Data collection

Whilst some of the personal data on undergraduates was obtained via UCCA from the application form. all other data for new students and staff was provided annually by universities, together with updating information for those already on the records, and leaving information for those tenninating their studies/service. A "snapshot" date of 3 L December was chosen to allow for any changes (eg to choiGe of course) which might take plaGe during the first term, so that the statistics might reasonably be said to represent the academic year, and to ensure as much consistency as possible between universities. The university officer responsible for USR returns was the Registrar/Secretary, a member of whose staff was designated the USR Correspondent in each record area. Thus, typically, USR would have contact in each university with members of staff from Registry/student records, Postgraduate Office, PersonneiiEstabiishrnent Office, Careers Advisory Service, Adnit Education Department, Finance Office and, as computerisation developed in universities, with administrative data processing officers.

Full details of the operational procedures for each of the Records is given in the relevant volume of the reference manuals. However, with the exception of the Continning Education Record (where each year's return is complete in itself), they shared many similar characteristics designed to minimise the burden on universities: a "muster" of the students/staff to be updated (an "expected graduates muster" in the case of the First Destination Record); an automatic mxlate process whereby the university needed only to deal with non~sta..'ldard records (eg st".Jdents repeating a year)~ COtnputci validation, including relationship checks between certain fields; error listings pinpointing problems; and feedback in the form of summary tables for universities to check. At litis point, if satisfied with the tables, the correspondent was required to certifY - on behalf of the university - that the figures correctly represented the position at the date in question. Until that cenification was made, no statistics would be released in respect of that university (with the exception of provisional figures to the UGC and its successor funding councils).

Production of statistics

The production of statistics from the Record began in earnest in 1973, when the total output of 321 tabulations was provided to the UGC: some for its own use, others to be passed on to third parties. ) Progressively, however, as the quality of the data improved (and as significant time series became available), the output rose to over 3000 tabulation a year, as USR began to supply statistics direct to government departments and agencies, to industry, to professional bodies and, of course, to the universities themselves. Usage willtin higher education was predominantly for management purposes. including resource allocation and the development of performance indicators, and for research. but in at least one institution, USR statistics also provided project material for undergraduate students. When USR ~~ operations in 1995. a total of 32,358 tab1.Jlatio!'-s had been generated from which over 47.500 analyses had been supplied. Of these. nearly 48 per cent had been requested by universities (including the former PCFC institutions) or by inter-university bodies.

Access to USR statistics was governed by rules laid down by the USR Policy Group. membership of which comprised four Vice-Chancellors. a Committee member and a senior officer of the UGC (subsequently two officers of the Funding Council), the Director of Statistics of the DES, and observers from both the Association of Universitv Teachers and the National Union of Students. UNDERGRADUATE RECORD

Ethnic Origie: - Ethnic origin is supplied on a voluntary basis by students on their UCCAlUCAS application form, and was collected for the first time in respect of new entrants in 1990. In the period 1990-1993, the information was only sought from UK domiciled students.

Parental occupation: - There are three different classification applicable to this field, covering the years 1972-1979, 1980-1992, and 1993. Because of the length of the code lists, these are contained in a supplementary file UGDICPO.wps,

Type of school: - These codes were compiled over time from the school code lists of the Department ofEducation and Science. The lists contained some anomalies between different years and between the differing education systems within the UK, and also included types ofestablishment (eg nursery schools which were not appropriate. For USR statistical purposes, the codes were normally grouped as follows: Grammar - Codes 05, 41-43; CODJIlTl'bensjye =08,36,50, 55,85 & 86; Independent = 15,16 & 93; Qlher = all other codes.

Entry qualifications: - It is important to remember the differences between the Scottish school leaving examinations and those in the rest of the UK, patticularly in analysis which look at completion rates and/or degree performance. Comparisons between "Higher" grade scores and "A-level" scores are not valid (for score calculation formnlae, see University Statistics Volume I, Appendix I, para B7). It should also be noted that this produces a different age profile of Scottish schoolleavers.

Type of further/higher education: - Like Type of school, these codes were compiled over time from Department of Education and Science lists which lists contained some anomalies between different years and between the differing education systems within the UK. If some types of establishment are unfamiliar, it must be remembered that the terminology may refer to the situation over 20 years ago.. Source of finance/source of fees: - It was not clear whether or not universities were including a student's maintenance fimding when using the classifying "source of finance". To avoid confusion a new "source of fees" classification (common to both undergraduate and postgraduate records) was introduced for 1991 files onwards.

Qualification aimed for/obtained: - Selected medical and veterinary students intercalate a year during their course to take a B.Sc. This is reflected in the Record 1»' a cbange in "qualification aimed for" and, where necessary, in institution code, and 1»' the insertion (ifappropriate) ofan interim award ofdegree. • When the Undergraduate Record began, B.Ed degrees were not included, as they were already being returned to the Department ofEducation and Science (DES). - Architecture degrees are offered in a varlel)' of different forms at different universities. In most cases, the first stage is a B.Sc (or a BA) in Architecture, followed by 12 months professional practice in an architect's office. The second stage (ofone or two years' duration) may be a Diploma, a B.Arch degree, or an MSc. In the latter case, most universities classify it as a "second first degree", notwithstanding its title. Other universities regard it as a Higher degree and, baving shown the students graduating with a first degree, then place them on the Postgraduate Record - Where students appear to be obtaining a degree after only one year's attendance, the usual reason is that they have been prematurely deleted from the record and bave bad to be added back on in order that their degree may be recorded - Franchise and similar arrangements: where students attend the first year or first two years of a degree court at a furtherlhigher education college as part of a formal arrangement (whether in the UK or overseas), they will be shown on the USR Record as entering the second/third/fourth year ofcourse as appropriate. In some cases, however, the arrangement may require them to be registered students of the universil)' for the whole ofthe course; they would be entered on the Record from year one, but shown as "not in attendance" for the period spent in the furtherlhigher education college.

