Goal To further elaborate this BVHA Master Plan for Vrindavan, also consulting the other existing studies and material: • Original Vrindavan Master Plan written by Sevak Charan 28 years ago • Braj Foundation MP • Ecocity Vrindavan MP • TERI World Bank solid waste management study (not available yet) • Proposal made by Keshi Daman for requesting government to create a special area called Braj Mandal • Proposals of Mr. K.P.S. Gil, Chandi Heffner and Padmanabha Goswami for improving the Vrindavan ghats, Yamuna, forrestation etc.

To Do See Annex: Clean Vrindavan Committee - Action Framework Find committee responsible & members Define feed back & reporting system (f.e. monthly report?) Stationing metal garbage bins for plastic bags protected from the animals to be stationed inside the compound of busy shrines. Two prototypes are available: 1 for two bags, and 1 for four bags. This is a proposal which would have to be combined with a system to collect the plastic bags from those locations with bins and putting new bags at the same time, plus transporting the garbage to the official dumping ground. That system would not work in the public street due to the high quantity of garbage which is produced there. This system is useful for the many little garbage items the pilgrims throw everywhere as they move from temple to temple. This system has the potential to separate garbage in classes like glass, metals, plastic and paper (organic garbage is generally fed to animals immediately in Vrindavan).

20. Volunteers

Goal A well-functioning volunteer system exists and is able to send local and international volunteers to the different action points within the BVHA Master Plan and Committees (environmental teaching in schools & developing educational material, cleaning, flyer distribution, organising ecological events, making documentaries, tour guiding, etc.)

Goal Try to reverse the falling ground water level in Braj area.

Problem Description Studies seem to indicate that in about 10 years, the ground water in the area might be completely depleted. An accelerating element will be the building of high rise appartments, luxury hotels and tourist villages, with high water consumption.

Goal Improve quality of the drinking water in Vrindavan

Problem Description Decreasing quality of ground water due to contamination and salt Part of the drinking water comes from insufficiently treated Yamuna river water (water purification plant in Mathura)

24. Find Political support

Goal VERY IMPORTANT & INDISPENSABLE FOR MANY TOPICS WITHIN THIS MASTER PLAN: Politicians and other VIPs actively support different points of the BVHA Master Plan, and they see the BVHA as a serious counterpart in all Vrindavan ecological and development matters.

25. Find funding

Goal VERY IMPORTANT & INDISPENSABLE FOR MANY TOPICS WITHIN THIS MASTER PLAN: Get private and government funding.

To Do If politicians and other VIPs see the BVHA as a serious counterpart, it is easier to get funding for the topics of this Master Plan. Find executing partners for large scale funding (f.e. NGOs, research institutes, universities, …) With a well elaborated and detailed BVHA Master Plan, contact possible private funders. Set up schemes for small scale funding (f.e. ashrams spend part of collected money on dham seva)

26. Making BVHA declarations and petitions

Vrindavan emergency water management

• no plastic should be allowed to touch the open waters of the Yamuna or the sewage channels • grills have to be installed to hold back even gudka packets • all must learn: water is scarce. Water is Life. Water can not be wasted. Water must be kept clean. Dirty water makes sick. • Water becomes salty by using urea as fertiliser and that influences the ph of the Kundas • Clean Kundas make the ground water table rise • Suggestion: fines of 500 Rps must be charged to any offender • Yamunaji’s waters are polluted. That must be changed. • All properties must have a three chamber septic tank • Don’t throw plastic in the street because it ends up in the water • use only biodegradable soap and washing powder • don’t use plastic cups, plates, … in bhandaras. Use steel for permanent use or leaf plates and clay cups for one time use • plastic bags must be banned from Braj Mandal • Oils from cooking or motors must be sucked in newspapers and burned since no special place for reception of these products exists. Don’t discard them in the sewage water

12 • Don’t burn plastic. It poisens those who breathe the smoke and it returns to the land and ground water by the poisonous rain

Clean Vrindavan Committee - Action Framework

1. There is a well conceived official dumping ground(s) for long term use which is properly used 1.1. Lobby with municipality 1.2. Fencing dumping ground 1.3. Hiring big machinery for excavation 1.4. Staff and/or volunteers for check and control and organizing of dumping ground 1.5. Stimulate individuals/organizations to pick and sell recyclable garbage items from dumping ground

2. No more illegal dumping is done by municipality, and half of the current illegal dumping grounds and public places are cleaned and kept clean 2.1. Lobby, pressure, awareness on municipality 2.2. Social control: civilians and volunteers can call to a hotline to report illegal dumping and littering (which can be reported in the press); patrolling by volunteers (“dump and litter watching”), especially in tourist areas & parking lots 2.3. Mapping of illegal dumping and littered public areas 2.4. Adoption of illegal dumping grounds, stretches of roads and parks by ashrams, organisations and individuals (sponsoring workers)

3. Garbage collection and transport system are improved and expanded; animal proof garbage bins and anti-litter signs are installed in at least all tourist areas and parking lots 3.1. Analyse current and if necessary new more suitable garbage collection & transport system for Vrindavan 3.2. Purchase (if necessary) garbage bins, transport vehicles and garbage collection equipment 3.3. Get necessary manpower: municipality, contracted cleaning agency, volunteers 3.4. Install garbage bins & containers in all tourist areas and parking lots 3.5. Install anti-litter signs in all tourist areas and parking lots

4. Garbage filters are installed on sewage canals and maintained 4.1. Analyse sewage system outlets into Yamuna and sewage treatment plants (how many, how big, where etc.) 4.2. Define location & mechanical garbage filter type, and install on all sewage outlets into Yamuna 4.3. Provide manpower & equipment to guarantee continuous functionality of the garbage filter systems 4.4. Analyse functionality and possible improvement of the existing sewage treatment plants (money & manpower) 4.5. Yamuna cleaning: analyse possibility of removing floating garbage from Yamuna river

5. Individuals and organisations are collecting recyclable garbage on the streets and other places, and selling it. Actively involve the Sweepers and Sweepers Union 15 5.1. Inform sweepers and involve their union in order to jointly analyse possibilities and come up with feasible propositions regarding organisation of garbage collection, separation and selling 5.2.
