    Illinois Community College Trustees Association Action Alert May 20, 2008 SENATE APPROVES LOCAL CONTROL LEGISLATION This afternoon the Illinois Senate unanimously approved legislation that clarifies that community colleges are units of local government, not state agencies. House Bill 4189, which passed the House several weeks ago with a vote of 91 - 14 - 0, passed the Senate with a vote of 58 - 0 - 0. The bill will soon be sent to the Governor for his action. HB 4189 is ICCTA’s highest priority legislation this year; it reinforces the local control concept and clarifies that community college districts are units of local government under the State Officials and Employees Ethics Act. The bill clearly excludes community college districts from the definition of state agencies and clearly includes community college districts in the definition of units of local government under the Ethics Act. Enacting House Bill 4189 into law would render moot a court case currently pending before the Second Appellate Court. In 2005, a number of community colleges initiated a legal action based on the ambiguity of the definition of a state agency described herein. Rep. Guggisberg testified as a sponsor of this bill. I was on the interim committee for employee benefits and we received a summary report of what the bill proposes to take out. We heard testimony that it is a 500-page report and there are departments that are spending 400 hours on it. It appears the 61 st legislative assembly found some improper use of these funds in a certain department and decided to have them report. It has caused a lot of work for departments that were outside of that agency. To get these funds first of all, they have to create a rule that has to go through the rules committee. These funds are tracked during our audits, both fiscal and performance audits. It seems like it is doing the same work twice. Rep. While some were on the lighter side – such as naming the judicial center after Governor Nathan Deal and commending the Atlanta Braves 2018 season – some notables include the following: HB 2 – (Rep. Matt Gurtler) Allows certain Georgians to carry a firearm without a permit. HB 8 – (Rep. Debbie Buckner) Exempts certain women’s hygiene products from state sales tax. HR 2 – (Rep. Scot Turner) Prohibits the use of a poll tax in Georgia. HR 6 – (Rep. Michael Caldwell) Provides for term limits for state elected officials. SB 2 – (Sen. Steve Gooch) Allows for EMCs to partner with internet companies to provide broadband service to members. HOT BUTTON ISSUES FOR 2019 Education Throughout the campaign, Governor Kemp presented education as one of his top priorities. Included in this is teacher compensation and a priority on mental health counselors in schools as well as school security. We will also continue to watch and see how the state proceeds with the implementation of the testing pilot program passed in 2018. One complication in education policy in 2019 is a void in leadership in each Chamber. With the retirement of Brooks Coleman in the House and Senator Lindsey Tippins resigning his chairmanship, both committees are currently without a leader. We expect the new chairs to be announced any day now. Rural Georgia Throughout the 2018 Legislative Session and the 2018 Campaign season, we saw a recurring theme in that legislators see the need for reforms that aid rural Georgia.

Lincoln Boulevard Oklahoma City, OK 73105 Dear Governor Stitt, Over the last six years, it has been my sincere honor to serve and represent the constituents of Senate District 22. I have done my best to be a voice for voters in Piedmont, Yukon, NW Oklahoma City and Edmond, and they believed in me enough to elect me twice to this senate seat. I’m pleased to have been a part of so many positive changes during my tenure. In 2016, voters passed State Question 792, supporting alcohol modernization which opened the door for new businesses and opportunities across Oklahoma, resulting in nearly 5,000 new jobs. With the passage of State Question 788 and the successful enactment of HB 1269, of which I was the Senate author, Oklahoma is working to reduce our mass incarceration rates and the related fiscal and social costs that go with it. I’d be remiss if I did not mention supporting the largest increase in public education funding in the history of our state in 2018 totaling almost half a billion dollars, and the subsequent passage of an additional $120M in 2019 which you championed. But more important than these, are the families who have been impacted by legislation I carried. Two bills in particular, one which standardized investigations following the sudden, unexplained death of infants in Oklahoma, and the second which delayed the release of autopsy reports to the media so next of kin would be given time to process the information contained in the reports, are some of my proudest moments of service.