Class of degree: - Care must be exercised when comparing "class of degree" between universities. In the Scottish universities, a high proportion of students take a general! ordinary degree from choice and this does not imply lack ofsuccess on an honours course. lnitial enrolment may, however, be for the four-year honours course with "duration of course" coded accordingly. Ifworking from an entry cohort, it must be remembered that a high proportion of Scottish students enter with SCE qualifications and undertake a four-year honours degree, which also affects comparabilil)' with students holding A-level and other entry qualifications, who may be on three-year honours courses. - The "unclassified" code is often used, particularly 1»' the Universil)' of London, for Honours degrees where classifications are never awarded (eg in medicine). It should lIll1 be interpreted automatically as an unsatisfactory or failed honours degree.

STAFF RECORD

Nationality: - Where countries have merged or split, both old and new names may be listed. Multiple "not known" codes may be the result ofcoding errors which have proved impossible to resolve.

Maio subject department ofteacbing (for flies 1972-1983): Prior to 1984, all staff - both academic and academic-related - were coded (where applicable) by "main subject department". This did not, however, always indicate clearly whether it referred to location of teaching or to subject taught, where these might differ. From 1984 onwards, this classification was replaced by "Cost centre" ( providing location) and "Academic discipline" ( proving area of principal academic interest. The latter field physically replaced "main subject department of teaching" in the record format, pre-1984 files being converted from a two-digit to a four-digit field by the addition oftwo zeros.

Academic discipline: For full details of4 character subject code structure - designed to show equal and DllIior/minor combinations, refer to Universities Standard Classification ofAcademic Subjects (in binder with reference manuals).

Method of Employment: - The definitions offull-time and part-time staff normally used for USR statistics (as first specified by the University Grants Committee) are as follows: Full-time = full-time (code 1), on secondment (code 3, extended sick leave (code 4), maternity leave (code 5) and sabbatical leave (code 6); Part-time = part-time (code 2); part-time, re-employed after retirement (code 7).

Cost centre: - Cost centre is defined as the department (or group ofdepartments with similar academic and resource consumption characteristics) from which the member of staffs salary is paid. Because the structure ofthe Record did not allow the coding ofmore than one cost centre per member ofstaff, universities had to decide which cost centre might be the most appropriate or, ifthere were several staff in the same situation, would balance them numerically between the cost centres.

Stafftransfers: Staffmoving from one UK university to another would be shown as "destination on leaving" code 00 (employment in other UK university); on arrival at their new institution, they would be recorded with "employment in previous year" code 00 (employment in other UK university). In practice, however, not every transfer was 'resolved' ofpicked up by a receiving university; similarly, some members of staffDll1 shown as transferring to a UK university destination, in fact are returned as such by another institution. It must be remembered that a member of staff is under no obligation to disclose hislher destination to the university he/she is leaving, so whilst "destination on leaving" statistics can give a rough guide to movements, for greater accuracy "employment in previous year" analysis should be used ("Transfers between- universities' aspublishedin University Statistics Volume One, are based on trqn~(PJS in not traw(ers Qut). ABERDEEN J!ndergraduate' - The Univetsity regulations allow students re-sit final examinations over a period of up to four years (unlike the majority of univetsities which only allow a period of up to two yeats at the most). Until 1983, any such students leaving the University were reported as leavers, even if there was a possibility that they might return to re-sit. Because, however, between 30% and 40% of these students did return, the University felt that this gave a misleading impression of their completion rates and, from 1983 onwards, used. the follO'"ing procedu.:·e: any students who would previously lUlVe been shown as leavers with "reason for leaving" code 2 (academic failure), code 4 (health) and code 6 (other reasons), were held in suspense while there was a reasonable expectation that they could return. Initially this period was set at two sessions after leaving; however, the Univetsity had always intended that it should be four sessions, and this was implemented when their new student record system was introduced in 1989 (affecting the University's returns to DiSR from the December 1989 return onwards. "Unsuccessfulleavets" ie those who have spent the maximum permitted period in suspense are the only ones to which the University allocates "reason for leaving" code2 (academic fuilure) or, more often, code 6 (other reasons). These factOts obviously can have a distorting effect on analyses of completion rates when trying to compare Aberdeen with other universities. - Where students (especially in Arts) are not required to opt for specific coutses on admission, they will initially be given "combination" subject codes, until more precise information becomes available. ASTON Contin;ling Educijion -A substantial number ofthe short courses run by Aston fall into the "distance learuing" category. The Univetsity was unable to quantify them in terms of contact houts (or even, in some cases, of student numbers), and it was not therefore possible to include them in the Continuing Education Record.

BATH Undergraduate & Postgraduate Unlike most univetsities, the Univetsity of Bath treats its M Eng students as postgraduates; students graduating with a B Sc for the course qualifying for admission to the M Eng course are treated as leavets, removed from the undergraduate record and, on admittance to the M Eng course, are shown as postgraduate new entrants. BELFAST Staff The staff who are shown under cost centre 12 (agriculture & forestry) at Belfast are in fact employed on Civil Service conditions of service and paid directly by the Northern Ireland Department of Agriculture. It was suggested, in 1988, that the inclusion of these staff on the record might be inappiopnate since they do not ap-peai on the University pdyToll; the University. however, was reluctant to omit such a significant area ofactivity from its returns and continued to include them, shown as wholly outside funded, with a nominal salary of£1. 1 Section I

The Background of the USR

I In 1963 the Report of the Robblns Committee on Higher Education drew attention to the lack of adequate statistical Information about higher education, and stressed the Importance for planning and policy making of devising arrangements to provide comprehensive statistics for the future. The Committee drew particular attention to the need for a system which could produce Information on the movement of staff and students into, Within and out of higher education.

