Satellite networks are also an attractive approach for communication services in areas of the world not well served by existing terrestrial infrastructures. For all these reasons, satellite communications are experiencing a renewed interest in the manufacturers and in the market of services. The objective of this workshop is to bring together researchers and experts on satellite communication systems to discuss the current status, technical challenges, latest research results, and standards. After the success of IWSSC 2005 in Siena, Italy (September 8-9, 2005), IWSSC 2006 in Léganes, Spain (September 14-15, 2006), and IWSSC 2007 in Salzburg (September 12-14, 2007), it is our great pleasure to introduce this workshop again in Toulouse for the 2008 edition. We have received a good number of paper submissions, with authors from different regions as follows: 83% from Europe, 12% from Asia, and 5% from North and South America. The IWSSC2008 technical programme is enriching in technical contents, including 4 tutorials, a panel session with the participation of international experts and 15 technical sessions. The accepted papers covered different aspects in the field of satellite communications, such as channel models, fade mitigation techniques, satellite navigation, satellite orbit and antenna technology, radio resource management, networking, and transport layer protocols. Three special sessions have been also organized, dealing with “ETSI broadband satellite multimedia, past, present and future”, “OURSES project: medical services in rural areas using new satellite communication technologies”, and “IPv6 networking for satellites, the Satsix experience”. The scope of the workshop includes a wide range of technical challenges in view of multimedia and broadband satellite communication systems, the evolution of future satellite networks with terrestrial complementary systems, the direct mobile access to satellites, the adoption of fade countermeasures and evolving standards. Toulouse is a nice city, with rich traditions and very important research centres and industries working in the field of satellite systems. This is a very unique location for this workshop, providing the occasion to meet each other researchers and manufactures discussing on future trends and opportunities. We would like to thank the support of ISAE, ONERA and TéSA Institutions that provided an excellent organization of this event. Looking forward to meeting you in Toulouse, Giovanni Giambene Michel Bousquet Boon Sain Yeo General Chair General Co-Chair and Finance General Vice-Chair Chair 3 IWSSC 2008 Welcome message from the Technical Program Chairs After the successful previous workshops held in 2005 in Siena, in 2006 in Madrid and in 2007 in Salzburg, the fourth International Workshop on Satellite and Space Communications is organised in 2008 in Toulouse, one of the most famous cities in Europe for aerospace technology and applications and in particular for space communications. The 2008 version of the IWSSC workshop confirms the tendency observed these last years of an increasing interest for the topics of space communications and the participation to this workshop is increasing from year to year. More precisely, 78 papers were submitted to this workshop, and after the reviewing process carried out by at least 3 reviewers per paper and involving 111 reviewers distributed all over the world, 60 papers of high quality have been eventually accepted. The program of the workshop has been defined as follows. First of all, four tutorials by researchers working in the framework of the European Network of Excellence ‘SatNEx’ are given on Wednesday 1 October, devoted to channel modelling for mobile satcom applications, to satellite networking for constellation and for system design and applications, and to encapsulation issues. A keynote deals with: “Satellite communications: a European perspective” and a presentation given by an invited speaker and entitled: “GSAT-4, a step towards Indian Advance Communications Satellite” is devoted to space communication programs in India. A Panel session is organised on Thursday 2 October on the issue of “Satellite Communications After-Tomorrow: A Visionary Panel... from an Unusual Perspective”. The 63 papers have been distributed into Regular sessions, Ph’D sessions and Special sessions. Regular sessions are organised in the following topics : Channel Modelling, Modulation and Coding, and Satellite Networking. Ph’D sessions are devoted to Channel Models, Satellite Orbit and Antenna Technology, Coding and Modulation, Fade Mitigation Techniques, Radio Resource Management, Transport Protocols, Satellite Navigation, Synchronisation Issues, Satellite/Terrestrial Hybrid Networks. Then, Special sessions deal with ETSI broadband satellite multimedia activities, medical services in rural areas using new satellite communication technologies, and IPv6 networking for satellites. All the activities to build this technical programme has been carried out in close collaboration between chair and co-chair persons and we would like to thank Giovanni Giambene for his active support during the preparation of the conference, as well as Michel Bousquet for the organisation of this event.
