Warning Message

A monsoon low has developed over North West Bay and adjoining area. Under its influence steep pressure gradient lies over North Bay and adjoining area. Squally weather may affect North Bay, adjoining coastal area and the maritime ports.

Maritime ports of , Cox’s Bazar and Mongla have been advised to hoist local cautionary signal no. THREE (R) THREE.

All fishing boats and trawlers over North Bay have been advised to come close to the coast and proceed with caution till further notice.

Weather Forecast

Synoptic Situation: Monsoon is fairly active over Southern part and less active over Northern part of Bangladesh and moderate over North Bay.

Forecast: Light to moderate Rain/T.showers accompanied by tempo. gusty/squally wind is likely to occur at many places over Dhaka, Barisal, Chittagong and Sylhet divisions and at a few places over , Rangpur and Khulna divisions with moderately heavy falls at places.

Temperature: Day and night temperature may remain nearly unchanged over the country.

 All the major river systems are in falling trend which may continue during next 24 hours.

 The flood situation in Sylhet, Sunamgonj, Kurigram, Jamalpur, Gaibandha and Serajgonj may likely to improve in next 24 hours.

Actions Taken for Heavy Rainfall, Upstream Water and Flood

 National Disaster Response Coordination Center (NDRCC) is opened to observe and monitor the situation caused for heavy rainfall, onrush of water in hilly region and flood situation across the country, to communicate continuously with Bangladesh Meteorological Department (BMD), Department of Relief and Rehabilitation (DoRR), Disaster Management Bureau (DMB) and District Administration, 04/07/2012, including Friday and Saturday.  Mr. Mohammad Abdul Wazed, Additional Secretary (Disaster Management), Disaster Management and relief Division (DMRD), Phone: +880 2 7161081 (Office), +880 2 8155389 (Home), Email: [email protected] is in overall charge of NDRCC. He will monitor observe and take action based on necessity.

 Mr. Ashit Kumar Mukutmoni, Additional Secretary, Disaster Management and Relief Division (DMRD), has been given responsibility to visit to coordinate and look after all the response activities. Besides 5 directors/ deputy directors from Department of Relief and Rehabilitation (DoRR) have been given responsibility to coordinate relief activity with district administration of Kurigram, Gaibandha, Sirajganj and Jamalpur.

 Dr. M Aslam Alam, Secretary, Disaster Management and Relief Division, visited Sadar and Ramu of Cox’s Bazar and Naikhongchhari of Bandarban to look after the overall situations and activities.

 Mr. Ahsan Zakir, Director General Disaster Management Bureau and Mr. Hemonto Kumar Bhoumik, ICT Specialist, Comprehensive Disaster Management Programme are in overall charge of DMIC.

District wise Flood Situation

Heavy Rainfall, Upstream torrential water in hilly region and hill slide:

Bandarban Due to heavy rainfall and upstream water since 25-06-2012 low land of 7 Upazillas were inundated and 47,077 people of 12,125 families are affected. Family of 37 deceased received 20,000 each, a total of 740000 taka, and each of 433 injured received 5000 taka, a total of 2165000 taka. Rescue activity has been announced closed at 5.00 PM on 27-06-2012. People previously taken shelter have returned to their own house from the 19 shelters. Water receded from all flooded areas and situation is improved. Relief activities are ongoing by district administration. 1400000 taka and 345 MT rice is sub-allocated to distribute to the affected people. As there is no godown in Naykhangchari and road communication with Lama upazilla are breached, food grains is collected from the Ramu upazilla to distribute among the affected people.

Chittagong Low laying areas have been inundated as ring embankment ruptured due to high tide and heavy rainfall. Total death toll is now 35 and 14 injured. A total of BDT 700000 provided to the deceased family where BDT 20000 to the each family and BDT 70000 provided to the injured family where BDT 5000 to the each family. Water receded from low laying areas and Chittagong town. Overall situation is getting normal.

Total 800 MT GR rice and BDT 52,00,000 GR cash have been distributed among affected persons of affected upazilas. District administration is continuing relief activity.

Cox’s Bazar 75,0750 People of 1,54,688 families under 70 unions and 2 Pouroshavas of 8 upazilas have been affected due to downpour since 23rd June and upstream water. Total 47 people (Landslide-24, Lightening-05, Wall collapse-05 and drowned to water-13) died due to landslide, wall collapse, The Disaster Management Information Centre is the information hub of the Ministry of Food and Disaster Management for risk reduction, hazard early warnings and emergency response and recovery activities Page 4 of 11

lightening and drowned to water. Overall situation is getting normal. 58000 affected people from 137 shelters are returned to their home.A total of BDT 940000 provided to the 47 deceased family where BDT 20000 to the each family. 519 MT GR Rice and BDT 2750457 have been distributed among affected. Along with this 205 sack flatten rice, 100 molasses, 200 pcs Saree, 100 pcs lungi have been distributed among affected. Relief operation is continuing by the District administration.

Flood Situation:

Kurigram Due to upstream water and heavy rainfall for last few days the water of the river Bhrommoputra, Dharola, Tista, Dudhkumar, Jinjiram and others big rivers is flowing over the danger level. More than one lakh people of Vurungamari, Rajibpur, Nageshwri, Fulbari, Sadar, Ulipur, Chilmari and Low land and 53 Char area’s unions of Roumari are flooded and water logged. District administration arranged shelter for the poor and affected people into flood shelters, schools and on the embankments. Road communications from Rajibpur to Rowmari and from Rowmari to Rangpur have been breached due to the damage of road at Golabari of Rowmari Upazilla at evening on 29- 06-2012. Situation is improved slightly. Total affected families are 65969 and affected households are 37665. In addition crops of 15428 hectors, 765 km kacha/paka road and 74 educational and religious institutions are damaged. 3 inspection and observation teams are formed to assess the real volume of damage there. In addition a medical team prepared for emergency situation.