2 The. UOIverslty Grants Committee (UGC), In consultation with the Department of Education and Science (DES), accordingly considered how the collection of unlverslty staff and student statistics could be Improved, while keeping form-filling by universities to a mInimum. The traditional method of annual returns to the UGC Involved the production by universities of statistical tables on academic staff and students at a given date. The tables took a long time to prepare and to analyse and they suffered from the disadvantage that they could only yield subsidiary information or cross-analyses to the extent that these were bullt Into the retllrns InItially. Moreover they yielded no InformatIon on the flow of staff and students through unIversities. It was accordIngly proposed that a new central record system be developed In a form suitable for computer analysis.

3 The UniversIties Central CounCil on AdmIssIons (UCCA), a body controlled by ,the universIties themselves, already had some of the Information reqUired about students, and also had the approprIate technical resources and experience to maintain a ~ central statIstIcal record. The UCCA, on beIng InvIted ,to undertake this work, Indicated Its willingness to do so; the Committee of VIce-Chancellors and Principals (CVCP) therefore agreed to JoIn with the UGC, the DES, the ScottIsh Education Department and the UCCA In a feasibility study. By 1968 the CVCP was able to recommend to universities that they should co-operate In the establishment of the Universities' Statistical Record on the understanding that safeguards would be built Into the scheme to protect individual confidentiality.

4 A Policy Group was established by the CVCP and UGC under the chairmanship of a member of the CVCP to have responsibility for the control of Information collected In the USR. Its maIn function 15 to formulate rules under which statistical analyses may be released, and to deCide on requests for provision of data received from persons or organisations other than CVCP and UGC.

a) No information is released about any individual other than to the person concerned, or to his present university. Tabulated data is not released at such a level of detail that information may be deduced about an identifiable individual.

b) No Information Is released, other than to CVCP or UGC, about individual universities except with the approval of the Pollcy Group and the consent of the universities concerned.

6 Operational management of the USR is under a Management Committee whose chairman is a member of the UGC. Its membership comprises members of the CVCP, the UGC and the UCCA with some senior university administrators. Its role Is principally to ensure that the necessary information Is collected accurately and effectively, and the statistical information is publlshed or otherwise made available in a timely and meaningful way.

7 The role of the UCCA is solely as an agent providing the necessary technical resources for the operation of the records. It undertakes this task on the understanding that it wl1l not prejudice its primary responsibility for the undergraduate admissions system, and that it takes no part in. pollcy decisions about the contents of the record or the provision of Information from It.

8 The USR maintains records on

I) Undergraduate students on courses of one academic year or more

H} Postgraduate students on courses of one academic year or more

Ill) Academic and related staff holding regular salaried appointments

These records are maintained as records on Individuals from which information is extracted and aggregated to form statistical tables. Records are also maintained from separate returns on the subsequent First Destinations in employment of undergraduate and postgraduate students: these may be analysed separately or in conjunction with the main student records.

iV} Continuing Education Courses. This record contains general information on courses lasting less than one academic year including the number of students attending. It contains no information on individuals.

The Purpose of the USR Student Records

The purpose of these records Is to collect each year InformatIon about all students studying In universities and their academic studies. The records cover all institutions on the University Grants Committee's grant hst. The statistics are used by the universities for planmng and management purposes and by the UGC In Its planmng, as well as to fulfIl the UGC's commitment ID Its terms of reference to collect and publish statistics about the universities. The statistics are also used extensively by other Government and private bodIes and In research Into education. The records may be analysed to provide Information about patterns of academic study and development; about the background and qualificatIons of students In relation to their studies; and to an extent about the careers they then enter. Student numbers may be related through the Student Load return to the fInancIal and staffIng patterns WlthID umversltles. Statistics on students may also be related to national and other statIstics such as demographic developments.

Relation between the Student records

2 The USR contains two IndIvidualised records on students. the Undergraduate and the Postgraduate records, in which the basic unit of record is the student studying on a course. These prOVide for detailed study of such students, and cover all students studying -the mait:!. long­ term courses run by the university. University work In short cour~es is covered by the separate ContlnuIDg Education record. in which the unit of record is a course of study. This records the students concerned only as a number of participants. The Individualised records are completed each year by a related return of the First Destination records: these record the destinations of the students (In employment or elsewhere) dunng the remainder of the calendar year in which they complete

USR(2)85 -4- 4 Membership of the records 3 It Is Intended that any student on a course of study shall be recorded in only one of the records (though separate parallel studies by the same person may give rise to separate entries). The distinctions between the records are made strictly on the basis of the course concerned, rather than on the circumstances of any individual student, as follows:-

a) The individualised records concern students studying on courses which lead to a degree or other formal qualification of the university, and which iast for the equivalent of one academic year or more. A particular student who Is following only a part of one of these

Where there is a moduiar degree scheme, all modules which may form part of the course for a degree are regarded In themselves as courses ali of whose students should be placed in the Individualised record, even though a particular student may be attending only the single module. Any Individual student Is entered only once, with a record that gives an Indication of the nature of his resulting degree.

b) Postgraduate courses are those which require as a normal condition of entry that entrants be already qualified at degiee level. This is related explicitly to the course: the fact that a particular entrant to an undergraduate course already holds a degree does not mean that he Is placed In the Postgraduate record. Equally, a university may accept other qualifications as equivalent to a degree for entry to a postgraduate course In a particular case. Some postgraduate courses Incur fees only at an "undergraduate" level (for example, Postgraduate Certificate of Education). They will nevertheless be Included In the Postgraduate re-e.ord; the nature of the fee wlll be Indicated In the record.

