Michael Hogan and Sara Ann Mehltretter Pennsylvania State University Abstract: During the 1992 presidential campaign, President George H. W. Bush lost a lead in the polls and subsequently the presidency to Bill Clinton. This study helps to account for that loss by illuminating weaknesses in his campaign stump speech. Bush's speech at Penn State University reflected his difficulties in distinguishing himself from his challenger and articulating a vision for his second term. The essay also illustrates larger controversies over politics and free speech on campus. Key Words: 1992 presidential election, George H. W. Bush, Bill Clinton, campaign speeches, free speech on campus, Penn State University On September 23, 1992, President George H.W. Bush brought his reelection campaign to the University Park campus of the Pennsylvania State University. Speaking on the steps of Old Main to a cheering crowd of supporters, Bush said little new in the speech. Yet it still proved controversial, not so much because of what Bush said, but because of the way the event was staged. Sparking controversy over the distribution of tickets and the treatment of protestors at the event, Bush's appearance dramatized the difficulties of staging campaign events at colleges and universities. It also raised larger issues about politics and free speech on campus. Bush's speech at Penn State was carefully prepared and vetted by his speech‐ writing staff and White House advisers. Yet despite all the effort that went into the speech, it was vague, uninspired, and unresponsive to criticisms of his administration, reflecting the larger problems with Bush's faltering campaign. -

They allowed me to keep most things on the record, and provided me with an understanding that simply would not have been possible without their participation. When I began this project, I never imagined that I would interview anywhere near this many people, but now, almost five years later, I cannot imagine the project without the information gleaned from these invaluable interviews. Shaffer, Graduate School Representative ABSTRACT TALES FROM THE SILENT MAJORITY: CONSERVATIVE POPULISM AND THE INVENTION OF MIDDLE AMERICA by Jeffrey Christopher Bickerstaff In this dissertation I show how the conservative movement lured the white working class out of the Democratic New Deal Coalition and into the Republican Majority. I argue that this political transformation was accomplished in part by what I call the "invention" of Middle America. Using such cultural representations as mainstream print media, literature, and film, conservatives successfully exploited what came to be known as the Social Issue and constructed "Liberalism" as effeminate, impractical, and elitist. Chapter One charts the rise of conservative populism and Middle America against the backdrop of 1960s social upheaval. I stress the importance of backlash and resentment to Richard Nixon's ascendancy to the Presidency, describe strategies employed by the conservative movement to win majority status for the GOP, and explore the conflict between this goal and the will to ideological purity. In Chapter Two I read Rabbit Redux as John Updike's attempt to model the racial education of a conservative Middle American, Harry "Rabbit" Angstrom, in "teach-in" scenes that reflect the conflict between the social conservative and Eastern Liberal within the author's psyche. I conclude that this conflict undermines the project and, despite laudable intentions, Updike perpetuates caricatures of the Left and hastens Middle America's rejection of Liberalism. -

Jun 22, FP rated it liked it. This author makes La Casa Vacia ordinary seem so interesting. Carlos Cerda is a fine writer and he's crafted a very good book here. Both have their merits. The Carlos Cerda is a fine writer and he's crafted a very good book here. The advantage here is that we can concentrate on what happens to non-fringe, everyday lives and relationships after a great crisis. A crisis that was indeed a holocaust. What I gleaned here from Cerda is that people are just as petty and unsatisfied whether or not their country has been a victim of mass state-sponsored murder. This isn't a negative against the author, however. La Casa Vacia crafted realistic characters, characters that have grown up La Casa Vacia post-materialist dreams couched in philosophy studies and philosophers, characters that have bought completely the morality sold to them by the monsters that later perpetrate the atrocity, only to complain about it later when morality is no shield from the horror, no excuse, and no harbinger of justice. -

Neil Eggleston Counsel to the President The White House Washington, D.C. 20502 Dear Mr. Eggleston: In accordance with the requirements of the Presidential Records Act (PRA), as amended, 44 U.S.C. §§2201-2209, this letter constitutes a formal notice from the National Archives and Records Administration (NARA) to the incumbent President of our intent to open George W. Bush Presidential records in response to the Freedom of Information Act (FOIA) requests listed in Attachment A. This material, consisting of 8,072 pages, 3,159 assets, and 1 video clip, has been reviewed for the six PRA Presidential restrictive categories, including confidential communications requesting or submitting advice (P5) and material related to appointments to federal office (P2), as they were eased by President George W. Bush on November 15, 2010. These records were also reviewed for all applicable FOIA exemptions. As a result of this review, 4,086 pages and 1,470 assets in whole and 582 pages and 186 assets in part have been restricted. Therefore, NARA is proposing to open the remaining 3,404 pages, 1,503 assets, and 1 video clip in whole and 582 pages and 186 assets in part that do not require closure under 44 U.S.C. § 2204. A copy of any records proposed for release under this notice will be provided to you upon your request. We are also concurrently informing former President George W. The Bush administration was no different. It finished more significant regulatory actions in the third quarter of 2008—the last quarter for which there is consolidated information—than in any preceding quarter of the administration, according to data gathered for this report. Attention now turns to the Obama administration and how it will respond. Just as admin- istrations finish with a midnight flurry, new administrations begin with “crack-of-dawn” actions designed to block or undo the outgoing administration’s work. Such countermeasures take considerable energy and resources. Perhaps as a result, new presidents typically initiate fewer regulatory actions, or rulemakings, in the first year of their terms than in later years. -

The President Will See Whom Now? Presidential Engagement with Organized Interests* David Miller June 29, 2021 Abstract Though presidents often publicly criticize organized interests, they also expend substantial effort engaging with those interests. Utilizing original elite interviews, a survey of lobbyists, and large-N administrative data, I consider how engagement manifests, what motivates presidents to engage interests, and with which interests presidents engage. Unlike in other institutions, presidents, not interests, exercise primary control over engagement decisions, and they engage to mobilize interests' institutional resources in service of their goals. To optimize mobiliza- tion, presidents focus engagement on interests with large resource endowments and who share presidents' preferences. Pairing over 7 million White House visitor log entries from two presiden- cies with lobbying and campaign finance records, I demonstrate that presidential engagement is informed by interests' electoral and policy resources and partisan alignment. My findings highlight coalition-building with interests as an under-appreciated utensil in the presidential toolkit and suggest that presidential engagement amplifies the political voice of well-resourced and copartisan interests.
