Nelson, Jr., and Philip J. Meranto As the black protest movement swept north in the middle years of the 1960s, a major shift was to take place in its basic theme and fundamental direction that transferred emphasis from the familiar exhortation to demand "freedom now" to an equally urgent summons to marshal the formidable, if un tapped, resources of "black power" in the struggle for liberation. This alteration in both informing idea and effective method signified conclusively that blacks, grown angry and frustrated over the slow rate of their social and economic prog ress as an oppressed minority, were finally prepared to realize their potential force in order to exercise a decisive measure of po litical control over their own lives. As a call to action, black power reflected a growing sense of community among blacks, a fresh awareness of shared experience and a common heritage. More importantly, however, it was both a challenge posed by blacks to themselves to gain some increased measure of control over the institutions of that community, and an appeal for black solidarity and concerted political action as the essential means to that end. An increased concentration of blacks in the major cities of the northern and western United States had come about as the direct result of one of the most significant demographic changes to occur in the nation in the twentieth century.

1 CHAPTER 6: PERIOD TWO : IMPACT OF THE VICE PRESIDENTIAL SELECTIONS AND CONVENTIONS August 23-September 9 As Democratic delegates boarded planes to their party‘s convention, the divinations of Gallup and RealClearPolitics.com suggested that the race was tightening. In the last two Gallup snapshots before the Democrats gaveled their convention to order, the contest fell within the margin of error. Contrary to the expectations of the pundits and scholarly prognosticators, by the end of the Republican convention in early September, McCain had taken the lead. In the following pages, we explore the dynamics created over the two week period from the Biden pick, August 23rd, to September 9th, a few days after the end of the Republican convention when a so- called convention ―bounce‖ was still evident. In this chapter and the one that follows, we account for the shifts in perception of the readiness of Biden and Palin to be president from their nominations through the rest of the general election, including the vice presidential debate, and ask what difference, if any, their selection made in the outcome. This chapter is divided into four segments: the Biden announcement, the Democratic convention, the Palin pick, and the Republican convention. The Biden Pick In the pre dawn hours of Saturday, August 23rd, with the Democratic convention scheduled to open in two days, the Obama campaign sidestepped the press by notifying its supporters electronically that Delaware Senator Joseph Biden had gotten the Democratic vice presidential nod. For insiders at media agencies, networks, and advertisers (as well as television analysts like me), the upfront season has placed thoughts of September squarely into May and June. The major media companies just announced their respective fall TV schedules in a series of presentations to the advertising industry. This marks the start of the “upfront,” when advertisers spend upward of $20 billion buying commercial time on national television programs scheduled to air during the next broadcast year (September-August). The once highly anticipated “upfront week” has become a much more subdued affair. Because of the pandemic, this is the second year in a row of virtual presentations, which simply don’t have the same cachet as live events at Radio City, Carnegie Hall, or Lincoln Center, and the subsequent celebrity- filled after-parties. There also used to be a fair amount of anticipation among the general public. After the upfront schedule announcements, pundits would proliferate on syndicated entertainment magazine shows, and in print magazines, and newspapers, throughout the summer talking about the new fall TV shows. Online chatter and buzz would ensue.