c) Courses which start as undergraduate courses and continue to a further qualification after award of a degree wiii be treated as undergraduate courses for their whole duration. Examples are professional qualifications In Archltecture and Planning. Such second stage qualifications In a subject are described as "second first degrees" and are specially Indicated as such In the Undergraduate record. Equally there are some "enhanced" engineering courses (Finnlston courses) which are undergraduate degree courses even though the award made may be an MSc - again these are specially Indicated. d) Courses of less than an academic year equivalent, and courses which Intrinsically lead to no formal university qualification, are Included in the Continuing Education record, which is a record hoidlng information only on the course. There are some courses of short elapsed duration, leading to a certification or equivalent qualification, which may be considered so concentrated as to be

Universities should place all the students on such a course on the appropriate IndIvidualised record, and omit the course from the COl)tInUIng EducatIon record. If the course Is In the Continuing Education record, then none of the students on It will be placed on an Individualised record. In case of doubt, USR should be consulted.

PrIvacy of Information

4 Whlle Information in the Undergraduate and Postgraduate records Is held In IndIvidualised form, so that It may be analysed effectively In terms of any field of Information held, It Is emphasized that It Is used only In a statistical manner, and no analyses are made that might allow informatIOn about any Individual to' be deduced. Information about individuals Is released only to the person concerned, on applicatIOn through his universIty, or to his current university.

Reference date of the records

5 The records relate to the position at 31 December In each academIC year. ThIS Is suffiCiently far Into the academic year for the population to have become stable, but Is early I enough to be usable by the UGC In Its planning. The date IS chosen, not so much to record an actual population on any given day, as to provide a reasonable representation of the activity of the universities during the academIC year, It being recognised that there are IneVitably constant casual arrivals and departures during the year which will on the whole compensate each other to leave the position on a fixed date as a fair pIcture.

6 ThiS reference date of 31 December, being out of term, causes some problems In deciding whether to Include particular students. The following rules codIfy the practice which has developed: In case of doubt USR should be consulted. 'c

a) Most students wllI be present In both Autumn and Spring terms and WIll be Included with a return of "annual" Information about their studies In the current year.

b) Those who were on the previous year's return, but who have left the univerSity during the year, wllI have no "annual" Information, but a return wllI be made of "leaving" Information.

cl Those who entered during the' calendar year with the aim of pursuing a course of at least 'one academic year equivalent to Its end, but who have left prematurely before 31 December, will have both "annual" and "leaving" Information. They wllI be excluded from any count of population at 31 December, but their Inclusion allows proper study of entrants. 6

USR(2)85 -6- dl Those attending In the expectation that they wl1l only attend part of a course, and wlIl not receive a qualification as a result, will be Included In the record only If their presence overlaps 31 December. These "occasional" students wl1l be distinguished as such In the field "Qualification aimed for". The former practice of assigning special course codes for "occasional" studies has been abandoned. el Some courses of study start in January and end in December. It Is important that students on these courses are Included with a number of years of "annual" information equal to the number of years In attendance. If the reference date of 31 December is Interpreted rigidly, then they wl1l be Included with one year too few, and students attending for Just one year wl1l be omitted altogether. It has accordingly been decided that, where a course Is organised for groups of students entering together at the start of the Spring term, then students entering those courses at that time wl1l be Included on the return relating to 31 December Immediately prior to the start of the course. This wl1l include research students arriving at the start of this term and formaIly registered as from Its first day. Such students will be given reference numbers appropriate to the year In which that 31 December faIls, but the actual date of entry wl1l be returned in the field "date of entry to university": It must not be later than 31 January.

This does not apply to "casual" arrivals or to any student joining the course late. The aim Is that students studying for one calendar year are associated with the academic year In which the bulk of the teaching will faIl, and simIlarly for the longer courses. f) Correspondingly, when such a student leaves, he wl1l be regarded correctly as having left before 31 December, and only a "leaVing" return will be made. In general, students who do not return for the Spring term, even If It had been expected that they would, should be regarded as haVing left before 31 December. gl Industry-sponsored students are deemed to have started their university course In the October prior to their first attendance. hl Students studying on Sandwich courses wlIl be deemed to be enrolled at the university during their periods of Industrial training. Language students and others haVing compulsory study away from the university are similarly deemed to be enrolled at the university during their periods of absence. All these should be Included If 31 December falls in such a period away from the university. jl Where a student leaves and the subject of the qualification obtained differs from that recorded in the preVious "annual" return, (usually because It represents a specific subject within a general course), then the revised subject should be returned as the relevant field of "annual" Information at the same time as the return of "leaving" Information.

Relation .!2. other records.

7 The Information contained In the Individualised records cannot legitimately be related directly to other records. For example, a simple count of students cannot be directly related to staff numbers to give a legitimate staff/student ratIO. This Is partly because corrections are needed to allow for students not present at the reference date, but causing load on resources at other tImes of the year, partly because there Is no Information on the equivalence of any part-time student to a full-time one, and partly because account must be taken of the effects of Inter-departmental teaching. Also the organisation of the records 15 around an academic classification of the subject which a student 15 studying, whIch may not relate directly to the departmental structure of the unIversity, on which finance and staffing are allocated.

To allow relationships to be made, numbers derived from these records are converted to a full-time equivalent student load (f.t.e. load) which IS then distributed among 37 "academic cost-centres" according to the load which Is placed on the resources of each. These cost centres bring together departments on criteria which are not eXclusively acadeinlc, and staff and financIal statistics are also aggregated and assigned to them. This gIves a common base of classification on which comparisons may properly be made. The calculation of f.t.e. load and Its distrIbution among cost centres Is done In the Student Load return.

