ADDITIONS TO NATIONAL WILDERNESS PRESERVA- 2 TION SYSTEM IN THE STATE OF COLORADO. 3 (a) ADDITIONS.—Section 2(a) of the Colorado Wil- 4 derness Act of 1993 (Public Law 103–77; 107 Stat. 756; 5 16 U.S.C. 1132 note) is amended— 6 (1) by adding at the end the following para- 7 graphs: 8 ‘‘(22) Certain lands managed by the Colorado 9 River Valley Field Office of the Bureau of Land 10 Management, which comprise approximately 20,171 11 acres, as generally depicted on a map titled ‘Bull 12 Gulch and Castle Peak Proposed Wilderness’, dated 13 July 20, 2018, which shall be known as the Bull 14 Gulch Wilderness. 15 ‘‘(23) Certain lands managed by the Colorado 16 River Valley Field Office of the Bureau of Land 17 Management, which comprise approximately 16,230 18 acres, as generally depicted on a map titled ‘Bull 19 Gulch and Castle Peak Proposed Wilderness Areas’, 20 dated July 20, 2018, which shall be known as the 21 Castle Peak Wilderness. 22 ‘‘(24) Certain lands managed by the Colorado 23 River Valley Field Office of the Bureau of Land 24 Management, which comprise approximately 312 25 acres, as generally depicted on a map titled ‘Maroon 26 Bells Addition Proposed acres, as gen- 7 erally depicted on a map titled ‘Redcloud & Handies 8 Peak Proposed Wilderness’, dated July 20, 2018, 9 which shall be known as the Redcloud Peak Wilder- 10 ness. 11 ‘‘(26) Certain lands managed by the Gunnison 12 Field Office of the Bureau of Land Management or 13 located in the Grand Mesa, Uncompahgre, and Gun- 14 nison National Forests, which comprise approxi- 15 mately 26,557 acres, as generally depicted on a map 16 titled ‘Redcloud & Handies Peak Proposed Wilder- 17 ness’, dated July 20, 2018, which shall be known as 18 the Handies Peak Wilderness. 19 ‘‘(27) Certain lands managed by the Royal 20 Gorge Field Office of the Bureau of Land Manage- 21 ment, which comprise approximately 17,213 acres, 22 as generally depicted on a map titled ‘McIntyre Hills 23 hereby incorporated in and shall be 15 deemed to be a part of the Flat Tops Wilderness 16 designated by Public Law 94–146. 17 ‘‘(30) Certain lands managed by the Grand 18 Junction Field Office, which comprise approximately 19 25,897 acres, as generally depicted on a map titled 20 ‘Demaree Canyon Proposed Wilderness’, dated July 21 20, 2018, which shall be known as the Demaree 22 Canyon Wilderness. depicted on a map titled ‘‘Assignation 11 Ridge Proposed Wilderness’’, dated July 20, 2018, 12 which shall be known as the Assignation Ridge Wil- 13 derness. 14 (2) Certain lands managed by the Royal Gorge 15 Field Office of the Bureau of Land Management or 16 located in the Pike and San Isabel National Forests, 17 which comprise approximately 25,192 acres, as gen- 18 erally depicted on a map titled ‘‘Badger Creek Pro- 19 posed Wilderness Area’’, dated July 20, 2018, which 20 shall be known as the Badger Creek Wilderness. 21 (3) Certain lands managed by the Royal Gorge 22 Field Office of     Appendix C - Roadless Areas Purpose The purpose of this appendix is to describe roadless areas and the analysis factors used in evaluating individual roadless areas on the Routt National Forest. It includes a description of the physical and biological features, primitive recreation and education opportunities, resources, and present management situation for each area. Background Roadless Area Review and Evaluation In 1970, the Forest Service studied all administratively designated primitive areas and inventoried and reviewed all roadless areas in the National Forest System greater than 5,000 acres. This study was known as the Roadless Area Review and Evaluation (RARE). RARE was halted in 1972 due to legal challenge. RARE identified 711,043 acres of roadless area on the Routt National Forest. In 1977, the Forest Service began another nation-wide Roadless Area Review and Evaluation (RARE II) to identify roadless and undeveloped areas within the National Forest System that were suitable for inclusion in the National Wilderness Preservation System. Twenty nine areas, totalling 566,756 acres, were inventoried on the Routt National Forest (including the Middle Park Ranger District of the Arapaho-Roosevelt National Forest). As a result of RARE II, four areas on the forest - Williams Fork, St. Louis Peak, Service Creek, and Davis Peak - were administratively designated as Further Planning Areas (FPA). This further planning area designation meant that more information was needed before the Forest Service would recommend any of these areas to Congress for wilderness designation. In January 1979, the Forest Service issued nationally a Final Environmental Impact Statement documenting a review of 62 million acres of roadless and undeveloped areas within the 191-million-acre National Forest System.

