1. EXECUTIVE SUMMARY

1.1 INTRODUCTION

Sarupathar College is situated in the -Nagaland border areas of Dhansiri Sub-division located in the of Assam. The place was popularly known as the Dhansiri Valley in the historical era. Sir Edward Gait said that this valley was a well populated and well cultivated region of Northeast . But due to the outbreak of epidemic and war between the Kachari and Ahom kingdom, the valley became depopulated for more than 50 years. Again people from different places immigrated and resettled particularly after establishment of railway station in 1905.

Sarupathar College was established on 14th February, 1970 and affiliated to Dibrugarh University. This is the only pioneer higher educational institution in the Dhansiri Sub-division. It is a co-educational institution imparting higher education in both arts and commerce streams in the regular shift. The college was recognized by the UGC under its 2 (f) section on 10/06/1993 and under 12 (b) section on 10/06/1997.Sarupathar college was accredited by NAAC with 'B' grade in the year 2004. It has a campus of 14.881 acre. At present the college has 11 programmes and 43 faculty members including part time teachers. The college may now rightly claim to have fulfilled the aspirations of the people belonging to SC, ST, OBC, Minority, Women and Ex-TGL communities of the region.Presently the college is having 52.54% of female students.The Choice Based Credit System (CBCS) has been introduced since June 2019.

The vision of the college can be stated as follows:

Sarupathar College believes it to be its utmost priority to develop the mind, body and intellect of the students and thereby bring in all round development of selfhood. This institution belongs to a remote and rural area and thus it is a primary concern to make it a rural institution of excellence. It endeavors to bring in prosperity and disseminate knowledge among this rural region which is mostly lagging behind in economic and literary spheres. The demographic pattern of students in this institution shows an assimilation of diverse ethnic and cultural identities. Consequently it becomes a place of cross cultural integrity and the student community is encouraged to respect all cultural identities while trying their best to work for the upliftment and preservation of their own cultural traditions. The institution aims at imparting knowledge, discipline and human values to its students coming from different walks of life and thereby makes them good citizens who can contribute towards nation building. The goal of this institution is to make higher education easily accessible and affordable for the country folk of the surrounding who are leading tough agrarian lifestyle.

To materialize our vision of all round development of the students as well as the surrounding areas the institution has undertaken the following missions:

To provide value based education To provide opportunity for quality higher education to the deprived and marginalized section of the society in this area. To develop competitive environment among the students with good value system and prepare them to confront the contemporary challenging world. To provide opportunities for unraveling the talents of our students in the sphere of games and sports To develop the college into an information hub for the rural population where information technology is not easily accessible. To promote environmental awareness among the local population and enrich nature by plantations. To boost the cultural environment by providing platforms to the students in the areas of singing and performing arts. To address the issue of conflict management by hosting friendly exchange programmes among the cross border communities. To promote women empowerment by organizing various programmes time and again. To impart nationalist sentiments among the students that will promote national unity and integrity.

To make the administration more transparent, accessible and shared. To convert the entire process of admission, feedback, attendance etc from the traditional process to online process. To generate more revenues from own sources to maintain the existing facilities properly. To establish in-house production centre with the help of the students of vocational courses.

Majority of the classrooms are ICT enabled, equipped with smart boards, projectors and such other equipments. Digitalization of classrooms would make the teaching- learning process more attractive. Student enrolments as well as the academic results are quite satisfactory. The library is equipped with good number of books and journals. Grievance redressal mechanisms, student support system, mentoring programme, counseling and guidance services are well maintained. The academic environment is quite positive and caters to the students’ interest. Activities that contribute towards social development and progress are greatly encouraged. A well defined organizational structure that comprises statutory bodies, cells and committees.

The college is well equipped to introduce PG courses along with other new technical and vocational courses like BPED, BCA, BPA etc which will prove to be very beneficial for the students of this region. The college may initiate collaborative programmes in collaboration with other colleges and universities in the field of teaching and learning. The College has the unique opportunity of contributing effectively towards the development of the region through research, development and extension activities. The College may collaborate with the Government of India by providing expertise for different national Missions such as Digital India, Make in India, Zero Effect Zero Defect, Swachh Bharat, Beti Bachau Beti Podhau, Fit India Movement, etc. The college has the potential for extending sports infrastructure in its huge campus.

