In this edition, we have provided detailed information as at the end of 2019 on a host of indicators including registration, induction, professional qualifying examination and updated tertiary institution profile. Our aim is to provide all stakeholders in the education sectors with the most comprehensive data for planning, decision making and other needs. To make this report accessible and continuously relevant as possible, it is available in both print and electronic formats (www.trcn.gov.ng). The 10th Edition of the Annual Statistical Digest of the teaching profession that we have produced from the Council’s Register of Teachers is expected to consistently address the issue of data availability in the education industry. It represents an important and unique source of information concerning registered teachers in Nigeria, programmes and activities of the Council geared towards the professionalization of teaching. It is freely provided for the following specific purposes; research for non-commercial purposes, including the use by educational agencies; Universities/Institutes, Ministries of Education and other organizations and employers in furtherance of their purposes; private/ study analysis, criticism and review and news reporting The Statistical Digest contains analyzed data based on the following; Registered Teachers based on States and their categorization Number of licensed teachers Number of graduates inducted in the various tertiary institutions Number of teachers in States that sat for the PQE, PQE Integrated, PQE Diaspora in the year 2019/2020 Statistics of monitoring exercise on the 31st December disengagement deadline of unqualified teachers Profile of Tertiary Institutions (Universities, Colleges of Education and Polytechnics) in Nigeria The publication is made to provide local, national and international education stakeholders a concise information on the registered teaching workforce, statistical information that are essential in planning on issues related to teacher recruitment, training and retention. It is my sincere hope that the publication will provide useful information to decision-makers, policy planners, researchers, and all stakeholders in the education industry. It would also provide a comprehensive baseline for monitoring progress as we advance and direct national efforts towards the achievement of our local, national and global commitments. Ajiboye Registrar/Chief Executive Teachers Registration Council of Nigeria 5 Introduction 6 FACTS ABOUT TEACHERS REGISTRATION COUNCIL OF NIGERIA Vision An effective regulated teaching profession in Nigeria founded upon robust teacher education and practice, where teacher quality, discipline, professionalism, reward and dignity match international standards Mission To assure excellence and professionalism among teachers at all levels of the Nation’s education system; using effective registration, licensing, accreditation, monitoring and supervision of teacher education programmes, promoting continuing professional development and maintenance of discipline as paradigms for the overall renaissance of the teaching profession in Nigeria. Motto Teaching for Excellence 7 TRCN Mandate The Teachers Registration Council of Nigeria (TRCN) was established by Act 31, of 1993 (now CAP T3 of 2004) in fulfilment of the quest for the professionalization of teaching. Nigerian teachers had over the years clamored for the establishment of a regulatory Council of their own as obtained for all professional groups to regulate the practice of their profession. TRCN CAP T3 of 2004, Section 1(I) charged the Council with the following responsibilities: Determine who are teachers; Determine what standards of knowledge and skills are to be attained by persons seeking to become registered as teachers and raising the standards from time to time as the circumstances may permit; Securing in accordance with the provisions of the Act the establishment and maintenance of a register of teachers and the publication from time to time of the lists of those persons; Classifying from time to time members of the teaching profession according to their level of training and qualification; Performing through the Council established under this Act, the functions conferred on it by the Act. Implications of TRCN Mandates The Act, in section 17(2) provides that on coming into effect of the law, it becomes an offence for an individual to teach, pretend to teach, use the tag of a teacher or earn the reward of a teacher without being registered by TRCN. The Act, in section 7 and 8 empowers TRCN to accredit, supervise and monitor courses and programs of all teacher training institutions, which includes; Faculties and Institutes of Education of Nigerian Universities, Colleges of Education, Schools of Education in Polytechnics and the NTI. The law also empowers the Council to withdraw recognition from any of these institutions that fail to meet the standards set, and graduates of such institutions cannot be registered nor licensed and hence not qualified to practice. Section 9 of the Act provides for the establishment of Teachers Investigation Panel [TIP] in all the States of the Federation including the FCT and Teachers Disciplinary Committee [TDC] which is a Tribunal at the TRCN Headquarters. The TIP investigates and verifies allegations of breach of professional ethics by teachers and forward cases to TDC for trial and punishment. Sections 6, 13 and 1(i)(b) empower the Council to prescribe internship program, conduct qualifying examination to ascertain suitability of candidates before registration and set standards of knowledge and skill to be acquired and raise those standards from time to time through programs designed to continuously improve the quality of teachers in addition to mandatory professional development courses. 8 Our Core Values Internal Internal Core Values that pertain to the behavior of the staff: Democratic decision-making and management style that emphasizes consultation, dialogue and consensus; Respect for the right of all; Transparency and accountability; Originality, creativity and the pursuit of excellence and efficiency. We deliver for results with energy and a sense of urgency; Respect for the view points and interest of government and all stakeholders; Belief in comprehensive consultations with stakeholders as a means to an adequate understanding of the problems of teacher education and how to solve them. 9 Our Program & Activities The activities and programmes of the Council as obtains in other professional agencies include: Registration and licensing of teachers; Quality assurance in teacher education in form of accreditation and monitoring of teacher education programmes, introduction of Professional Diploma in Education (PDE), Professional Standards for the Teaching Profession in Nigeria (PSTPN), Manual of Mandatory Continuous Professional Development (MCPD), Code of Conduct for Nigerian Teachers, Induction Brochure, and Benchmark for PostGraduate Diploma in Education (PGDE), PostDoctoral Diploma in Education (PDDE).; Internship and induction schemes for fresh Education graduates to ensure that they possess the critical skills required to discharge their professional responsibilities; Continuous professional

In the experiment conducted in which two aluminum foils of same dimension (100cm x 100cm) were placed under sun with one foil covered with one gram (1g) of carbon black and the other foil uncovered with carbon black (kept uncovered). The specimens were allowed under the sun for total time of two hundred minutes (12000 seconds). Temperature changes of both foils were recorded in the interval of twenty minutes (1200 seconds) for some repeated readings. At the end of the experiment, results showed that the temperature change of foil covered with CB was higher (29.0 0C) than the temperature change of foil not covered with CB (28.0 0C). The difference in the temperature changes of both foils is in average of 1.0 0C. This is to say that carbon black emitted from gasoline automobile can be applied in the activities and practices that require radiation absorption. ABSTRACT The article interrogated whether defections or party switching by elected officers, both in Nigeria‟s executive and legislative arms of government, constitutes a nuisance capable of undermining the country‟s nascent democracy or can be treated as a catalyst to ingrain democratic reforms in the country. This question has become a subject of increasing concerns in view of the influx of defections by elected officers from one political party to the other in recent times, especially before and after election periods, without the slightest compunction. It was discovered in the article that though the Constitution of the Federal Republic of Nigeria 1999 (as amended) has made significant provisions regarding prohibition of defection, except in deserving cases, yet elected officers go about „party-prostituting‟ with reckless abandon. The article concludes that political party defections by elected officers, if left unchecked, may amount to a nuisance capable of undermining the democratic processes in Nigeria in the long run.