Thus, for example, students in mechanical engIneering In e. university might amount to 150 full-time and sandwich students. In the Student

Load return, the university might add a further 36 students, C present In the summer term only, and obtain a total f.t.e. load of 162. This load might then be distrIbuted between the Mechanical Engineering cost centre (115), the Mathematics cost centre (30) and the Physics cost centre (t7), reflecting the relative drain on resources caused to these departments. A further 40 part-time students might be assessed as 16 full time equivalents, and be similarly distributed, as part of the university's total of part-time students. '

Note that the classIfication of cost centres may group tOPiCS together In a different way from the academic classification, Introducing other criteria than academIc ones according to the current needs of the UGC.

Operational Procedures for the Exchange of Data

A - General

1 The Postgraduate return For operational purposes the postgraduate return may be considered In two parts:

a) Information on postgraduate students who have joined the university since the previous return and were not Included In that return: I) New postgraduate students In their first academic year.

H) New postgraduate students who entered a postgraduate course In the university In the remainder of the previous academic year, subsequent to the preVious return. Hi) Students on postgraduate courses starting at the beginning of January who are to be Included under the provisions given In Section 11, paragraph 6e. Iv) Students who have transferred from, or left, other universities and who entered postgraduate courses In the university at any time in the past calendar year. vI) Students who re-entered the university as postgraduates during the past calendar year who have preViously been recorded as "leavers" In a preVious return.

Data to be supplled wl1l consist of I) "Personal" information about the student

This section of the return Is also used to record any IntermedIate qualifIcations which may be awarded dUring the student's course for example, an MSc prior to passing on to PhD study.

USR wIll despatch to each unlverslty the Postgraduate muster, shOWing all postgraduates for whom Information was returned by the university as present at the previous 31 December. The Information contained WIll be that relating to the last return

3 Updating the Record

By the last day of February each year unIversities should return to USR

a) Information to update the records of postgraduates on the muster as at 31 December, Including leaving Information for those who have left since the previous December.

Universities should check the Information printed In the musters and amend It to reflect the current position for each student by drawing a line through any Incorrect Information and entering the correct details In red on the line Immediately below, using the appropriate codes (see Section IV). The Student Reference Number, however, must not be altered. Any unaltered entries on the muster will be assumed by USR to be correct. '

b) Information on additional students who entered the university since the previous December.

The Information will be provided on Form IDP!I. The Student Reference Number should be taken from the set provided by USR In each year for use In that year. If a student has both Joined and left the university since the previous December, the IDP!I form should Include "Leaving" Information as well as "Personal" and "Annual" Information. 10 USR(2)85 -10- 4 Changing Personal Information

Personal Information may be corrected, if necessary, by using the procedure described above, paragraph 3a. If unaltered, it will be assumed to be correct.

5 Updating Annual Information

Universities should update details of the annual information for students stlll present at 31 December. Amendments should only be made in those columns which need change. Those columns not amended will be assumed by USR to be as printed.

6 Leaving Information

These columns should be completed on the muster giving leaVing Information for students who have left for any reason before 31 December. In addition, the field 'subject of study' printed in the annual information should be checked and corrected if necessary to reflect the subject of any qualification obtained. If a student has not left, but has obtained an intermediate quaiification during the year, the nature of this qualification should be returned In this part of the record.

The sort key field Is provided for university use as a means of ordering the records. Universities wishing to use it wlll need to Insert the sort keys on the IDP!1 form when making the return. Universities may subsequently change the sort key for any student, !f they Wish, by replacing the code on the record of that student on the returned muster. (see Section VI A).

8 Despatch of Records to USR

Universities should despatch the amended musters and any IDP/l forms to reach USR by the last day of February each year. The returns should be addressed to:

11 Updating the Record

By the last day of February each year universities should return to USR:

a) Information to update the records of postgraduates on the muster as at 31 December, Including leaVing InformatIon for those who have left sInce the previous December. The tape will contain tape transactIon types 42 and 43.

UnIversities are asked to check the Information contaIned In transaction types 42 and 43 on the tapes and to amend It If necessary, supplyIng the correspondIng transactIons type 42 and 43. The Student Reference Number, however, must not be altered. Unaltered entries wl1l be assumed by USR to be correct. It Is not necessary to Include unaltered transactions on the tapes returned to USR, but a university may make a complete return of all transactions If It so wishes.

The Information wlll be provided on form IDP/I, or alternatively Included on the tape, using tape transaction types 42 and 43. The Student Reference Number should be taken from the set provided by USR In each year for use In that year. If a student has both Joined and left the university since the previous December, the return should Include "Leaving" Information as well as "Personal" and "Annual" Information.

12 Changing Personal Information

Personal Information may be corrected, If necessary, by the submission of transaction type 42 to USR, Incorporating the changes. Where the personal Information Is correct, universities need not return these transactions to USR who will then assume that the Information Is correct. If universities wish, they may Include In their returns a complete record, whether changed or unchanged.

13 Updating Annual Information

Universities should update details of the annual Information for each student by submitting transaction type 43. Any fields left blank wlll be assumed by USR to be as they were In the muster tape sent out.

NOTE 1 If universities so wish, however, they may Include In their returns a complete record, whether changed or unchanged.

NOTE 2 Data recorded by universities In any of the fields wlll be used to overwrlte corresponding fields on the postgraduate record.

14 Leaving Information

Leaving Information should be returned for all students who have left for any reason before 31 December. In addition, the field 'subject of study' as sent out In the annual Information on the muster tape (transaction type 43) should be checked and corrected If necessary to reflect the subject of any quallficatlon obtained. If a student has not left, but has obtained an Intermediate quallflcatlon during the year, the nature of this qualification should be returned In this part of the record.

