Date: June 20, 2018 To: Members Cultural Affairs Council From: Michael Spring Director Subject: FY 2018-2019 Hannibal Cox, Jr. (HCJ) Cultural Grants Program Recommendations The FY 2018-2019 award recommendations for the Hannibal Cox, Jr. Cultural Grants Program will be computed using the established funding formula for this program. The program’s FY 2018-2019 total allocation and the recommended grant award amounts per Grantee will be presented to the Council for final review later this summer, after all of the “Spring Cycle” grants program panels have convened. Final grant awards are contingent upon the availability of funds in the Department’s FY 2018-2019 budget, which is subject to the County’s Budget as adopted in September 2018. RECOMMENDATION It is recommended that the Council approve the funding of 22 grants for the FY 2018-2019 Hannibal Cox, Jr. Cultural Grants Program. BACKGROUND The Hannibal Cox Jr. Cultural Grants Program Panel, chaired by Council member Monty Trainer, convened on June 7, 2018 to review 22 applications requesting a total of $660,000. The panel recommended funding all 22 applications. The Hannibal Cox, Jr. Cultural Grants Program provides funding and technical assistance support to mid-sized semi- professional and professional arts, scientific and historical organizations with a full-time presence in Miami-Dade County of presenting, performing or exhibiting a year-round season of cultural activities. Grants are awarded to not- for-profit, tax-exempt organizations with annual operating budgets of $100,000 or more. The Hannibal Cox, Jr. Cultural Grants Program is designed to assist groups in reaching their long range goals by encouraging a proposal focusing on organization development and institution building. -

Conceptual Estimate 2 Village of Pinecrest Banyan Bowl Renovation Study Final Report Background & Executive Summary Background Pinecrest Gardens, the former location of Parrot Jungle, has been developed into a public park by the Village of Pinecrest. Current amenities include extensive botanical gardens, a “Splash-n-Play” water park, petting zoo and playground area for children, and two renovated facilities for small gatherings. Adjacent to the park is a community center, library and soccer fields. Due to its unique architecture, landscape, and history as an early tourist attraction, Pinecrest Gardens was designated as an historic site by the Metro Dade Historic Preservation Board in 1992. Situated just inside the entrance to the Gardens is the Banyan Bowl; a fixed-seat, raked performance facility which used to be the location of the main parrot show. This venue currently seats approximately 500, and is in need of restoration. The vision is to develop the venue into a multi-functional performing arts facility offering professional and local performances including chamber music, choral and band concerts, local theater, musical productions, dance and other events serving residents of the region as well as visitors. -

Fred Guarino Downtown Sounds Chairperson Greetings, Welcome to the 2018, Downtown Sounds Concert Series! The Glen Cove Downtown Sounds Series has grown to a point where it has achieved a well respected, and enviable position in the enter- tainment field on Long Island. The series attracts many talented groups who express their desire to perform at our venue each year. So it now has become “The place to be!” It’s due to the dedicated work of our talented committee members, and the City of Glen Cove. And of coarse, a huge thank you to all of our loyal sponsors. Without them, none of this would be possible. Throughout the year, we have numerous meetings that focus on bringing you the very best. We strive to improve our services and are constantly looking for new ideas to make our shows a better experi- ence, and an enjoyable season for our citizens. I would also like to thank our new Executive Director of the BID and Downtown Sounds, Patricia Holman. Patricia is doing a wonderful job and has been working hard to add new features to enhance the overall concert series experience. We have an exciting talent line up this year. It was a hit. During the following years, the concert series evolved to accommodate a variety of musical styles that broad- ened its appeal to residents and visitors alike. -

Edmonson and Members, Board of County Commissioners Page 2 of 3 The Elections Department will be required to expand its voter data research and correspondence to include voters who have moved within Florida but have not updated their address with the Elections Department; voters who moved to or from another member state; voters who become deceased in a member state; and potential duplicate registrations. The Elections Department will also be required to send mailers to eligible, but unregistered, citizens encouraging voter registration. Funding to support the additional printing and postage associated with correspondence to voters, as well as staff that will be necessary to perform data matching, process outgoing notifications, respond to voter inquiries, process new voter registration applications, and conduct other list maintenance activities that will be required within strict statutory deadlines will be added to Elections Department budget ($300,000). This funding is provided from the Future Services Reserve. Parks, Recreation and Open Spaces As I indicated in my July 23, 2019 memorandum “Expansion of Sargassum (Seaweed) Working Group” (Attachment A), I directed the Parks, Recreation and Open Spaces Department (PROS) to begin the contracting process to remove seaweed from beaches within Miami-Dade County, focusing efforts in three “hot spot” areas along the beaches at the Bal Harbour and Haulover jetties, the Miami Beach breakwaters from 26th to 32nd streets, and the South Pointe jetty in Miami Beach to ensure that our tourist economy is not negatively impacted by the record high amounts of seaweed on our beaches. To safeguard the use of our beaches for our residents and visitors, I am recommending $2.8 million be added to the PROS budget to continue these efforts to be funded from Tourist Development Tax (TDT) revenues. -

Lauderdale Tamarac The Council for Education Policy, Research and Improvement (CEPRI) was created as an independent office under the Office of Legislative Services by the 2001 Legislature (Section 1008.51, Florida Statutes). The Council serves as a citizen board for independent policy research and analysis and is composed of five members appointed by the Governor and two members appointed by the Speaker of the House and two members appointed by the President of the Senate. The Council’s statutory responsibilities include the following: Prepare and submit to the Florida Board of Education a long-range master plan for education. The plan must include consideration of the promotion of quality, fundamental educational goals, programmatic access, needs for remedial education, regional and state economic development, international education programs, demographic patterns, student demand for programs, and needs of particular subgroups of the population, implementation of innovative techniques and technology, and requirements of the labor market. Prepare and submit for approval by the Florida Board of Education a long-range performance plan for K-20 education in Florida and annually review and recommend improvement in the implementation of the plan. Annually report on the progress of public schools and postsecondary education institutions toward meeting educational goals and standards as defined by s. 1008.31. Provide public education institutions and the public with information on the K-20 education accountability system, recommend refinements and improvements, and evaluate issues pertaining to student learning gains. -

Author unknown, early seventeenth century1 Prior to the first documented arrival of Spaniards on the shores of Tampa Bay in 1528, the Safety Harbor Culture of Florida’s Gulf Coast actively and quite naturally participated in a pan-Caribbean trade network. In fact, at the time of first contact, the Tampa Bay area’s connection with the Caribbean, and especially Cuba, was thousands of years old, stretching back at least to the Late Archaic period (3000–500 BC). The arrival of the Spanish and their subsequent repeated efforts to tame the area and its inhabitants, with the stated purposes of procuring transportable wealth and converting the natives to Catholicism, marked the beginning of a slow and often violent end for the Safety Harbor Culture. -
