APOLOGIES The Committee received the apologies for absence from Bill Wasley (Independent Chair), Mayor Kelvin Coe (Selwyn District Council), Councillor Neville Atkinson (Waimakariri District Council), Commissioner Rex Williams (Environment Canterbury), Tā Mark Solomon and Lisa Tumahai (Te Rūnanga o Ngāi Tahu), and Jim Harland (New Zealand Transport Agency); and the apologies for lateness from David Meates (Canterbury District Health Board) and Mayor Lianne Dalziel (Christchurch City Council). CONFIRMATION OF PREVIOUS MINUTES The Committee confirmed the minutes of the previous meeting of 13 May 2016. Moved: Malcolm Lyall Seconded: Peter Skelton Mayor Lianne Dalziel joined the meeting at 9:06am. David Meates joined the meeting at 9:31am. 5. UDS DRAFT STRATEGY UPDATE AND REFRESH PROJECT UPDATE Chrissie Williams joined the table to speak to the report. It was reported that due to time constraints, the stakeholders’ forum which was requested by the Committee will be established in the new term, but a smaller group of stakeholders have reviewed the document. Legal advice has been received that the document complies with the Local Government Act and a detailed report explaining this was sent to the Chief Executive Advisory Group. The Committee suggested that this report be circulated to the Committee. The Committee then discussed the impacts of intensification and some of the unintended consequences this has had, such as undersupply of car parks for residents in suburban areas. It was suggested that there needs to be a priority action around urban design guidelines to deal with the impact of intensification. The Committee also discussed reviewing the Regional Policy Statement, and suggested pursuing this under the new Greater Christchurch Regeneration Act 2016. It was noted that the Committee has previously prepared advice to be given to the incoming Councils in the new term, and it is anticipated that this will happen again. The advice would largely be targeted at this Committee, but would also be appropriate to be circulated to all Councillors. It was resolved that the Committee: A. Agrees that a final Strategy Update be tabled at the next UDSIC meeting on 8 July 2016, at which UDSIC will be asked to endorse the Strategy and recommend it to strategy partners for ratification. B. Note the content of Table 1 as being the approach used for integrating outcomes from committee discussions into the UDS Update document. C. Provide feedback on the nature and success of the workshop discussions to-date and support further discussion topics being scheduled for future meetings. Moved: Mark Alexander Seconded: Jim Gerard 6. RESILIENT GREATER CHRISTCHURCH PLAN Mike Gillooly joined the table to speak to the report. It was noted that this is a working document, on which more feedback is welcome. Staff are aware that the vision statement is not in the foreword, Committee members are welcome to comment on the foreword through staff. It is anticipated that a final version incorporating all feedback will be presented to the next meeting. * UDS partners in respect of this matter are the Christchurch City Council, Selwyn District Council, Waimakariri District Council, Environment Canterbury, Te Rūnanga o Ngāi Tahu, New Zealand Transport Agency, Canterbury District Health Board and the Department of the Prime Minister and Cabinet GREATER CHRISTCHURCH URBAN DEVELOPMENT STRATEGY IMPLEMENTATION COMMITTEE 10 JUNE 2016 Staff were asked to consider whether this was a plan or a strategy. The term plan has certain connotations under the RMA, but perhaps better signals that this document sits under the overarching strategy of the UDS. The future role of the Chief Resilience Officer was also discussed as having potential to work alongside UDS implementation staff. The Committee discussed the issue of international affiliations or accreditations, such as Safe City Accreditation, and suggested that if a UDS partner is working towards these it should be discussed with the other partners. This highlighted the overview role of the Committee in relation to other initiatives which complemented the UDS. The Committee resolved: A. That the report be received. B. That the committee provide comment on the plan prior to endorsement being sought at the next meeting on 8 July 2016. C. That the joint foreword be approved, subject to minor amendments to be discussed with communications advisors. Moved: Paul Lonsdale Seconded: Malcolm Lyall 7. UPDATE FROM COMMITTEE SECRETARIAT A request was made by Mayor Lianne Dalziel for the Committee to receive written advice about processes available to amend the Regional Policy Statement, including through the Greater Christchurch Regeneration Act 2016. It was also requested that the Canterbury Development Corporation’s biannual Canterbury Economic Update report be circulated to the Committee. The Committee resolved to receive the report.