    Gold Panning and Dredging Information Dredging and Panning Specifications Please have a copy of your “Letter of Intent” with you when operating on the Medicine Bow National Forest. • Mechanized season of operation on the Medicine Bow National Forest is: July 01 to September 10 on all streams. This is to protect trout spawning habitat. • Hand panning is allowed outside. • High-banking is defined as “moving water from the stream channel via mechanical means to a location outside of the steam channel floor to process material for its gold content”. High-banking IS NOT excavating into the stream bank. • Excavating into the stream bank to obtain material for its gold content is PROHIBITED. Please stay within the boundaries of the stream channel floor or when high-banking, at least 100 feet outside of the stream channel floor. • If a hole is created while high-banking away from the stream channel, please fill in the hole before you leave the Medicine Bow National Forest. • If stream levels are low late in the summer, gold dredgers and panners may be required to keep their operations 300 feet apart to minimize stream turbidity. • Use small portable suction dredges with a suction hose intake of three (3) inches or less in diameter. • Use small portable suction dredges powered by 10 horsepower or less engines. • Only hand panning is allowed in any Class I water.     SPECIAL PUBLIC NOTICE Albuquerque, Sacramento, and Omaha Districts NATIONWIDE PERMIT REISSUANCE AND COLORADO REGIONAL CONDITIONS Issue Date: March 18, 2017 On January 6, 2017, the U.S. Army Corps of Engineers (Corps) published the notice in the Federal Register announcing the reissuance of all 50 existing nationwide permits (NWPs), general conditions, and definitions with some modifications. The Corps also issued two new NWPs, one new general condition, and five new definitions. The 2017 NWPs will be effective on March 19, 2017, and expire on March 18, 2022. The Federal Register notice is available from our website at http://www.usace.army.mil/Missions/CivilWorks/RegulatoryProgramandPermits/NationwidePermits.aspx. The Albuquerque, Sacramento, and Omaha Districts finalized regional conditions for the 2017 NWPs in the state of Colorado on March 19, 2017. As the lead regulatory district for the state of Colorado, see the Albuquerque District website for their public notice at http://www.spa.usace.army.mil/Missions/Regulatory-Program-and-Permits/Public-Notices/. The Colorado regional conditions provide additional protection for important aquatic resources in the state and ensure that NWPs authorize only those activities with minimal adverse effects on the aquatic environment. Regional conditions also help ensure protection of high value waters within specific geographic areas. Decision documents, including environmental assessments and Findings of No Significant Impact, have been prepared for each NWP indicating that authorized activities comply with the requirements for issuance under general permit authority including compliance with the Section 404(b)(1) Guidelines as published in 40 CFR Part 230 and the requirements of the National Environmental Policy Act.

Copyright © 2012 Colorado State University Colorado Natural Heritage Program All Rights Reserved EXECUTIVE SUMMARY The North Platte River Basin covers >2,000 square miles in north central Colorado and is known for extensive wetland resources. Of particular importance to Colorado Parks and Wildlife (CPW), the basin’s wetlands serve as significant waterfowl breeding areas and refuge for rare amphibians, fish, and invertebrates. Recognizing the need for better information about wetlands across the state, CPW and Colorado Natural Heritage Program (CNHP) began a collaborative effort called Statewide Strategies for Colorado Wetlands to catalogue the location, type, and condition of Colorado’s wetlands through a series of river basin-scale wetland profile and condition assessment projects. This report summarizes finding from the second basinwide wetland condition assessment, conducted in the North Platte River Basin. The initial step in each project is to compile a “wetland profile” based on digital wetland mapping.