The student- teacher ratio is not appropriate. To expand the residential campus in order to cater to all the hostel applicants and faculties. The institution is located at a remote area. Stagnation in the job market: The current stagnation in the job market has depressed placement opportunities for students.

1.3 CRITERIA WISE SUMMARY Curricular Aspects

Sarupathar College is affiliated to Dibrugarh University and follows the curriculum pattern designed by the University. Although the process of syllabus preparation is vested upon the corresponding University, yet the college has an effective mechanism for well-planned curriculum delivery and documentation. Before the beginning of the new session, the time plans are prepared that incorporate academic sessions, tutorial classes, moral value classes and other curricular as well as co-curricular activities. Accordingly, at the commencement

These time plans prove to be very effective because the students get a vivid picture of what portion of the curriculum will be delivered within the scheduled time frame. The time plans are preserved as documentation. The college fulfills all the infrastructural requirements for the use of ICT in classrooms like power point presentation, audio-visual aids, and smart boards. It ensures an active participation of the students in acquiring the curriculum. Tutorial classes are taken for maintaining the student’s participatory learning process. The moral value classes are taken for personality development of the students. Internal assessment is done through sessional examinations, group discussions and seminars. Marks are given purely on merit basis. Diploma or certificate courses are also conducted by the college for the benefit of the students. The college and IQAC calendars and other important documents are uploaded in the college website. Competitions related to sports and other co-curricular activities are held among the students for promoting psycho-physical development. Yoga camps and Swachchata Abhiyan are also organized during every session.

Moreover, feedback from students, parents, teachers and Alumni are collected to develop the teaching learning process and quality education. The College has organized various workshops, awareness programmes in collaboration with different institutions and organizations to enhance student’s employability.

Teaching-learning and Evaluation

The academic policy of the college is student-centric and is designed to cater to the needs and interests of the students mostly belonging to agrarian society of this rural area. The institution assesses the learning levels of the students, after admission and organizes special programmes for advance learners and slow learners. The teaching staff holds internal tests such as unit tests, sessional tests, group discussions, seminars and class tests etc. that reflects the progress of the students. Most of the teachers of the college use latest ICT devices such as Smart boards and PowerPoint presentation for enhancing learning experiences. The college encourages the students to pursue field works, project works where the faculties encourage them by acting as guides or supervisors. Involvements of the students in such activities help students to have analytical and creative thoughts. The teachers have adopted new teaching approaches in the classroom by using the devices introduced in the institution. The new teaching methods have benefitted the students of the college to a significant extent. At the institutional level various internal assessment tools like seminar presentation, group discussion, and sessional tests are conducted. The college holds two internal examinations (First and Second Sessional examination) on the stipulated dates and as per the academic calendar. The general notice board and departmental notice boards display the time and day for various internal and external examinations.

Research, Innovations and Extension

Sarupathar College often encourages research activities both for the faculty members as well as the students. Research cell of our college is constituted by our efficient faculties who are themselves well versed in the arena of research. The Research oriented works are supervised by the members of this cell and accordingly guidance is provided to the faculty members regarding preparation of research projects, synopsis research papers, research articles etc. The students are also acquainted with research related activities through the aid of field study and survey that are undertaken at regular intervals of time. Such programmes are supervised by our faculty members. Along with the research activities, student centric cell (Career guidance cell) provides help to the students in availing career opportunities. Various workshops and seminar on different topics have been organized by our college. Moreover some research journals are published by various departments of the college. The faculty members have made contributions to UGC recognized research journals.

Sarupathar College makes remarkable contribution towards cultural and social development. Accordingly at various points of time some district and state level competitions have been organized that enables the students to display their talents.

Tree plantation has been undertaken by our college authority along with the participation of students in order to promote environmental awareness among the students and thereby improve the surrounding natural environment.

Sports activities are highly encouraged by the college both among the students and the teachers. The college campus is having football playground, cricket pitch, basketball, volley ball and badminton courts. Gym, Indoor stadium, Pavilion are also there and are maintained by the games and sports In-charge along with the games and sports secretary of the student union body.

Yoga practices has been prioritized by our college and accordingly National Yoga Competition was organized in our college. Moreover yoga day is observed in our college and the students are taught yoga by trained persons.

Our teacher unit has often offered a helping hand to the flood victims since our state is often shattered by flood. This becomes an extension activity as well as a social obligation.