13 USR(2)85 -13- The sort key field Is provided for university use as a means of ordering the records. Universities wishing to use It will need to Insert the sort key for each student on the IDP/I form or In any relevant transaction when makmg the return. It Is sufficient to do so In one transaction type. the key given will apply to the whole record. Universities may subsequently change the sort key for any student, If they wish, by replacing the code In any transaction of the return. (see Section VI A).

16 Despatch of Records to USR

Universities should dispatch IDP/I forms and tapes of amendmg transactions to reach USR by the last day of February each year. The returns should be addressed to:

This section gives definitions and coding values which will be used by USR and universIties for all purposes c-onnected with the USR Postgraduate record. They also form the basis for the interpretation of the statistics. Information held in each student's record consists of

"University" Information, which relates him to the university at which he is studying.

"Personal" information, which describes the student and his background, and Is, in general, not subject to alteration once it has been agreed (apart from marital status in the event of change).

"Annual" information in respect of each year of the student's course, describing his circumstances and studies In that year.

B UNIVERSITY INFORMATION

1 Current University

The four character code of the university at which the student is currently registered. Note that this appears In all transactions of a magnetic tape return, as a primary check that the correct university Is making the return. See Section V, table 3.

USR(2)85 -15- (15 2 ---Date of Enrolment This is defined as date of entry to the current course, and will change only if the course changes. It should not be changed if, for example, a student sImply proceeds from MSc to PhD study. The date should be that on which the student himself first takes part (not necessarily that from which he is regarded as registered). Thus a student entering In January to take part in a course which began the previous October would have a January date of enrolment (and would not be returned until the return relating to the following 31 December).

Where a course, orgamsed for a body of students, starts at the first day of the Spnng term, the students starting It at its commencement should be returned in the return relating to the 31 December Just past. They will be given the correct date of enrolment, which must be before 31 January. This also applies to research students arriving at the start of this term and formally registered at its first day, but not to casual arrivals or to those who join the course late.

C PERSONAL INFORMATION

This IS provided by the university on IDP/I forms, or in its initial tape return about the student.

3 USR Postgraduate reference number

This is a nine digit field

DIGITS 1,2 Year of start of student's record. Corresponds to the year in which falls the 31 December reference date of the first return made about the student.

DIGITS 3-8 Serial number. This is provided by USR in a senes for new postgraduates In each year.

DIGIT 9 Modulus 10 check dIgit.

4 ----Name and former surname ThiS Is a three part field. a) Three characters for up to three initials b) 18 characters for up to 18 characters of surname c) 18 characters for up to 18 characters of maiden or other former surname.

Where the facts are known. "sinIl:1e" includes widowed or divorced. "Married" Includes separated' (whether legally separated or not).

It Is not required or expected that the student will be asked to explain his marital state. His own description should suffice -If a married woman chooses to use her former name and describe herself as single no further questioning is required.

This is recorded In the form DDMMYY.

8 Place of residence prior to entry

This Is defined as country (or county or district If In the UK) of permanent residence prior to entry to university study at the postgraduate level. It Is used for study of the geographic pattern of students' residence, and the extent of their mobility in seeking university education. It Is not related to the state of residence required In assessing a student for fees purposes: this is included in the relevant annual fees status field.

County codes will be used for students resident In the UK (see Section V, table 1)

Country codes will be used for students resident outside the UK (see Section V, table 2)

9 Nationality

This Is defined as the country of legal nationality, coded using the DES country codes (see Section V, table 2). In cases of dual fU:itionality, if one oi the nationaiities eorresponds to the eountry oi permanent residence prior to entry (see 6 above) then code for that country.

This records aspects of the student's career before entering the course. It 1s coded by USR from the IDP/! form, or is taken from the university's first tape return on the student. '

10 Previous Higher Education

The UK university or other Institution of Higher Education at which the student was most recently registered prior' to' entering the course. For UK universities the DES codes wlll be used (see Section V table 3). This Is extended for other Institutions as follows.

12 Subject of first degree

This codes the subject of the student's first degree, If any, using the common standard Universities Classification of Academic Subjects, 1984, adopted Jointly by the UCCA, the UGC and USR. Often the exact course code, as used In the undergraduate record, may be known. If so, It should. be used. If not, a course coding may be expressed as the appropriate two character principal subject code foiiowed by two zeroes. if the student does not hold a first degree, code 0000.

18 USR(2)85 -18- D ANNUAL INFORMATION

This Information Is provided each year In the Postgraduate return, and relates to what the student Is doing during that year. Thus, for example, If he Intercalates a year, the "course code" for that year wlll Indicate the subject of his Intercalated study. Most fields In this section will be assumed by USR to remain constant from year to year unless changed by the university. There are several ways In which fields of annual Information are Inter-related, which are checked by the USR systems: thus changes In one field may give rise to a rejection of the record unless corresponding changes are made elsewhere.

13 Current permanent home residence

This Is related to the field "place of residence prior to entry" (see paragraph 6 above), and wlll be set inltiaJly to the same value. It Is available for use If the students place of permanent home residence (as distinct from university address) should change during his studies, and Is used In studies of population mobility. It should not be changed merely by virtue of the student's residence at the university, nor is It expected that universities will make regular enquiry of a student's place of residence.

It Is defined as country (or county or district If In the UK) of permanent residence during the current year. It Is not related to the state of residence required In assessing a student for fees purposes: this Is Included In the relevant annual fees status field.

