See Am. Compl., Doc. No. 14. On November 20, 2019 and December 31, 2019, Plaintiff filed exhibits to supplement the amended complaint. See Doc. Nos. 16, 17. On April 13, 2020, Plaintiff filed a motion for leave to file a second amended complaint. See Mot. Amend, Doc. No. 16. For the reasons set forth below, the court will deny the motion to amend and dismiss the first amended complaint. I. Motion for Leave to Amend [Doc. No. 18] Plaintiff seeks leave to file a second amended complaint to add a claim regarding a parole hearing that occurred on January 31, 2020. See Mot. Amend at 1-2. Peacock alleges that during the hearing, a panel of three members of the Board of Pardons and Paroles voted him to be released on parole on or after February 29, 2020. See id.; Ex., Doc. No. 18-1. As of April 13, 2020, he had not been released on parole. See Mot. Amend. at 2. -

WOMEN IN STATE LEGISLATIVE LEADERSHIP 2019 In 2019, 2,129, or 28.8% of the 7,383 state legislators in the United States are women. Women currently hold 510, or 25.9%, of the 1,972 state senate seats and 1,619, or 29.9%, of the 5,411 state house or assembly seats. Since 1971, the number of women serving in state legislatures has more than quintupled. In 2019, of the 352 state legislators holding leadership positions1 nationwide, 77, or 21.9%, are women. Women hold 38, or 23.6%, of the 161 leadership positions in state senates and 39, or 20.4%, of the 191 leadership positions in state houses. Women hold leadership positions in 29 state senates and in 28 state houses; in 12 states, women do not hold leadership positions in either chamber. Eide Senior Fellow, Manhattan Institute JANUARY 2017 Letter from the Yankee Institute For too long, some of Connecticut’s largest cities have languished. Not only do their residents suffer from high rates of poverty and crime, the cities have also endured periods of serious fiscal insecurity. Everyone in Connecticut has an interest in seeing our urban areas revitalized, but the reasons for the cities’ struggles – and therefore the solutions to them – are under dispute. Although many attribute urban challenges to insufficient tax revenues, this report demonstrates that there are significant problems with how city leaders have chosen to spend taxpayer dollars – particularly when it comes to employee retirement benefits. This report – produced in partnership with Manhattan Institute for Policy Research – is especially timely given that the city of Hartford will likely face bankruptcy unless the state intervenes in the coming months. That is why the solutions offered here by author Stephen Eide are so important: If state lawmakers treat Hartford’s problems as though they merely stem from a lack of revenue, the city will continue to struggle to achieve long-term fiscal health. Harp, ex-officio An abiding commitment to social justice steers New Haven Mayor Toni Harp’s career in public service. Her drive for inclusiveness, equality, and integrity is the byproduct of resonant, across-the-board life experiences. Toni was raised in Salt Lake City, the youngest of six children. Both parents worked to support the household; Toni’s tireless work ethic is a function of lessons learned from her parents. In the 1960s, Toni moved to the south side of Chicago to attend Roosevelt University. After she earned a degree in English she began working for the American Society of Planning Officials, launching a lifelong interest in urban planning and how cities work. From there, Toni was recruited to study at Yale’s School of Architecture where she earned a Master’s degree. Toni’s public service in elected office began first as a member of New Haven’s Board of Aldermen, and then for 21 years as state Senator for Connecticut’s 10th District. Toni is now the first woman ever to serve as Mayor of New Haven; she is presently serving her third term. Doing so would allow all eligible voters in Connecticut to request a mail ballot for the August 11tH and November 2020 General Election due to the COVID-19 pandemic. Additionally, we believe that your office must issue an order clarifying that Connecticut’s existing absentee excuse language permits voters complying with the State’s “Stay Safe, Stay Home” order, for fear of contracting or spreading the virus, to be eligible for receipt of an absentee ballot under either the illness or physical disability excuse. Under Sec. 28-9(b)(1) of Connecticut law, the Governor may modify or suspend “any statute, regulation or requirement” that “is in conflict with . the protection of public health.” You have already used this provision to move the Presidential Primary from April 28th to August 11th. As justification for modifying Connecticut’s General Statutes, you stated that this order was for the purpose of “protect[ing] the health and safety of voters, poll workers, and the most vulnerable members” of Connecticut’s population.1 You have already recognized the importance of protecting public health while ensuring that all eligible voters are able to safely cast a ballot.