Infrastructure and Learning Resources

Sarupathar College was established on November 14th 1970 and brought under deficit grants by the Assam government in 1981. On the other hand, the introduction of the Commerce Stream in the year 1985 was another feather to the cap. The college got permanent affiliation under Dibrugarh University up to degree level in 1994-1995 and was declared, along with the other colleges of Assam, a provincialized college in December, 2005.

The college was awarded Grade ‘B’ by the National Assessment and Accreditation Council (NAAC) in 2004.

At present the infrastructural development of the college is progressive and the budget is prepared annually. Accordingly different schemes are undertaken every year for improving the infrastructure of the institution. To meet the demands of the increasing number of students several new classrooms have been constructed. Moreover, keeping pace with the modern education system ITC installation in the classrooms have been done like smartboards, wifi connectivity, micro-phones etc.

The Library is well equipped with large number of books, journals, megazines and newspapers. The library is operating through computerized systems. The Library is operating through an ILMS. The name of the ILMS is SOUL- nature of automation partially-version 2.0 - date of automation 2012.

There is a computer lab adjacent to the Library. There are 76 computers and internet connectivity with 100 MBPS. Official works of the institution are fully computerized. All the departments are having computer facilities with internet connection.

Sports activities are highly encouraged by the college both among the students and the teachers. Student Support and Progression

The college provides every possible help to the students. It provides free admission to the economically backward students with the help of State Government. Moreover there is a poor fund in our college which provides financial support to the meritorious students coming from economically weaker background. Financial supports from national sources under the UGC Ishan Uday Scholarship are provided to the eligible students of our college.

Career Counseling programmes, personality development programmes are organized by the distinctive cells for the benefit of the students.

The college organized moral value/tutorial classes for students belonging to backward communities.

Yoga practices are taught to students at regular points of time. Moreover world health day, no tobacco days are observed within the college premises for bringing awareness among the students.

Anti-ragging cell, Grievance and Redressal cell and anti sexual harassment cell are very active and take necessary steps for students’ welfare.

The students are provided every possible help for participating in various activities and competitions like seminars, debating, cultural programmes, and various games and sports.

The Alumni Association of our college is progressing now, but due to the remoteness of the locality it is not upto the mark.

Our college provides facilities for campus recruitment whenever the authority is approached by multi-national companies and other such bodies. Some of our students are benefited by such programmes.

Training for appearing in competitive exams is undertaken under the career guidance cell of our college. Many students of our institution have qualified different competitive exams such as NET, SET, SLET, TET, Railways and State Government Services. Moreover, many of our students have joined Indian Defense Services. To materialize this aim they are getting help from the gym and sports opportunities provided by the college. Besides, due to the efforts of our cultural, debate and symposium cell our students are able to bring various awards in college and universal level competitions. The teams of our college have been able to bag the highest awards in the Dibrugarh University Inter-college Youth Festivals. Some of the students have displayed their talents in various state and national level competitions.

Governance, Leadership and Management

Sarupathar College believes in achieving the goals through collective work. It has a proper network comprising the teaching and non-teaching staff, the Governing Body, the Students Union with the Principal being the main string of connection among all of these. The Governing Body of this college is closely associated with the Principal and all the decisions are taken unanimously for the betterment of the institution.

For smooth running of the administrative and management system of the institution has adopted modern technology for effective, quick and transparent systems related to administration. Admision system, salary disbursment have been made online. Most of the informations related to academic and other activities are uploaded in the college website.

Different quality improvement strategies for teaching and learning activities, curriculam development, examination and evaluation, research and developement, human resource management have been adopted by the institution.

The teacher are provided every possible help for attending professional courses like O.P., R.C., Short Term Course (STC), FDP for faculty enhencehment. All departments participate in taking administrative and academic decisions in consultaion with the Principal and IQAC.

Institutional Values and Best Practices

Our best practices constitute tree plantation, gender sensitization effort, generating competitive environment and modernization of educational infrastructure of the institution among other such positive endeavours.

Protection of environment is a vital issue of the present era and our institution pays a great attention to this issue. The college authority has undertaken tree plantation programmes at regular intervals of time. Tree plantation programmes are conduct not only within the college campus but also in nearly schools and other such institutions and places. The motto of this practice is centered on the idea ‘save tree save earth’.

