Mr. Binali Yıldırım Prime Minister Republic of Turkey Vekaletler Caddesi, Başbakanlık Merkez Bina Kızılay Ankara Turkey By e-mail [email protected] and telefax +90-312-422 18 99 IndustriALL Global Union and industriAll European Trade Union protest the decree of the Ministerial Cabinet of Turkey banning the strikes in the metal industry Dear Prime Minister, We are writing this letter to you on behalf of IndustriALL Global Union and industriAll European Trade Union, both representing millions of workers in mining, energy and manufacturing industries in Europe and worldwide, including Turkey, to convey to you our outrage and protest over the decree dated 26 January 2018 banning the strikes in the metal industry covering 179 companies, which have been called by three unions in the sector, including our affiliates Birleşik Metal-İş and Celik-Is. It is very much worrying that your Cabinet has issued the banning the very same day of a planned meeting between the three unions and the employers’ association, even though you are supposed to create and support a proper environment whereby free collective bargaining negotiations can take place. Using the argument of “prejudicial to national security” to ban the strikes is completely unacceptable. It is unfortunate that your Government regularly resorts repeatedly to banning strikes and during the cabinets of the current ruling party various strikes in different sectors were banned fourteen times. Our memories are still fresh with the previous ban of the metal industry strikes in January 2017. With the decree of 26 January 2018, you are banning the strikes that the three unions were planning to launch on 2nd February in many workplaces in the metal industry in different cities of Turkey.
