Winnipeg residents in financial need are encouraged to request a fee subsidy to participate in Community Services Department programs and services.

Proof of Need: The following documentation qualifies as verification: Social assistance case number (including case worker's contact information) Refugee assistance case number (including case worker's contact information) Most recent Revenue Agency Notice of Assessment identifying annual family net income

A monthly statement of income from CPP Disability (including spouse/partner's Notice of Assessment)

Family Members: Fee subsidies are available for individuals of all ages and applications are accepted year-round.

The following services are eligible for fee subsidies: Registered courses (Leisure Guide programs and swimming lessons). Drop-in courses (10 visit Active Living passes) Facility Admission (10 visit Facility passes)

Programs for Expecting Parents and Families with Infants (up to 1 yr. of age)

FREE program that offers Health information, education, and support to families. . Bus tickets to get to the program and on-site childcare are provided.

Each program site below has an Outreach Worker, Public Health Nurse, and a Nutritionist.  Ask questions about pregnancy or baby's development.  Milk coupons available during pregnancy and up to 6 months after birth.

Libraries / Family Literacy Winnipeg Public Library – Check It Out! Reading Zone

Check It Out! brings books and magazines for all ages – babies to adults – for people to borrow. You can sign up for a Library card right on the spot. Check It Out! does not charge any late fees.

The Library visits each site 2 times each month and people can keep their books for 4 weeks.

Indigenous Family Centre – 470 Selkirk Ave. We visit the 1st and 3rd Tuesday of each month 1:00 – 4:00 pm

Getting a library card – which is membership at the library, is free if two pieces of identification are provided at the time of signing up to become a member.

CDs, DVDs, videos, are available to borrow, along with toys for children. Check with the library regarding availability of toys, as they might be limited depending on the storage space at each library.

FACT is a coalition of individuals and groups dedicated to working together for the benefit of children and families in the North End.

The Mission is to provide resources and support in cooperation with existing and potential service providers in their efforts to strengthen children and families in the community.

Parent-Child Coalitions support existing programs and initiate new activities that reflect the diversity and unique needs of each community. Each Parent-Child Coalition determines the form of activities that occur based on the needs of their community and is guided by four categories:
