    Appendix 1 Sarawak: Forest Policy and Legislation Forest Policy The Forest Policy of Sarawak, which was approved by the Governor-in- Council on 23rd December 1954, continued to be the basic Supreme Council directives on the practice of Forestry in the State. The details of the policy are reproduced below. The following statement is to be read as the official policy of the Government of Sarawak in matters pertaining to forestry, and is issued for the information and guidance of all officers of the Government service. General Statement of the Policy It is the policy of the Government of Sarawak: (1) To reserve permanently for the benefit of the present and future inhabitants of the country forest land sufficient (a) for the assurance of the sound climatic and physical condition of the country; the safeguarding of soil fertility, and of supplies of water for domestic and industrial use, irrigation and general agricultural purposes; and the prevention of damage by flooding and erosion to rivers and to agricultural land; (b) for the supply in perpetuity and at moderate prices of all forms of forest produce that can be economically produced within the country and that are required by the people for agricultural, domestic and industrial purposes under a fully developed national economy. (2) To manage the productive forests of the Permanent Forest Estate with the object of obtaining the highest possible revenue compatible with the principle of sustained yield and with the primary objects set out above. (3) To promote, as far as may be practicable, the thorough and economical utilisation of forest products on land not included in the Permanent Forest Estate, prior to the alienation of such land.

The modern political history of Sarawak began with the conceptualisation and the formulation of the Federation Malaysia. The significant events that shaped and influenced the political history of modern Sarawak include: the British- Malayan Government meetings in November 1961 and July 1962; the setting up of the Cobbold Commission of Enquiry; the formulation of the Malaysia Solidarity and Consultative Committee (MSCC); the formation of the Inter- Governmental Committee (IGC); the signing the Malaysia Agreement of 1963; the controversies surrounding the making of the first Chief Minister and of the making of the first local State Governor; the cabinet crises of 1965 and 1966; the proclamation of the state of emergency in Sarawak in 1966 by the Federal Parliament which led to the removal of its first Chief Minister; and the establishment of the Sarawak Alliance and the Native Alliance.     PARTY FORMATION IN SARAWAK Michael Leigh The formation of political parties was a particularly late development in Sarawak, and the process did not actually com­ mence until 1959. Following upon a century of rule by the Brooke Rajahs (1841-1941) and the brief Japanese occupation (1941-1945), local political activity prior to 1959 was channeled through various community organizations, and furthermore was con­ fined almost exclusively to Islamic and Chinese groups. For Muslims, the central question at issue was the Cession of Sarawak from the Brooke Rajahs to the British Crown in 1946. A vigorous series of mass protests took place from 1946 to 1949, after which the British Government firmly closed all legitimate means of reversing this alteration in constitutional status. For the Chinese, the struggle on the mainland of China was the object of considerable attention and helped stimulate analogous conflicts within the leadership of Sarawak Chinese. The result of that conflict was a decided shift in the distribution of power within the Chinese community away from the conservative and wealthy toward those of a more left-wing disposition. By contrast with Malaya, the Left in Sarawak was not emasculated by an abortive insurrection. For almost all who can be called Dayak,* 1 political activity was a completely new sphere and even in the early 1960Ts, their political expression can be characterized as essentially a reaction to that initiated by the other commun­ ities . The stimuli for forming political parties varied a good deal. The first party (SUPP) was an outgrowth of those pressure groups which had resisted Government policy in the spheres of education and trade licensing; it also expressed an inchoate desire for a measure of self-determination.

    Seminar Guru Sejarah 2017 PERGERAKAN POLITIK DI SARAWAK: ISU PENYERAHAN SARAWAK KEPADA BRITISH Dr. Ho Hui Ling PENGENALAN Sejarah lama Sarawak berhubung kait dengan sejarah Kesultanaan Brunei kerana kawasan Sarawak pada ketika itu merupakan wilayah jajahan Brunei iaitu sebelum tahun 1841. Sementara itu, sejarah moden negeri Sarawak bermula dengan pengasasan Dinasti Brooke pada tahun 1841. Keluarga Brooke mula berkuasa di Sarawak setelah James Brooke berjaya mematahkan pemberontakan di Sarawak (1836-1840) yang dilakukan oleh penduduk tempatan terhadap wakil pentadbir Brunei. Sebagai balasannya, James Brooke telah diisytiharkan sebagai Raja Sarawak pada 24 September 1841. Beliau mangkat pada 11 Jun 1868 dan diganti oleh anak saudaranya, Charles Brooke pada Ogos 1868. Pentadbiran Sarawak seterusnya diganti dengan Charles Vyner Brooke pada tahun 1917. Vyner Brooke memerintah Sarawak sehingga penaklukan Jepun pada Disember 1941 dan selepas Jepun tewas pula Sarawak diserahkan kepada kerajaan British sebagai tanah jajahan mahkota (Crown Colony) British secara rasminya pada 1 Julai 1946. Penyerahan Sarawak kepada British menjadi isu politik yang mendapat perhatian daripada pelbagai pihak di Sarawak khasnya penduduk Bumiputera. Isu penyerahan Sarawak ini merupakan isu utama yang dihadapi oleh kerajaan Sarawak dan pendudukannya selepas Jepun tewas. Ini kerana penyerahan Sarawak kepada British telah menimbulkan politik antipenyerahan di Sarawak. Pada ketika itu, orang Melayu berpecah kepada dua kumpulan, iaitu satu kumpulan menerima baik penyerahan Sarawak kepada British dan yang majoritinya menentang dengan melancarkan gerakan antipenyerahan (anti-cession). Begitu juga sebilangan orang Dayak di bawah Sarawak Dayak Association (SDA) atau Persatuan Dayak 1 Seminar Guru Sejarah 2017 Sarawak (PDS) turut menyatakan bantahan mereka kepada perubahan taraf politik negeri Sarawak.