Moreover, eradication of gender discrimination is an urgent issue of the present era and accordingly our college provides equal opportunities to all students, teaching and non-teaching staff irrespective of caste, creed and gender. The college had taken special note to ensure that the Governing Body, Students’ Union, representatives to the Assam College Teachers’ Association (ACTA), different Cells, and programmes be represented by women or girl members too. The college ensured that all the students, whether boys or girls, do not experience discrimination in using the college reading room, library, class-room, common room, and auditorium or in any other occasions/ functions that the institution arranges.

Today’s world is highly competitive where the students need to prove their efficiency in every sphere including academic, sports and cultural activities. Therefore, the students need to be prepared well for proving their worth in the world outside the college campus. The career Counseling Cell of the college remains active all throughout the year and engages in various activities like organizing workshops, seminars, group discussions etc for bringing awareness among the students about competitive examinations.

Our institution has undertaken various measures for digitalizing the teaching-learning process. Among the others, the class room digitalization was the most important one which meant introduction of devices like smart boards, laptops, power point presentation, podium etc. in the class-rooms. Introduction of these modern tools gave a new vigour to the academic journey of the institution. Audio-visual classes took by the faculties made many positive psychological impacts on the students of the college.

Sarupathar College is affiliated to Dibrugarh University and follows the curriculum pattern designed by the University. Although the process of syllabus preparation is vested upon the corresponding University, yet the college has an effective mechanism for well-planned curriculum delivery and documentation. Before the beginning of the new session, the time plans are prepared that incorporate academic sessions, tutorial classes, moral value classes and other curricular as well as co-curricular activities. Accordingly, at the commencement of each academic session every faculty member acquaints the students with the concerned time plans by displaying it in classrooms and notice board. These time plans prove to be very effective because the students get a vivid picture of what portion of the curriculum will be delivered within the scheduled time frame. The time plans are preserved as documentation. The college fulfills all the infrastructural requirements for the use of ICT in classrooms like power point presentation, audio-visual aids, and smart boards. It ensures an active participation of the students in acquiring the curriculum. Tutorial classes are taken for maintaining the student’s participatory learning process. The moral value classes are taken for personality development of the students. Internal assessment is done through sessional examinations, group discussions and seminars. Marks are given purely on merit basis. Diploma or certificate courses are also conducted by the college for the benefit of the students. Competitions related to sports and other co-curricular activities are held among the students for promoting psycho-physical development. Yoga camps and Swachchata Abhiyan are also organized during every session.

The process for the evaluation of the students in different subjects is followed as per the rules and regulations of the affiliating university authorities, board of examinations and faculties. The institution has an internal examination committee that deals with effective implementation of the evaluation reforms regarding the attainment of course outcome and programme outcomes. The college also tries to attain the course outcome and programme outcomes by conducting the activities such as cultural, NSS activities, career counseling, personality development programme, communication skills, various collegiate and inter collegiate competition, organizing various scholarly lectures, health awareness programme etc. Beside those students are promoted for the creativity in literature in the form of writing articles, poems and essays etc for the college annual magazine and annual sports are also held every year.

The college encourages several steps for protection and promotion of environment. Tree plantation is undertaken within the college campus as well as in other public places. Plantation is done by NSS and Teachers Unit. Flower gardening and medicinal plantation are among them. The college authorities along with the students are engaging in tree plantation at regular intervals. As per the instruction of the government of India, the institution organises cleaning campaigns that ensures an active participation of the students. Adequate steps have been taken to make the college campus plastic free. There are four fisheries in the college campus which are well maintained that adds to its beauty as well as raises fund through pisciculture. Systematic garbage dumping is done that helps in waste management. Rain water harvesting is an important initiative undertaken by Sarupathar College for preserving rain water. There are two water tanks each of 2000 litres capacity. The rain water gets accumulated into the tanks from the roof tops. The water thus collected is then utilized for various purposes like cleaning the campus, watering the plants and trees and nurturing the saplings of the medicinal plant’s garden and flower garden. It becomes very useful during the dry winter season. Moreover, during the winter season if the water level of the ponds that are there within the college campus decrease then the rain water stored in the tanks is released to the ponds.

The career guidance cell of our college is providing counseling, training and placement assistance to the students.

In order to monitor research activities in the college a research council has been formed. It provides necessary information related to research proposals, information regarding National and International seminars, methodologies etc.

