I am directed by the Secretary of State to say that consideration has been given to the report of Paul Griffiths BSc(Hons) BArch IHBC, who made site visits on 17 November 2015 and 17 December 2015 into your client’s appeal against the decision of Cornwall Council to refuse planning permission for a single wind turbine of max. 77m to tip, along with associated infrastructure, including an access track, and electrical housing in accordance with application ref: PA14/06447, dated 9 July 2014. 2. On 2 July 2016, this appeal was recovered for the Secretary of State's determination, in pursuance of section 79 of, and paragraph 3 of Schedule 6 to, the Town and Country Planning Act 1990, because the appeal gives rise to important issues for the application of the Wind Farm policy and the appeal is therefore being recovered because of the particular circumstances. Inspector’s recommendation and summary of the decision 3. The Inspector recommended that the appeal be allowed, and planning permission granted, subject to conditions. 4. For the reasons given below, the Secretary of State agrees with the Inspector’s conclusions, except where stated, and agrees with his recommendation. He has decided to allow the appeal. -

All agreed. 4) 23690 MATTERS ARISING a) Linden Homes Signs – It was confirmed that the signs have been removed from Summerlane Park. b) Parked Vehicles – The clerk reported the white van at Luffman Close to Cornwall Council as SORN and it will be investigated by the Public Protection Team. PCSO Cocks stated that the other two vehicles were not parked illegally and no action can be taken. c) Churchyard Benches – The clerk stated that both benches in the open churchyard are privately owned and maintained. d) Highways Scheme – It was confirmed the proposal of yellow lining in the area of Wilton Terrace/West End has been removed from the scheme. e) The Green Car Park Closure – It was noted that the annual closure had successfully taken place on the 1st July 2019. 5) 23691 PUBLIC PARTICIPATION The Police report was read stating that during the month of July fifteen crimes had been committed in the Parish. -

This will be such a disappointment to many venues around the county as we reach the peak summer months. Many indoor and outdoor events which were due to be held will now have been cancelled, and who knows how long it will be before groups of more than 6 people will be able to meet privately? Nevertheless, we have lots of great articles for you this month. Our Climate Emergency contributor has brought you a valuable insight into COP26, the UN Climate Change Conference and the important contributions that we in the Parish can make. We have news of an interesting visitor from Honolulu, and some very special nature reports from around the Parish. Any enquiries, email or ring 250629. Nature Among our birds there is a fascinating overlap between summer and winter visitors at this time of year. One day in mid October I saw a few Swallows flying over the village on their way to Africa. The following day I noticed a Black Redstart, a winter visitor to our coast. I now look forward to the possibility of a Blackcap or a tiny Firecrest in the garden or wintering thrushes in hedgerows. The Blackcaps that stay for winter are not the same birds that breed in our woodlands. The latter have moved south whereas the newcomers are a separate population that will have bred further east on the continent. A series of mild winters has enabled the Blackcaps to survive here instead of flying south and they have passed on the habit to later generations. They will stay until March when they begin to sing and become aggressive towards other birds at feeders. This takes me on to a sad situation that I noticed in September. Trichomonosis is a deadly disease that affects the digestive system of some birds and I saw the symptoms among Goldfinches. They become lethargic, cannot feed successfully and soon starve. -
