We know that much more needs to be done and we look forward to our continued work with you to respond to this crisis together. As COVID-19 continues to impact both urban and rural communities, we are gravely concerned about the compromised digital access that now threatens entire communities, and people’s livelihoods, educational access, quality of healthcare and lives. Our rural communities are particularly less prepared to mitigate the pandemic itself and adapt to what will certainly be a different world in a post-COVID economy, in large part because of the lack of access to broadband. Some 18 million Americans lack access to broadband internet connectivity, 14 million of whom reside in rural America. In today’s economy these communities, businesses and families without adequate access are left behind, and the consequences are staggering from an economic, health, education, and social standpoint. Broadband is not a luxury, but rather critical infrastructure that’s vitally important to our economic future and national security. -

Many of our states have taken the step of waiving co-payments for coronavirus- related testing and treatment through our Medicaid programs and have encouraged our private insurers to do the same. We all know that more needs to be done to increase access to affordable health care during this crisis, however. To that end, we would ask that you reconsider your decision and immediately open a special enrollment period of at least 30 days on the federal health care exchange. A special enrollment period would ensure individuals in the 38 states on the federal exchange, in addition to those who already qualify, can purchase the coverage they need during this challenging time. Too many of our constituents are uninsured or underinsured despite the steps we’ve taken at the state level. As a result, far too many of our residents are choosing to forgo coronavirus testing and treatment out of fear of the potential costs to themselves and their families at a time of increasing economic distress. Not only is this unacceptable, it’s also dangerous as it undermines our ability as a nation to stop the spread of COVID- 19. -

The agency issued its request for proposal (RFP) for modernizing the over 40-year-old computer system. “When I learned that the previous Administration abandoned efforts to modernize the state’s unemployment computer system in 2011, I immediately tasked the agency with reviving its modernization plans,” said Governor Laura Kelly. “Unfortunately, the pandemic hit, and the antiquated technology was unable to keep up with the record volume of claims. Today, we are taking a major step in fixing our broken system. We will finish what other Administration’s failed to do.” Prior to the pandemic, at Governor Kelly’s direction, KDOL staff traveled to states that had modernized their unemployment systems to learn from them how Kansas could build a system that would more efficiently serve claimants and businesses. In the past year, the agency has dedicated a specialized team to complete and expedite the modernization plan, incorporating the findings and best practices from these states. “The RFP process is the next major step in our effort to modernize,” said Secretary Amber Shultz. -

Jensen and Thad Beyle With a national anti-establishment mood and 12 gubernatorial elections—eight in states with a Democrat as sitting governor—the Republicans were optimistic that they would strengthen their hand as they headed into the November elections. Republicans already held 31 governor- ships to the Democrats’ 18—Alaska Gov. Bill Walker is an Independent—and with about half the gubernatorial elections considered competitive, Republicans had the potential to increase their control to 36 governors’ mansions. For their part, Democrats had a realistic chance to convert only a couple of Republican governorships to their party. Given the party’s win-loss potential, Republicans were optimistic, in a good position. Moore University of Hawai‘i at Mānoa Introduction Hawai‘i’s slow economic recovery continued throughout 2014. Despite the improving eco- nomic news, voters ousted their brash and combative sitting governor Neil Abercrombie in the Democratic primary. The humble, unassuming state Senator David Ige rolled to a general elec- tion victory. The new governor, an electrical engineer by training and a veteran chair of the Sen- ate Ways and Means Committee, looked to bring less in terms of policy change and more in terms of approach to governance. Governor Ige was inaugurated on December 1, 2014, and his biennial budget was released on December 22. The original request reflected a status-quo budget prepared by the outgoing Aber- crombie administration. In late January 2015, Ige’s administration put together an amended budget that slightly increased budgetary requests based on expected revenue increases. Recalling the previous years’ experience of overestimated revenues, the legislature passed a conservative budget largely similar to the governor’s budget request with few alterations or new programs. State of the Economy Through 2015, economic recovery in Hawai‘i remained slow, with GDP growth since 2010 at or a bit below two percent per year (DBEDT 2015a). Unemployment continued its downward trend since its high of 7.1 percent in September of 2009. As of the end of the legislative session in May of 2015, the rate stood at 3.9 percent, still a bit above its historical average during better times (see Figure 1). -

Washington DC 20500 August 15, 2021 Dear Mr. President, We write both to thank you for the attention your Administration has provided to date on the twin challenges of our extreme drought and catastrophic wildfires and to provide recommendations for immediate additional assistance the federal government can provide to protect America's family farmers, ranchers, and fishers. Specifically, we are requesting that you declare a FEMA drought disaster in our states, allowing us to access additional federal resources. Thousands of farmers in our states are experiencing devastating impacts from our ongoing drought. Although we appreciate the funding available from the U.S. Department of Agriculture’s (USDA’s) Farm Service Agency (FSA) and other sources, many of our local FSA offices are overburdened with requests and unable to help on the scale we need. Hay prices have skyrocketed, ranchers are selling off their livestock and others are considering selling prime agricultural lands for development. At this point there is little to no animal feed across much of the west, requiring farmers to import feed from out of state. Without substantial assistance, rural economies in our states that rely heavily on agriculture and natural resources will take years to recover from the effects of this devastating drought. Beyond the impact on those industries and communities, the drought will have serious downstream impacts on the security of our food, fiber and energy production, both regionally and nationally. Those impacts include low or dried up reservoirs, increased algal blooms, a decrease in hydroelectric power and the potential of shuttering hydroelectric dams because of low water levels.