The institution ha s a central library, language lab, computer training center, student’s common room (separately for boys and girls), safe drinking water (R.O. purified water), hygienic canteen, waste disposal system.

The students are encouraged to participate in various co-curricular activities like- cultural rally, Sarupathar College Rovers Club, practice teaching, group discussion, seminars, field studies, quiz, debates and performing arts. 4.1 Physical Facilities 4.1.1 The institution has adequate facilities for teaching- learning. viz., classrooms, laboratories, computing equipment, etc.

The college is trying to provide adequate modern infrastructure to meet the ever increasing domain of education.The college has developed good infrastructure facilities over the last 5 years .Additional classrooms are constructed keeping in view the growing needs of the students.The college has already completed construction of academic buildings.The college authority is working relentlessly and has been successful in getting grants in various fields from the UGC, Govt. of Assam, and Industries, people's representatives such as MLA and MP and local organizations. At present ,the institution has a total of 24 classrooms which is adequate for teaching-learning.Out of 24 classrooms , 20 nos of classroom are smart classroom equipped with whiteboard,Smartboard,LCD Projector,Scanner,Laptop and podium lecturns.The college authority,keeping in view the increasing number of students enroled every year,goes on extending the number of classroom to cater to the needs of the students.

There are 14 computers in Computer centre and 7 computers in browing centres and the students are allowed and encouraged to use these computers whenever required.Since,the college has not Science stream yet, there has not been laboratory in the college.The college authority has installed CCTV in almost every classrooms for monitoring their behaviour. All the departments are provided with adequate classrooms, activities record books, attendance registers, whiteboards, smartboards etc. the faculty members are encouraged to use digital and smart classrooms. All the departments are having computer and internet facility.

The playground is spacious enough for organizing outdoor sports and competitions like cricket, football, athletics, etc. during the time of college week and other major events Although the college does not have indoor stadium,initiatives have been taken in this regard.On the other hand,there is a well-maintained gymnasium and a pavillion apart from having a yoga centre. The gymnasium is well equipped with treadmill, push up stands, and dumbbell, weight machines and other equipments for power lifting, weight lifting and arm wrestling. 4.2 Library as a Learning Resource 4.2.1 Library is automated using Integrated Library Management System (ILMS)

The library is partially computerised and automated using Integrated Library Management System (ILMS).Data entry as well as upgradation is going on and it is expected to be completed within a short period of time.The Online Public Access Catalog (OPAC) will be available in the SOUL 0.2 version being installed.This apart,the students and teachers of the college can check the availability of books and journals at nlist.inflibnet.ac.in. 5.4 Alumni Engagement 5.4.1 The Alumni Association/Chapters (registered and functional) contributes significantly to the development of the institution through financial and non financial means during the last five years

From the time of its inception till today, the college has covered a glorious journey. Located at a remote place, it has tried its best to uplift the student community that mostly belongs to economically weaker section of society. 6.1 Institutional Vision and Leadership 6.1.1 The governance of the institution is reflective of an effective leadership in tune with the vision and mission of the institution

Sarupathar College is situated at a remote and rural location, it tries its best to cater to the needs of the students who are mostly from economically backward, agrarian community. All the important decisions are monitored by the governing body and the Principal implements all the plans and policies with co- operation from his teaching and non-teaching staffs.The Principal, Governing Body, teaching, non- teaching staffs and the students all work together for materializing the vision and mission of the college.

VISION

Sarupathar College believes it to be its utmost priority to develop the mind, body and intellect of the students and thereby bring in all round development of selfhood. This institution belongs to a remote and rural area and thus it is a primary concern to make it a rural institution of excellence. It endeavors to bring in prosperity and disseminate knowledge among this rural region which is mostly lagging behind in economic and literary spheres. The demographic pattern of students in this institution shows an assimilation of diverse ethnic and cultural identities. Consequently, it becomes a place of cross cultural integrity and the student community is encouraged to respect all cultural identities while trying their best to work for the upliftment and preservation of their own cultural traditions. The institution aims at imparting knowledge, discipline and human values to its students coming from different walks of life and thereby makes them good citizens who can contribute towards nation building. 6.1.2 The institution practices decentralization and participative management

Response:

The management system of the college practices decentralized and participative management. The governing body has a president nominated by the state government. The principal is the ex-officio secretary of the governing body. Two governing body members are nominated by affiliating university, two members are elected and selected from the teaching staff, one members from the non-teaching staff, three members from the guardians and the librarian and the ex-officio member as per the directives issued by the Government of Assam under the Assam College Employees (Provincialization) Act, 2005 and the Assam College Employees (Provincialization) Rule, 2010.

