1. APOLOGIES

Apologies for absence were received from Commissioners Peter Skelton, Dame Margaret Bazley and Rex Williams (Environment Canterbury), Mayor David Ayers and Councillor Neville Atkinson (Waimakariri District Council), Lisa Tumahai (Te Rūnanga o Ngāi Tahu), and Jo Fitzgerald (DPMC, Greater Christchurch Group).

An apology for lateness was received from Mayor Lianne Dalziel who arrived at 9.02am and was absent for clauses 1, 2, 3 and 4.

Apologies for early departure were received from Councillor Jim Gerard who departed at 11.04am and Councillor Phil Lonsdale who departed at 11.12am and were absent for the workshop discussion that followed the meeting.

John Ombler was present between 11am and 11.15am.

4. CONFIRMATION OF PREVIOUS MINUTES OF 11 MARCH 2016

The Committee confirmed the minutes of the previous meeting of 11 March 2016.

5. UDS REFRESH WORKSTREAM 2: UDSIC WORKSHOP CONVERSATIONS

The following presentations were given on topics that had been identified at the previous meeting to support UDSIC discussion and assist with regard to the updated UDS document (Workstream 1) and the UDS Refresh project.

Tom Hooper, Chief Executive of Canterbury Development Corporation · Greater Christchurch Economy.

Jim Harland, Regional Director of the New Zealand Transport Agency · Connecting People and Businesses - Future Transport Challenges.

Anna Stevenson, Community and Public Health, Canterbury District Health Board · To provide an understanding of the links between public health, transport and urban form/design.

The presenters responded to questions from the Committee members, and were thanked for their presentations. The Committee considered and discussed issues at the conclusion of the meeting.

The Committee resolved to:

a) Receive the presentations.

b) Provide direction on the priority issues for further consideration by the Committee.

Committee members made the following comments on the topics covered by the presentations:

Greater Christchurch Economy · Role of UDS partnership is co-ordinated land use, transport and other infrastructure planning and delivery to support economic activity in greater Christchurch, rather than intervening more directly (e.g. to encourage certain sectors). · In considering economic drivers, need to think bigger than greater Christchurch or the Canterbury region. · The Canterbury Mayoral Forum and CREDS have picked up the issue of preparedness for a significant increase in visitor numbers; UDS partnership’s role is a watching brief. · It would be helpful to find a way for UDS partners not involved in the Mayoral Forum to be closer to the issues being addressed via the Forum: is CREDS a channel for this?

Transport · Need to take a more strategic view of what partnership is trying to achieve regarding transport. · How we design our subdivisions and other developments has a significant impact on rates of active travel and public transport use – need to make it easy for people to make healthier life choices. · Also need to make it easy for people to live near where they work. · What options are there for moving people from the north and south into the city for work, school and recreation, other than single-occupant private vehicles? · Need to get significant shift to public transport in order to have functional transport network in future. o Where do rail, bus, and mode integration fit? · How could partners change thinking (of public, of transport funders) about the importance of public transport? Need to tell the “story” of public transport – costs and benefits—better. · Need for on- and off-grade cycling routes. · There is an opportunity to seek funding for active and public transport in next central government funding round.

· Would it be helpful to have a common set of (transport) outcomes across the partner organisations – use same language as each other and as central government? Advice requested on this (see below). · Committee would like advice on best practice in transport and urban design for active living, and initiatives already underway.

Other issues · Is the settlement pattern in the RPS still fit for purpose? (Note that this will need to be reviewed, but not as part of the 2016 UDS Refresh process.) · Are management and communication of coastal hazards a priority for the UDS partnership? · Do boundaries of UDS have to change? What are the boundaries of the four Canterbury Water Management Strategy Zone Committees? (This will be addressed in the water presentations on 13 May 2016. · Amend community outcomes to be universal across the greater CHCH area - issue that can be followed up and reported to next meeting.

6. OVERVIEW OF STRATEGIC TRANSPORT INITIATIVES

The report was received and noted, providing further background information to assist the Committee's discussion on transport matters.

7. FINAL REPORT ON THE NATURAL ENVIRONMENT RECOVERY PROGRAMME

Chrissie Williams spoke to her report on the implementation of the Natural Environment Recovery Programme (NERP) for the fourth quarter of 2015 and the first quarter of 2016.

The Committee made a change to recommendation (b) to read "Recommend the inclusion of reporting on groundwater issues in future reports. An additional recommendation was made (d) to acknowledge the work she and others had carried out on the NERP.

The Committee resolved to:

(a) Receive the report.

(b) Recommend the inclusion of reporting on groundwater issues in future reports.

(c) Support the continuation of a natural environment partners' group and regular progress reports.

(d) Acknowledge and thank Chrissie Williams and the NERP Advisory Group for the work they have carried out on the Natural Environment Recovery Programme.

8. UPDATE FROM COMMITTEE SECRETARIAT

This report provided the Committee with an update on operational matters.

(a) Receive the report.

(b) Acknowledge the role of CERA in supporting the collaborative working of this Committee and associated governance structures and meetings in relation to recovery activity.

(c) Agree that Mayor Kelvin Coe will Chair the May 2016 meeting of the Committee.

A tea break was taken from 10.41am to 10.52am.

John Ombler introduced Kelvan Smith, Director of the Greater Christchurch Group within the Department of the Prime Minister and Cabinet, to the meeting. He tabled a copy of an advertisement that had run in The Press on the transition of recovery functions from CERA and also the April edition of 'Future Christchurch Update', a joint publication from the Christchurch City Council and CERA on recovery and transition matters. Mr Smith outlined his background work with CERA and his desire to work with and support the strategic partners and new entities over the next period.

On behalf of the Committee, the Chair acknowledged and thanked John Ombler, Benesia Smith and other CERA staff for their involvement with UDSIC and the advice and clear direction they had provided. He thanked them for their commitment and wished them well for the future.

The meeting concluded at 11.15am and was followed by further workshop discussion on the matters raised in the presentations. The workshop concluded at 12.05pm.
