Infrastructure management is the cornerstone of social equity, public health & safety and service delivery for good governance. Infrastructure is essential to achieve the increased levels of economic growth as aspired under Punjab Growth Strategy through job creation and establishment of well serviced areas in urban centers conducive for economic investment and its enabling environment. In recent years, Government of Punjab has increasingly focused on the need to balance the delivery of infrastructure in the short term, with the need to strive for sustainability.

Infrastructure assets and community facilities are complex by nature and require robust management practices. Sound knowledge of the location, characteristics, estimated lives, capacity and utilization, cost characteristics, risk exposure and safety requirements of assets is required to best manage them and make sustainable improvements in service delivery.

To support local government in achieving programs that promote sustainable quality of life to all citizens and as part of a broader and ongoing support framework for urban development and sustainable cities, an Integrated Development and Asset Management Plan (IDAMP) Framework was developed in consideration of the provisions of ISO-55000 and leading asset management practices in the world. The IDAMP Framework was developed under the guidance of The World Bank Team and leadership of CEO of Urban Unit & Secretary P&D with valuable inputs from respective stakeholders including Managing Director WASA(s) and DCO(s) of five large cities in Punjab Province (Gujranwala, Faisalabad, Rawalpindi, Gujranwala and Multan).

This document, IDAMP CDG Gujranwala, has been prepared under the guidelines provided in IDAMP Framework and with the technical support of The Urban Unit and Ernst & Young Ford Rhodes (EY) by working closely with Executive District Officers (EDOs), District Officers (DOs) and Deputy District Officers (DDOs) of CDG Gujranwala. This IDAMP would enhance the sustainable management of CDG- Gujranwala assets by encouraging a consistent approach and a common methodology for development and management of assets and the effective identification and management of risks associated with the use of assets. The importance for developing robust asset management plans linked to rigorous long term financial planning has been emphasized in this CDG- Gujranwala IDAMP.

Executive Summary

The Government of the Punjab and International Development Association (The World Bank) signed a project titled “Punjab Cities Governance Improvement Project” (PCGIP). The project is focused at strengthening of systems and governance improvement for enhanced service delivery. One of the two Project Development Objectives (PDOs) is to achieve maximum percentage of development and asset maintenance expenditure of the city and city entities which are spent according to the three-year rolling development and asset management plan (IDAMP). Considering the importance, an Integrated Development and Asset Management Plan (IDAMP) is being prepared for the City District Government Gujranwala (CDGG). IDAMP for City District Government Gujranwala (CDGG) is prepared for purposeful planning and efficient management of the assets owned by City District Government (CDG) Gujranwala. IDAMP for CDG Gujranwala has been complied on the basis of projects proposed by the respective Asset Managers (Executive District Officers (EDOs) / District Officers (DOs)/ Deputy District Officers (DDOs)) in respective domains. The proposed projects have been demonstrated through community consultation surveys and physical surveys of assets /facilities of City District Government Gujranwala.

Envisaged Benefits from IDAMP

It is envisaged that implementation of IDAMP shall accrue the following benefits to the CDG Gujranwala:

Rehabilitation and Re servicing of Roads § Quicker journey would result in less fuel consumption and low vehicle maintenance expenditure § Availability of alternate routes due to improved condition of roads, give passengers an opportunity for shorter journey. § There will also be benefits to those firms involved in the construction of the roads and to suppliers of materials such as concrete. There will be positive employment effects and an upward multiplier effect upon income. § Rehabilitated roads would result in less congestion of traffic and therefore less journey times on those smooth roads. § Greater volume of traffic could be catered, which means that distribution companies can transport bulk items more efficiently by road, which should lead to greater sales and profits, as well as economies of scale. § Less pollution since average journey speeds should be faster; § Increased economic and business opportunities i.e. sales for service stations, shops, road side restaurants, etc. Rehabilitation of Administrative Buildings § Provide the healthy and hygienic environment for employees and public at large. § Reduces the chance of fatal accident. § Improve the efficiency of employee to perform task. Education Department

Rehab of Schools (Buildings & Missing facilities) § On average elementary and secondary schools have 350 and 600 students in a school. Rehabilitated buildings allow students to educate themselves in a safer and healthy environment § Replacement of desks and chairs would help students to equip them with knowledge in a better and free from injury surroundings.

§ Replacement of broken windows prevents dust and flying insects to enter in the classroom. § In scorching heat of summer in Gujranwala, installation of Facilities such as electric water cooler with filter and replacement of ceiling fans would give students in counter those heat waves § Replacement of Florescent lights with energy saver, save the electricity cost. § Sitting arrangement in school, grant visitors and students with a space to sit while waiting. § Science labs give students the opportunity to get them enlightened with basic understating of science in more apropos and practical way. § Landscaping would give a pleasant look to the overall attire of school. Construction of New Class Rooms Punjab Education department issued a directive to all primary school to have maximum of 40 students per class room which allow student to have ample space and appropriate learning environments for students and increased student engagement and learning. 1.1. Context

Infrastructure plays a pivotal role in achievement of service delivery objectives of public sector entities. Without long term planning and optimal management of infrastructure, risk of failure to meet the service delivery program increases significantly. Thus infrastructure management is a critical concern for the sustainability of entities.

Keeping in view the importance of infrastructure, an Integrated Development and Asset Management Planning (IDAMP) approach has been prescribed for the City District Governments in Punjab. Integrated development and asset management is aimed at augmentation of CDG’s service delivery through objective planning and effective management of service delivery infrastructure. The application of this approach has already been officially notified by the Planning & Development (P&D) Department of Punjab Government.

So far various steps had been taken for the implementation of this approach including identification of assets inventory, recordation of the assets in Geographical Information System (GIS) based Asset Management System (AMS) and development of an IDAMP Framework for integrated development and asset management planning in future. 1.2. Scope

This document has been prepared to form part of Integrated Development and Asset Management Plan (IDAMP) of CDG Gujranwala. Thus this document is for the planning and management of assets for seven departments of City District Government (CDG) Gujranwala. 1.3. Methodology

IDAMP Methodology

A comprehensive information on integrated development and asset management planning has been detailed in IDAMP Framework. Under this approach, planning and management of assets shall be executed on medium term horizon for three year period on rolling basis. IDAMP methodology is briefed in Annexure A: IDAMP Methodology.

As per IDAMP approach, respective Asset Managers (Figure 01 Asset Managers) in seven departments of City District Government are responsible for planning and management of their respective assets. Asset Managers shall maintain the record of their respective assets in GIS based Asset Management System. Further, Asset Managers shall review the record on six monthly basis and update the attribute of their assets for future planning.

On annual basis, Asset Managers shall review their existing assets and identify the need to replace, rehabilitate or add an asset to meet the service delivery targets for the coming three years. Need assessment shall be based on the risk of asset failures, asset condition, useful life and

Community Consultation Survey shall be conducted for assessment of Public Response about facilities provided by CDG and feedback on projects proposed in the area.

Thus, Asset Managers shall prepare project proposals and submit the same to competent authority for consideration and approval. After approval, the assets shall be acquired and recorded in the AMS.

Activities involved in preparation of City District Government Gujranwala IDAMP

IDAMP for City District Government Gujranwala has been prepared under the methodology prescribed in the IDAMP Framework. This second IDAMP for CDGG has been prepared by The Urban Unit with the technical assistance of Consultants (Ernst & Young Ford Rhodes and JERS Engineering Consultants) and in close working relationship with CDGG personnel. From next year onwards, IDAMP shall be prepared by the CDGG personnel on annual basis.

Following activities were performed while preparation of this IDAMP:

1. The Urban Unit developed a Geographic Information System (GIS) based asset inventory of CDGG in Asset Management System (AMS). The Urban Unit and Consultants shared the asset inventory with relevant Asset Managers. The Asset Managers reviewed the asset inventory and endorsed it for accuracy and completeness. 2. The Urban Unit and Consultants designed certain indicators to gauge the level of services (LOS) of CDGG. The LOS indicators were shared with respective Asset Managers to perform the following tasks: a. Assessment of current level of service (for the year 2016) 3. The Urban Unit and Consultants coordinated with Asset Managers for identification of projects for the coming three years. Projects were categorized into three type, namely: i. Replacement of existing assets ii. Rehabilitation of existing assets iii. Acquisition/ construction of new assets

The projects had been identified by the Asset Managers on following basis:

§ Existing condition of assets § Existing risk of failure associated with the assets § Existing level of service and target level of service § Community Consultation Survey § Physical Survey of Project Sites Community Consultation Survey was conducted by The Urban Unit and Consultants to obtain the feedback of residents in respect of existing service quality and desirability to improve the quality of service through new projects. The results of aforementioned surveys are presented in Section 3. Service Quality of CDG Gujranwala- Community Feedback.

Physical Surveys of Projects While identification of projects by the Asset Managers, sample based surveys of certain facilities were conducted by The Urban Unit and Consultants. For the sake of physical surveys, a Physical Survey Form was used for different categories of assets/ facilities. (Refer to Annexure D: Inspection Form/ Checklist for Physical Survey Form)

During the survey, it was observed that certain basic facilities were missing on the survey sites. Thus, the identified missing facilities were proposed for rest of the facilities with similar attributes. For instance, Consultants visited sample schools and identified certain missing facilities like drinking water points, firefighting equipment, biometric attendance system etc. Thus these missing facilities were proposed for the others schools and were made part of projects proposed by the Asset Managers. These projects were then verified and endorsed by the respective Asset Managers where required. Following is the summary of facilities visited by The Urban Unit and Consultants:

4. After identification of projects, Consultants prepared the Initial technical design and rough cost estimation on the basis of Market Rating System (MRS) rates and Non MRS rates. 5. Projects were then shared with the respective Asset Managers for screening and phasing out over three years (2016-17, 2017-18, 2018 -19). Asset Managers assigned scores to each projects on the basis of phasing criteria prescribed in the IDAMP Framework.(Refer to ‘’section 6.3.4 Project Screening and Phasing’’ of the IDAMP Framework)

Methodology for IDAMP – CDG Gujranwala

6. Afterwards, the screened and phased proposed projects were presented to Technical Team of CDG Gujranwala for the selection and approval. Technical Team evaluated the projects in the light of criteria prescribed in the IDAMP Framework. (Refer to ‘’section 6.7 Project Selection and Approval’’ of the IDAMP Framework). Members of Technical Team approved the proposed projects after certain additions and modifications. (Refer Appendix D for Minutes of Technical Team Meeting)

1.4. Technical Inputs, Assumption and Limitation

1. The initial information of existing assets (names, number, residual life, condition, risk) had been obtained from the following sources: § Asset Management System (AMS)1 - (System developed by The Urban Unit) § Geographic Information System (GIS) The asset information was finalized in consultation with the respective Asset Managers (EDOs./DOs) and their endorsement was obtained thereon. 2. Projects (repair/ rehabilitation/ new creation) had been identified in consultation with the respective Asset Managers. Projects were identified on the basis of substantive information available in the asset records. 3. Physical Surveys of sites were conducted on sample basis to verify proposed requirements and assess any further missing facilities on sites. Identified missing facilities were then verified and endorsed by the respective Asset Managers. 4. Identified projects were screened out against ‘Screening and Phasing Criteria’ prescribed in the ‘IDAMP Framework’. 5. Technical specification and rough cost estimates (Capital and Operational & Maintenance (O&M)) was performed by JERS Engineering Consultants on the basis of Market Rating System (MRS) and Non MRS rates of items. 6. Section 2. Overview - City District Government Gujranwala

2.1. Introduction

Gujranwala is 226 metres (744 ft) above sea level, sharing borders with Ghakhar Mandi and several towns and villages. About 80 kilometres (50 mi) south is the provincial capital, Lahore. and Gujrat lie to its north. Gujrat connects Gujranwala with Bhimber, Mirpure Azad Jammun and Kashmir, and Sialkot connects it with Jammun. About 160 kilometres (99 mi) southwest is Faisalabad. To its west are and Pindi Bhattian, which connect Gujranwala to Jhang, Chiniot and Sargodha. is an administrative division of Punjab Province, Pakistan and is considered the largest division of the Punjab province, taking into accounts its area and population. The division, headquartered at the city of Gujranwala, covers an area of 17,206 km2. According to the 1981 census, the population was 7,522,352, and rose by almost four 4 million to 11,431,058 according to the 1998 census.[1]. Under the administrative structure of 2001, Gujranwala is declared as a City District with the division into seven towns. Each town in turn consists of a group of union councils. City District has three tiers, namely: 1) City District Government Gujranwala (CDGG). 2) Town Municipal Administration (TMA). 3) Union Administration (UA). There is Urban Development (UD) Wing for planning, designing and development of various projects in accordance with the functions of the Development Authority. These have been established for the integrated metropolitan and regional development approach for the continuous process of planning and development, and the optimum utilization of resources i.e. economical and best utilization of land. TEPA in Gujranwala is responsible for the planning, design and development of traffic and transport system i.e. roads. Similarly, PHA focuses on horticulture under the head of road rehabilitation project.

Under the administrative structure of 2001, City District Government Gujranwala has been given the mandate to deliver certain services to the residents of city district Gujranwala. In order to deliver as per mandate, CDG Gujranwala has been divided in to seven departments and nine towns

Section 3. Service Quality of CDG – Community Feedback

In order to assess the existing quality of service provided by the CDG, a community survey was conducted in different towns of CDG Gujranwala. The primary objective of survey was to identify the current service satisfaction to the users of CDG services and seek their feedback for improvement in the service level through rehabilitation of existing assets or development of new projects.

3.2 Description of Survey Instrument The survey comprised of a ‘’Community Consultation Form’’ (Refer to Annexure C: Community Consultation Form) containing a questionnaire on the services being provided by the CDG including community rating of the proposed projects. Survey form was divided into two section :

1. Quality of Service 2. Overall Project Rating

Section 1 contained simple questions to evaluate following service qualities in all the towns:

Ø Quality of Health Services, Ø Quality of Education Services & Special Welfare, Ø Quality of Roads Services, Ø Quality of Municipal Services, Ø Quality of Public Facilities to general public, and Ø Overall Citizen Satisfaction

Section 4. Existing Asset Inventory Analysis

Over the years, CDG Gujranwala has accumulated a large inventory of assets through development schemes and direct procurements. However, a centralized record of assets had not been maintained due to absence of a proper asset management system. Furthermore, as the development work used to be carried out through ‘schemes’, the asset generated through schemes could not be identified and classified into appropriate asset categories. Therefore, a centralized Asset Management System (AMS) has been designed for the management of assets. As per AMS, Assets of City District government had been classified into following categories, namely: 1. Roads 2. Bridges 3. Underpasses 4. Buildings 5. Parking Stands 6. Land 7. Machinery & Equipment 8. Vehicles Thus, assets shall be planned and managed on the basis of respective asset categories.

4.2 Condition of existing Assets Asset condition reflects the physical state of the asset which may or may not affect its performance. It is imperative for an organization to have a clear picture of the physical condition of their assets and their current level of service. All management decisions regarding maintenance, rehabilitation and renewal revolve around these two aspects. Oblivion to the current asset condition may lead to the premature failure. Asset physical condition analysis is used to determine the need and timing of some preventative or remedial maintenance to ensure desired Level of Service and prevent service breakdown.