All the important matters related to admission, curriculum, syllabus, routine and academic calendar are discussed in the meetings of the academic council before finalization. All the Heads of the Departments are the ex-officio members of the academic council. Policy matters and decisions are communicated to the faculty members through Heads of the Departments by the authority and IQAC. The Principal is responsible for maintaining the college administration and in this task he is assisted by a non-teaching staff.

The Principal of the college becomes the ex-officio secretary. The Governing Body is constituted with two nominated members from the affiliating university (Dibrugarh University), two members from the teaching staff, one member form non-teaching staff, three members from the parents and the librarian as ex-officio member.

The services of the employees are regulated as per Provincialisation of College Employees Act, 2005 and College Services Conduct Rule. All fresh recruitments are made in a transparent manner by giving public advertisement in widely circulated dailies of the state as well as in the college web site as per the guidelines framed by the Government of Assam and UGC from time to time. Promotion to the in service of teachers is accorded as per the rule and guidelines of the Government under Career Advancement Scheme (CAS) and promotion to the non-teaching staff are accorded as per vacancy and seniority. In both the cases college recommends promotion of a concern employee to the Government for necessary approval through the Director of Higher Education, Assam.

Various bodies/ cells/ committees of the institution are constituted by the Principal with due approval of the Governing Body. For addressing various issues and taking decisions, meetings are called by the co- ordinators of the respective bodies, cells and committees. All such meetings are chaired by the Principal and resolutions are taken unanimously. Such decisions are then placed before the governing body and after its approval the respective body/ cell/ committee/ is entrusted the task of implementing and the Principal constantly monitors the action. All the decisions of the institution are taken after numerous discussions with different committees of the institution and those are recorded and documented.

Construction of the buildings of the institution, Boys’ and Girls’ Hostels are recorded in the proceedings of the Building Committee. Some of the examples are:

The institution itself does not provide any specific welfare schemes for the teaching and non-teaching staff of the college. The management of the institution always looks after the needs of the teaching and non- teaching staff. Financial assistance is provided to non-teaching contractual employees on the occasion of festivals and in the time of their need. However the teaching and non-teaching staffs working in the permanent posts enjoys all the benefits of the UGC and the State Govt. designed and revised from time to time. In order to meet the requirements of funds for various institution related purposes, proposals are submitted at different points of time. The major funding agencies of the college are UGC and State Government. The Internal Quality Assurance Cell reviews the strategies and processes from time to time in order to develop and improve the qualities among the faculty members and students. Some of the strategies are as follows:

i) The IQAC encourages the faculty members to enhance their research skills and develop a research environment in the institution. It encourages the faculty members to pursue research programmes such as M.Phil, Ph.D, MRP, research publications etc.

ii) The IQAC plays a pivotal role in improving the teaching- learning process by encouraging the departments to organise workshops, seminars, group discussions among the students.

The teaching learning process, structures and methodologies of operations and learning outcomes are reviewed by the institution through IQAC set up as per norms. Two examples of institutional reviews of teaching learning process include:

1.Students' Feedback on Faculty: - Students' Feedback proves to be a very effective measures for evaluating the quality of teaching learning process of the institution. The IQAC has prepared a questionnaire covering maximum aspects of the teaching learning process, and it is circulated among the students. On the basis of this review reformative measures are taken if necessary.

The nature of the feedback process is as follows:

All the permanent, contractual, part-time and guest faculty members are covered under this process;

Students' of under graduate with 80% class attendance, are only considered to be eligible to take part in this process; The Secrecy of the student evaluator is strictly maintained under the system. The feedback system including data collection, analysis and report preparation is done solely under the supervision of IQAC. The result of the feedback is given to the Head of the Departments under the seal and signature of the principal and co-coordinator of IQAC for further and necessary action.