District administration allocated 688 MT GR rice and 15,00,000 Taka to distribute among the affected people of Upazillas. Relief activities are ongoing.

Jamalpur Water level of the river Jamuna is decreased slightly and flowing above the danger level. 3 unions of Deoanganj Upazilla and 6 Unions of Islampur Upazilla are inundated by flood water. Besides Shayampur union of melandah upazilla is also inundated. Fisrt floor Deaonganj upazilla complex is partially inundated. Water is receding. People from remote char areas have taken shelter on embankment. 133 MT GR rice and 1000000 taka is allocated to distribute among the flood affected people by district administration. Relief activities are ongoing. Overall situation is under observation.

Sirajganj The Jamuna is flowing above danger level. 234782 people of 52287 families are affected from Chars and low laying areas of 56 unions of Kajipur, Sadar, Rayganj, Ullapara, Shahjadpur, kamarkhand, Belkuchi, Chouhali upazilas. Water receded a little from inundated area. Situation is unchanged. Affected crops 680 hector (partial). 467 MT Rice and BDT 1101000 have been allocated for distribution among affected of different upazila. The situation is under observation and monitoring by district administration.

Bogra The Jamuna is started to recede still is flowing above danger level. 4 unions fully and 5 unions partially of Sariakandi upazila, 2 unions of Dhunot upazila fully, 2 unions of Sonatala upazila partially inundated due to increased water level. People from low laying areas of flood affected unions took shelter on local school, flood shelter and embankment made by Water Development Board. 4 villages of Goshaibari union and 13 villages of Bhandarbari union, total 17 villages, inundated as flood control embankment of Raghunath village of Dhunot upazila was breached. Water started to recede from flooded areas. District administration ahs allocated 100 MT GR rice for the people of flood affected upazilas (Sariakandi – 60 MT, Dhunot – 20 MT, Shonatola – 20 MT). Overall situation is under observation and monitoring by district administration.

Gaibandha Water level of the river Ghaghot increased by 1 cm and other three rivers decreased. Korotoa and Tista is flowing under the danger level. 28 unions of 5 upazilla and the low land of gaibandha sadar are already inundated. Due to the inundation of households 8947 people have taken shelter into the shelters and on high land/road/embankments. A 72 years old man, named Apel uddin drowned on 30.06.2012.

1500000 taka and 491 MT rice are sub-allocated to distribute among the affected people of these upazillas. Relief activities are ongoing. Overall situation is under observation.

Sylhet Flood situation is improving in all upazilas. The Surma and the Kushiara are continuing to recede. Now Surma River at kanaighat and shewla point is flowing above danger level. Other two points are flowing below danger level. 1532 sq. km areas of 12 upazilas are inundated. As a result 5,00,000 people of 1,00,000 families are affected in 80 unions, 1 pouroshobha and 5 wards of Sylhet city corporation. Other damages: earthen household (totally) – 2,000; earthen household (partially) – 16,768. 3 persons reported death due to flood. 69 shelters remain open where 1200 people took shelter in 13 shelters. Now people are returning home from shelter. 157 medical teams are providing health related support to flood affected people. 231 people have been affected by Diarrhea. Affected all are getting treatment. GR Rice 614.240 MT, GR Cash BDT 2027000 and House building grant BDT 56000 have been allocated by the District Administration to 12 upazilas and City Corporation. 500 MT rice and BDT 1305000 have distributed from allocation. Relief activity is continuing.

Things to Do in Flood [English version]

Pre Flood  Decide a place where you will take shelter and move your properties.  Decide what to do to protect cattle and valuable properties.  Keep stock of puffed and flattened rice and molasses.  Keep communications with Disaster Management Committee and volunteers and seek for their advice and help.

During Flood  If any household inundated, take space in nearest highland, embankment or shelter.  Drink water from tubewell. If tubewell is not available, in that case drink boiled water or use water purification tablet or fitkiri.  Know the location of the nearest medical team around your location and ask for help if required.  Keep the cap of bottle containing of carbolic acid open. Place pieces of soap mixed with carbolic acid in different places of home. This will prevent snakes to enter into the house.  Help government and non-government relief distributing agency.  Communicate with Disaster Management Committees of flood affected villages to form volunteer team to keep your area and property safe.  Keep the crop seed in safe and dry place.  Prevent fishes to wash way from flooded ponds by putting tree branches on the pond water surface.

After Flood  Return to own home as soon as water recedes and prepare the household to live.  Start cultivating in your own land. Take help from agriculture officers to cultivate such crop that can be produced in shortest possible time.  Many diseases (like typhoid, Diarrhea, dysentery) may spread out after flood, so take preparation with proper medication. Take vaccine or injections as required.  Contact with Up Chairman and members or volunteers to rebuild damaged household if required.  After water recedes check and take out all the fishes. Then apply 1 kg calcium hydroxide (locally known as chun)  Aman paddy can be sowed taken from a land that has not been inundated.  For seed and small plant sub-assistant agriculture officer can be contacted with.