County codes will be used for students resident In the UK (see Section V, table i)

Country codes will be used for students resident outside the UK (see Section V, table 2)

14 Subject of Study

This Is a coding of the subject or subjects appropriate to the qualification which the student expects to receive as a result of the current year's study. The code may change from year to year as a result of the student's Intentions changing or clarifying, but should not be changed to reflect the particular pattern of study wl thin a consistent course.

Codes are based on the common standard Universities Classification of Academic Subjects, 1984, adopted jointly by the UCCA, the UGC and USR. Most courses In the Postgraduate record will consist at present simply of the appropriate two character code of a "Principal Subject" followed by two zeroes. For taught courses It is also possible to use the four character "balanced combination" type of code If this is necessary to represent the nature of the course «(or t"'}

It must be stressed that codes represent the academic content of courses, and not operational or administrative matters such as the department In which the course Is taught. Nevertheless, In the Postgraduate record, where the nature of a research subject may be obscure or ambiguous, the university may reasonably use the Department giving the supervisIon as a gUide In resolving difficult cases. No distInction is made In this field for USR purposes between courses of different lengths, or leading to different qualifications. These matters are recorded In other fields as appropriate.

ConsideratIOns relating to the coding of students on courses leading to Qualified Teacher status are discussed In section IV-G.

IS Duration of course

This Is the normal minimum length of the course for all students, not In general amended by reference to the circumstances of the Individual. If and when It becomes clear that this minimum will be eltceeded, then the duration which IS now expected should be substituted. If there Is no formal minimum length, then an estimate should be made which can subsequently be corrected In the light of circumstances. If It Is not yet clear which of two possible lengths Is appropriate (for example, If a student IS as yet undecided between' an MSc or a PhD) then the minimum length of the shorter course should be given.

The exceptIOn to this Is that, where a student enters the course In the expectation that he will follow only a part of It, and not receive the resulting qualification at the end of his studies, his return' will be coded to reflect the expected duration of his studies. Thus, for any visiting students who may be recorded In the return, the field will reflect the expected duration of the visit.

The duration Is measured In months. The option which previously existed of using terms or years Is no longer aval1able.

Where a student Intercalates a second degree In the middle of a normal course, the "duration of course" will, during the Intercalation, reflect the course for the Intercalated degree. 'Prior to" this, It will reflect the course whIch WIll be Interrupted by the Intercalation, and will revert to the approprIate point In that course.

This field describes the mode In which the student Is attending the course during the current year. Note that It Is not, and should not be, treated as indicative of fees, which are separately recorded (see next paragraph)

The coding used Is common to the Undergraduate and the Postgraduate records, and Is given here In full for completeness, though some codes are not applicable to postgraduates.

3 Sandwich: sandwich students devoting the whole of their time to the course are recorded under this code both during their periods at university and during their periods of Industrial training

This IS a set of three related fields which give all necessary information on fees in relatIon to the student. Other fields are not Interpreted as carrying any Imphcatlon regarding fees, and decisions In coding them should not be Influenced by considerations of fees.

a) Fees status

This Is a four way code reflecting the student's residence as determined for fees purposes, and the nature of the fee charged. The term "UK fee" IS deflned as a fee recommended by the UGC for students of lonjl;-term residence In the UK. "Other" fees are fees differing from UK fees for whatever reason

Code values are"

Code 3 covers, for example, students from the European CommunIty charged UK fees.

Code 4 IS provided for those cases where, for example, the resIdence IS In the UK, but Is of insufficient duration for UK fees to be permitted. The codes relate to the fees chargeable to the student, whether paId by hIm or by some other party on hiS behalf. A waIver of fees Is regarded as payment of the fees by the UniversIty.

b) Fee level of course

This describes characteristics of the course whIch the student IS studYing.

USR(2)85 -23- 19 Nature of Study

This field IS used to record whether the course Is regarded as a "taught" or a "research" course. The distinctIon Is made by the UGC, and IS reflected In the Student Load return, where separate tables are provided for students on the two types of course. The coding should relate to the course taken as a whole - no attempt should be made to dIstinguish the nature of different stages.

For Students who are studying courses leading to' recognition by the Education Departments as Qualified Teachers, and these students only, thIs field IS also used to IndIcate the "scope" of the training. All such courses are, In their nature, regarded as "taught courses". See section IV-G

22 Qualification obtained This Is used when a student completes a course successfully, or when an Intermediate award (for example, an Intercalated degree) is made. Otherwise it must be left blank.

A student is considered for the purposes of the record to have obtained a qualification when he has been approved for conferment of the qualification; it should not await a formal degiee ceiemony. If the university withholds a qualification pending payment of fees, the qualification may be regarded as not haVing been approved.

23 Date of leaVing Institution This is recorded when the student leaves the institution. either when he completes his postgraduate studies and Is removed from the record, or when he is transferred to another institution to continue his studies there. A student who, after graduating, continues at the same institution to take a further course, will be shown as leaVing: he wl11 then be entered as a new member of the postgraduate record, with a new postgraduate reference number.

USR(2)85 ",,26= A student IS not regarded as having completed his studies, and thus having left the university, while It Is still expected that he will submit himself for examination. When he does so successfully, the date of leaving will be taken as that on which he is approved for conferment of the qualification.

Where a student Is retained on the books of the university for several vears In the exoectatlon that he will submit a thesis. and Is then "w~ltten off", he' will be coded for the period as method of study 5. In such cases the date of writing off will be shown as the date of leaving, with "reason for leaving" 3.

The date will be coded as DDMMYY

24 Reason for leaVing

This will be recorded when the student leaves the university, either on completion of his studies, or on transfer to another university to continue them. See the notes In the previous paragraph regarding students retaIned on the record In suspense.