Safety and Security: The college campus is surrounded by boundary walls and high raised gates. While entering the college premises it is mandatory for the students to wear college uniform and to carry valid identity cards issued by the college. During events like Annual Fresher’s Social, College Week, major examinations and election for the Students’ Union usually local police station in informed so that proper assistance can be obtained. Lady teachers are specially engaged in these occasions to ensure safety and security of the girl students. The Students Discipline and Monitoring Committee looks after the discipline and law and order inside the college campus. Solid Waste: Solid waste is collected in dustbins placed in various corners within the college campus. Disposal of solid wastes are regularly done by a staff of cleaners and sweepers. The cleaning or emptying of dustbins is done regularly at 4 p.m. The students are encouraged to engage in eco-friendly practices regarding waste management, sanitation and cleanliness. On some special occasion the students of our college practices cleaning programmes of the surrounding areas or the neighborhood of the college. Rain water harvesting is an important initiative undertaken by Sarupathar College for preserving rain water. It is an essential step for protecting the environment and acting upon the motto – save water. There are two water tanks each of 2000 liters capacity. The rain water gets accumulated into the tanks from the roof tops. The water thus collected is then utilized for various purposes like cleaning the campus, watering the plants and trees and nurturing the saplings of the medicinal plant’s garden and flower garden. It becomes very useful during the dry winter season. Moreover, during the winter season if the water level of the ponds that are there within the college campus decreases, the rain water stored in the tanks is released to the ponds.

The India’s independence is celebrated in the college on 15th August every year. Early in the morning the National Flag is hoisted by the Principal. Many students and staff attend the occasion. The National Anthem is sung by the students and teachers. He delivers a message highlighting the significance of the Indian freedom movement and the contribution of the freedom fighters. Through his message an attempt is made to arouse nationalist feelings among the students. Some of the teachers also deliver fruitful lectures on this occasion.

Celebration of Republic Day

The Republic Day is celebrated on 26th January every year. Early in the morning the National Flag is hoisted by the Principal. Many students and staff are present on that occasion. The International Yoga Day is celebrated every year as per the instruction of UGC. It is celebrated on 21st June. On this occasion some resource persons are invited to teach some yoga practices to the teachers as well as the students. A day long programme is organized on this occasion. The institution maintains complete transparency in its financial, academic, administrative and auxiliary functions.

All construction works (from UGC funds) related to infrastructure improvement, purchase of electronic gazettes, stationeries, books and other equipments are done through tender notices. The tenders are then placed before the purchase committee for consideration and final decision. This committee is constituted by teaching and non-teaching staff and it maintains absolute transparency in these matters.

Government audit is conducted to verify the expenditure accounts. Internal and external audits are done regularly by the concerned authority. In case of income tax payment and returns, chartered accountant is consulted.

Admission is conducted through online procedure which is strictly on the basis of merit in accordance to the government reservation policies. Permanent vacancy recruitments are done according to the guidelines provided by State Government and UGC.

1.Title: Save Tree Save Earth (Tree Plantation & Environmental Awareness)

To acquaint the students with some vital problems like environmental degradation, pollution and

global warming that are mainly caused by deforestation. Awareness of students towards environmental protection proves to be very fruitful because they are often found to be disseminating this awareness among the villages of their native villages.

The Context-

Protection of environment is a vital issue of the present era and institution pays a great attention to this issue. The college authority has undertaken tree plantation programmes at regular intervals of time. Tree plantation programmes are conduct not only within the college campus but also in nearly schools and other such institutions and places. Along with trees that provided shade, fruit bearing trees are also planted during such programmes. Sometimes such programmes are also undertaken as joint venture by the college authority as well as the NSS, Sarupathar College Unit. It brings in awareness among the students about environmental degradation and the necessity of protection of nature. Fishery is another important element of the eco-system and our college is having four fisheries within the campus.

The Practice-

Fruit bearing trees and various medicinal plants planted during such awareness drives proves to be very fruitful because they provide the college community with seasonal fruits as well as medicinal benefits. The trees planted by the college authority provide shade as well as adds to its beauty. Tree plantation by the college authority is undertaken in the nearly schools thus making the students aware of the need to protect natural environment. It also ensures a greater participation of people of this region. The fisheries are wonderful aspects of beautification for the college. Big water bodies along with bamboo bridges are excellent sights. These fisheries acquaint the students with pisciculture which is an important factor for solving unemployment problem and thereby making people economically self sufficient. Another benefit of fisheries is that the college authority harvests a good amount every year through fish farming. This fund is utilized for various developmental activities of the institution. Moreover it contributes towards maintaining ecological balances and provides cool breeze during the summer season.

