ISSUE 1 | JULY 2014 Central Africa Report Status and dynamics of the political situation in Burundi Yolande Bouka Summary Once hailed as a peacebuilding success story, Burundi has recently experienced escalating political tensions that threaten the stability of country ahead of its 2015 general elections. Frictions between political actors stem partly from the closing of the political space by the government, which prevents the opposition and civil society from operating freely in the country. Moreover, attempts by the ruling party to allow President Pierre Nkurunziza to run for a third mandate, in violation of the current constitution, have raised concerns about the democratic future of the country. Additionally, UN reports alleging that the CNDD-FDD has taken steps to arm and train its youth wing, the Imbonerakure, and recent violent incidents attributed the youth chapter, have heightened fears of a relapse of political violence. IN 2010 BURUNDI HELD its first general election by universal suffrage in 17 years. While the polls were intended to mark the end of the immediate post-transition period and the consolidation of democratic governance after decades of war and crisis, the contested results increased tensions and entrenched the ruling National Council for the Defence of Democracy – Forces for the Defence of Democracy (CNDD-FDD) party. The country experienced two years of instability and violence that was generally blamed on the activities of the CNDD-FDD youth wing (the Imbonerakure), the intelligence services and the police. Most opposition leaders fled the country, leaving a political vacuum. While violence had subsided by the end of 2012, paving the way for the return of the exiled leaders in 2013 under negotiated security guarantees brokered by the UN, uncertainty remains about the stability of the country as it gears up for elections in 2015. -

BURUNDI’S 2010 ELECTIONS: DEMOCRACY AND PEACE AT RISK? Eva Palmans, PhD Senior Elections Advisor Abstract This article focuses in particular on the 2010 elections to contribute to the debate on elections as a means of consolidating democracy and peace. The 2010 elections in Burundi were a milestone for the consolidation of democracy and peace in the country. When viewed against the literature on the self- reinforcing power and the self-improving democratic quality of successive elections, these so-called second post-conflict elections supposedly signalled a potential for a step towards consolidating democracy and peace. However, the electoral outcome showed that elections are not a guarantee in themselves that this goal would be achieved. Rather than being a step towards more democracy and peace, Burundi’s last elections gave an overwhelming majority to one party, the CNDD-FDD, and marginalised the opposition because of its decision to boycott the process as a way of contesting the results of municipal elections. With one party dominating all institutions and with an authoritarian response to opposition parties who, in the absence of dialogue, could still consider the option of using guns to voice their concerns, democracy and peace are at risk. This article analyses the causes and consequences of the electoral boycott by the majority of opposition parties in Burundi’s 2010 elections. It looks at political party behaviour in the prevailing socio-political context and against the background of the country’s recent electoral history. It examines, in particular, the reasons, both contextual and within the party functioning, of the choice of the political opposition to boycott the elections. -

The new legal framework introduced a closed party list with a complex system of ethnic and gender quotas effectively requiring all political parties in the electoral contest to present candidates from both main ethnic groups (Hutu and Tutsi). -

Children’s Fund (UNICEF) Spokesman Christophe Boulierac reported children are increasingly put at risk due to the violent clashes and demonstrations taking place in Burundi. Five children have been killed and 200 injured since the start of the violence in late April. Meanwhile, Elisabeth Byrs, spokesperson for the World Food Programme (WFP), said the political instability could lead to a hunger crisis. The WFP is currently providing food assistance to over 60,000 Burundian refugees who have fled to neighboring countries. Full coverage is available here. th On May 29 , an explosion rocked Bujumbura, although according to police no one was injured, as protests against Burundian President Pierre Nkurunziza’s decision to run for a third term continued. Pictures on social media showed three charred vehicles in front of a KCB bank branch in downtown Bujumbura, an area that has been largely free from demonstrations. The explosion was reported here. On May 29th, the U.S. Department of State condemned a grenade attack in Bujumbura and the continued violence in Burundi. The State Department expressed concern recent grenade attacks, violence perpetrated by the ruling party Imbonerakure youth militia, and continued restrictions on peaceful assembly and the media are undermining efforts to achieve a peaceful resolution of the crisis. -

The evolving situation has implications for U.S. efforts to promote peace and stability in the Great Lakes region of Central Africa. It may also impact whether Burundian troops continue to participate in the U.S.-supported regional military operation in Somalia aimed at countering the Al Qaeda-linked group Al Shabaab. Other potential issues for Congress may include the authorization, appropriation, and oversight of any new U.S. funding in support of humanitarian aid, stabilization, and/or civilian protection efforts in Burundi and neighboring countries. The Obama Administration has portrayed its approach to Burundi as an example of its policy to seek to prevent “mass atrocities” abroad, and of its opposition to efforts by some African presidents to violate legally established term limits. Despite Burundi’s small size and what some may view as marginal importance to U.S. foreign policy, several senior U.S. officials have traveled to Burundi in 2014 and 2015 and expressed serious concerns about human rights violations and the country’s political trajectory. The proximate cause for the current crisis was President Pierre Nkurunziza’s decision to run for a third term in office, which he won in July 2015, although Burundi’s governance and development challenges run far deeper.