26 University awarding degree

This Is to be used when a degree Is awarded by a university other 28 USR(2j85 -27- than the ODe returning the last set of annual Information. It covers the case where a student Is seconded from one university to another, completes hIs studies at the second one, but Is awarded his final degree by the first. It applies particularly to certain undergraduate medical courses, but the field may be used If a similar case arises In other studies.

F MISCELLANEOUS

27 Sort Key

The university may control the order In which students are presented in their returns, and in the musters sent to them by USR, by appending a Sort Key to each student's record. Ihls is described in Section VI A.

Universities should advise USR If they Intend to make use of Sort Keys.

28 Subject Codes .2.!!. Leaving It may sometimes arise that a student leaves the university and receives a qualification In a subject more specific than the subject of study described In the last return of annual Information, the previous December. Where broad Initial courses are subsequently made more specific, for example In moving from a General ScIence entry to a specific course In Chemistry, this should be reflected In the next possible annual return. It Is accepted that occasionally the change may not be apparent until the student graduates. Where this occurs, annual Information containing just the "subject of study" field should be returned at the same time as the "leaving" return. This wl1l allow the qualification to be associated with the correct subject. ( 29 Conventions and layouts

USR has adopted standard conventions of notation for coding purposes, and It would be helpful If, where possible, universities would follow the same standards. They are described In Section VI C.

Record layouts and transaction types for magnetic tape returns are described In Section VII.

USR(2)85 -28- 29 G Students aiming for Qualified Teacher Status

30 Some special considerations for coding apply to students in Education courses who are expecting to receive an Initial Teacher TrainIng qualification together with status as Qualified Teachers recogmsed by the Education Depart ments. Reference Is made at the appropriate places in the text this section serves to bring the various POints together.

31 Scope of training

The use of the field "Nature of Study" (paragraph 19 above) Is extended, USing alphabetic characters, to Indicate the scope of teaching appropriate to the training given nursery teaching, prImary teaching, secondary teaching etc. ThIS also serves as the prImary means of distinguishing students expecting to receive Qualified Teacher status as a result of the course from others. Students who will not be recognised by the Departments as qualified to teach In the Umted Kingdom must be returned with one of the normal numeric values (for example, overseas students who are expected to return home after their course). Those already holding a teaching qualification must also be returned with one of the numerIC codes.

32 Qualification aimed for and Qualification Obtained

Code value 14 In these fields (paras 25 and 28) Is used to Indicate a Professional Teaching Qualification obtained as a result of a course of Initial Teacher Training. This refers explicitly, In the Postgraduate record, to PGCE course, which are the only Postgraduate courses expected to lead to the student obtaining Qualified Teacher Status. Courses Intended for teachers who already hold thJs status are not covered by thIS section, and are treated as ordinary postgraduate degree or diploma courses as appropriate.

33 Subject of Study

It Is necessary to represent In the. subject of study the princIpal academic subject assocIated with the student's qualification. PGCE courses will be encoded as "Major/minor" courses with "Education" or "Physical Education" as the main subject, and the academic subject represented In the third and fourth characters, for example, XIGI Education (Mathematics) or X2Y I Education (General Science). For some courses it may be appropriate to use the code 9 irOifi the group as Indicating a broad course In that group, say X IT9 for Education (Modern Languages). If the student's first degree, as coded In "subject of first degree" (paragraph 20), Is a sufficient description, then the subject may be returned as XIOO, and the Information on the first degree wlll be used.

In certain courses two academic subjects are combined. These will be Indicated by a pair of numeric characters In the third and fourth position. A notable example Is Education In English/Drama - X133. These numbers are defined ad hoc, and are given In Section V table

The document musters and muster tapes sent out by USR can be arranged In any of several orders, according to the university's wishes. These orders are

A) Order of USR reference number (this will be done In the absence of any specific Instructions).

B) AlphabetIcal order of surname. Cl Order of subject of study ("course code"), with alphabetIc order of surname wl thIn each subject.

D) Order of subject of study wIth USR reference number order wIthIn each subject.

The orderIng of subject Is basically by alphabetic groups, correspondIng to the first letter of the code, such that single-subject courses come first In each alphabetic group, followed by balanced combInations whose first letter falls In that group. The order Is thus (considering the first two characters of the code only)

Of course, by no means all these possible code values arIse In practIce.

If none of these orders Is convenIent to the unIversity, It Is possible to ( arrange musters to be In any order at all, by attaching appropriate sort keys to the Individual students' records. This Is done by entering the keys In the sort key field on the lOP/I form, or In the sort key field of any transaction for each student, when the Initial return about the student Is made. Keys can subsequently be changed by changing any key In making a return.

A sort key Is any sequence of up to seven letters or digits,left Justified. As different computers may sort digits before or after the letters, universities should not mix letters and digits In any gIven position In the key. Sort keys may be unique to each student, or be used to group students of common characteristics together by giving them a common key: within a given value of the key the students may then be sorted In either reference number order or surname order according to the university's wishes.

The USR reference number Is made up of three parts

DIGITS 1-2 Year of entry (eg 85 for 1985)

DIGITS 3-8 Personal number, taken from the set of numbers provided to each university each year by USR.

DIGIT 9 Check digit.

The check digit Is calculated from the earlier eight digits of the number and provides a means of detecting errors of transcription In them. To calculate the check digit, each of the first eight digits Is multiplied by a "weight" which depends on its position In the number, and the resulting products added. The check digit is then obtained by subtracting the final digit of the resulting sum from ten.

The weights used are.

Thus, for example, the check digit for a reference number 85237481 would be calculated as:

If the result Is negative, add ten to make It positive again. Thus, If the student in the example defers entry to 1986, his reference number will be changed to 862374819, the new check digit being calculated as 2 - 3 + 10, or 9.
