Preparedness for natural disaster alleviates human misery. Though no amount of preparedness is enough, an attempt is made through this plan to negotiate with all the probable hazards in the district and their aftermath. 1.2 Why DDMP? Vulnerability of the Golaghat District towards disasters, both natural and man- made is widely recognized. The district is vulnerable towards natural disasters like; Earthquakes, floods, storms, droughts and manmade disasters like fire, riot etc. Losses caused by disasters continue to mount year after year. The need for an effective disaster management strategy to lessen disaster impact is being felt in many quarters and also for strengthening of organizational structure for disaster management. Along with, regular updating of Codes/Manual/Disaster Plans on the basis of experience gained and technological developments should be done. It was felt that the generic categorization of disasters would help in preparing disaster management plans. This generic categorization of disasters is in no way intended to disturb handling of specific disasters by various departments. Precise actions, procedures and responsibilities have to be laid down well in advance in order to ensure timely response in case of any disaster. Therefore, a mechanism that takes into account multiple hazards and basic preparedness has to be articulated in the form of Incident Response Team, Quick Response Teams, Quick Assessment Teams, Reporting Procedures, Checklist and Handbooks. The mechanism also lays down crucial parameters, requirements and organizational composition of Emergency Operations Centers and Incident Response Systems. 1.3 Objective: The objectives behind the preparation of the District Disaster Management Plan is- To mitigate impact of natural and man-made disasters through preparedness at District, Circle, Block, Gram Panchayat and Village level. To provide effective support and resources to all the concerned individuals, groups and departments during disaster. To identify all common elements of response. To assist the line departments, block administration, communities in developing compatible skills for disaster preparedness and management. To disseminate factual information in a timely, accurate and tactful manner while maintaining necessary confidentiality. To develop immediate and long-term support plans for vulnerable people in/during disasters. To have response system in place to face any eventuality. To affect or elicit the least possible disruption to the normal life process when dealing with individuals in disaster. To identify the available resources including manpower, material, equipment and adequate delegation of financial and administrative powers for successful operation of the DDMP. To ensure active participation by the government administration, communities, NGOs, CBOs and volunteers at all levels making optimal utilization of human and material resources at the time of disaster. 1.4 Disasters: Types of Disasters the district is prone to. Common Natural Disasters Manmade Disasters Flood Chemical Hazard Storm Fire accident Earthquake Road accident Epidemics Riot Drought 1.5 Vision The Golaghat district experiences several natural and manmade disasters like flood, storm,riot etc. periodically at regular intervals. Keeping in mind these frequent disastrous happenings in the district that causes major setbacks to lives, livelihoods and property (both movable and immovable), the District Administration felt the urgency of the need of staying prepared to face these adverse situations well in advance. The devastation caused by floods and storms has posed a challenge before the administration to rethink and redefine the preparedness and the mitigation strategies to analyse each and every decision making process to gear up the rescue and restoration during such situations as well as building up the capacity to face further calamities in future. The District Administration has realized the necessity to compile a plan to prevent/minimize the loss and also to facilitate faster recovery during an emergency of this kind. This booklet is more of a guidebook, which can help the Administration and Deparments,to remain better prepared for flood, storms etc. to safeguard lives, livelihoods and property. In broadest terms, the vision of the plan will be effective communication, authentic and accurate database, documented and rehearsed to be activated in the shortest possible time with minimum simple orders and procedures ensuring active participation by the administration, community and volunteers at all levels, making optimal utilization of human and material resources with no gaps or no overlaps to prevent/minimize loss to lives and property and to ensure fastest restoration of the situation.