Evidence of Success-

Four major plantation programmes were conducted in the surrounding area of the institution. The Programme was taken with the help of NSS Unit Saruapthar College in the Month of May 2017.About 1000 trees were planted in various areas of the sub-division under the guidance of NSS Coordinator, Sarupathar College Unit Mr Atul Saikia and Dr Siddheswar Bora, Principal Sarupathar College. The college has a programme called “Local fruit tree plantation” in the college campus to aware and train the students regarding sustainable use of those trees. Now the institution is planning to extend the programme outside the college so that the people of the greater sub-division can have the sustainable use of it. The Department of Political Science had organized a nature walk with the students of the department on February 2017 in Kaziranga Orchid Park. 20 students took the opportunity for that walk with the assistance of Five teaching Faculty of the department. The walk helped the students to explore the biodiversity of the state. All the trees of the college campus have been labelled with their scientific names. Local names of the trees are also labelled so that the students can recognize them easily. It will help the students and also the college community to protect those trees inside or outside the college campus for environmental safety. World Environmental Day was celebrated on 5th June and special lectures were organized for the students on the topics like “Linkage between social environment and natural environment”, “Environment and our responsibilities” etc. Dr Pranab Dhekial Phukan, Assistant Professor, Department of Assamese (MIL) was invited as resource person to give lecture on this occasion. Mr Akash Daw an Ex-Student of the Institution took this initiative as the sub-division has two big forest reserves Nambor and Rengma Forest Reserve NSS unit of the college was organized a two day regular activity programme on “Plantation and cleanliness” to aware the students about the importance of these two. The programme was organized on College campus on June 17th and 18th.About 40 students along with NSS volunteers were participated in the programme.

The Context- Women or females are lagging behind in terms of education, employment and social status. Therefore, it becomes the utmost duty of the institution to bring in equality among the gender categories and thereby attempt to eliminate gender discrimination.

The Practice-

The College provided equal opportunities to all students, teaching and non-teaching staff irrespective of caste, creed and gender. The college had taken special note to ensure that the Governing Body, Students’ Union, representatives to the ACTA, different Cells, and programmes be represented by women or girl members too. The college ensured that all the students, whether boys or girls, do not experience discrimination in using the college reading room, library, class-room, common room, and auditorium or in any other occasions/ functions that the institution arranges.

Evidence of Success-

The Moral Value Education Cell and Women Cell of the College initiated some programmes on the issues such as gender equity, female health and hygiene, women education and empowerment, preservation of environment through sustainable development for future generations. The Social Service section of the College Student’s Union had provided some plastic buckets for disposing solid wastes. The college authority hold discussions with the faculties, staff and students on the various burning issues related to environmental degradation and preservation of bio-diversity etc. The faculties organised programmes, cleanliness drives by involving students at certain places to make the general public aware of the same. The institution has been taking special care to sensitize its staff and students on issues of gender and inclusion. Another important aspect is that most of the students (alumni) of our college are serving in Defense Services. Most of them are from economically weaker section and belongs to the Assam- Nagaland border areas and are very hard working.

Therefore our teachers are found to be trying their best to provide them training through various defense personals and thereby enabling them to pursue this career option.

The Context-

Today’s world is highly competitive where the students need to prove their efficiency in every sphere including academic, sports and cultural activities. Therefore, the students need to be prepared well for proving their worth in the world outside the college campus.

5. CONCLUSION

Additional Information :

In addition to the others, our college has initiated steps to promote fish farming culture among the students. For the purpose, the college has started fish farming in its five fisheries within the campus. It is expected that this initiative would bring positive attitudinal changes in the minds of the students as well as contribute to the economic development of the institution.

Moreover, our college has a garden of medicinal plants on its campus. Varieties of rare medicinal plants have been planted in the garden.

Concluding Remarks :

Sarupathar College is the premier institution of higher education in the greater Dhansiri Sub-Division of Golaghat district along the Assam - Nagaland border which covers an area of 888 sq. km. The College has been endeavoring to solder the responsibility of disseminating knowledge among the students of this rural region since its establishment in 1970. In a nutshell, the journey of the college is not far away from its expected goals. However, looking at the changing dimensions of the modern higher education system that witness across the country, Sarupathar College has also taken many steps to bring qualitative changes in its teaching-learning processes.
