    THIRD FIVE-YEAR REVIEW REPORT FOR THE DUTCHTOWN TREATMENT PLANT SUPERFUND SITE DUTCHTOWN, ASCENSION PARISH, LOUISIANA AUGUST 17, 2011 PREPARED BY: United States Environmental Protection Agency Region 6 Dallas, Texas THIRD FIVE-YEAR REVIEW REPORT Dutchtown Treatment Plant Superfund Site EPA ID No. LAD980879449 Dutchtown, Ascension Parish, Louisiana This memorandum documents the United States Environmental Protection Agency’s (EPA’s) performance, determinations, and approval of the Dutchtown Treatment Plant Superfund Site (Dutchtown Site) third five-year review under Section 121(c) of the Comprehensive Environmental Response, Compensation, and Liability Act, 42 United States Code Section 9621(c), as provided in the attached Third Five-Year Review Report prepared by EA Engineering, Science, and Technology, Inc. (EA) on behalf of EPA. Summary of Third Five-Year Review Findings The third five-year review for the Dutchtown Site was performed through a review of site documents and site-specific requirements; a site inspection performed on June 1, 2011; interviews with personnel from the Louisiana Department of Environmental Quality (LDEQ) and ARCADIS Geraghty & Miller, Inc., the contractor to the Dutchtown Oil Treatment Site Participating Group (also known as the Dutchtown Steering Committee); and a review of data collected for the site during the third five-year review period. The site remedy included monitored natural attenuation of groundwater; maintaining the existing clay cap and fence; closing out the well on the former Watts (now Gaudet) property and drilling a replacement well; applying physical on-site controls such as access restrictions and installation of signs; implementing institutional controls (ICs) in the form of restrictions on future use of property, conveyance notifications, and/or restriction on use of groundwater from the site water wells.

The port is the southernmost port in Louisiana and centrally located in a large area of the Gulf that is rich in oil and natural gas drilling fields. Shallow water operations are serviced out of many ports along the Gulf Coast, but servicing for deepwater operations is located at select ports due to the use of larger vessels that are required to support deepwater operations. Due to its central location, deep channels, favorable weather conditions, and size, the oil and gas industry has chosen to concentrate its infrastructure for deepwater oil and gas operations support at Port Fourchon. Roughly 270 large supply vessels traverse the channels of Port Fourchon each day. Normally, about 75 percent of these vessels are servicing drilling rigs. Even though there are many more production platforms that require servicing than there are operating drilling rigs, drilling operations require much more material than production requires. The supplies and materials sent to rigs and platforms from Port Fourchon are brought into the port by the 600 eighteen-wheel trucks that travel on Louisiana Highway 1 (LA-1) each day.

ALLEY DEPUTY DIRECTOR City Planning Commission Staff Report Executive Summary Summary of Uptown and Carrollton Local Historic District Proposals: The Historic Preservation Study Committee Report of April 2016, recommended the creation of the Uptown Local Historic District with boundaries to include the area generally bounded by the Mississippi River, Lowerline Street, South Claiborne Avenue and Louisiana Avenue, and the creation of the Carrollton Local Historic District with boundaries to include the area generally bounded by Lowerline Street, the Mississippi River, the Jefferson Parish line, Earhart Boulevard, Vendome Place, Nashville Avenue and South Claiborne Avenue. These partial control districts would give the Historic District Landmarks Commission (HDLC) jurisdiction over demolition. Additionally, it would give the HDLC full control jurisdiction over all architectural elements visible from the public right-of-way for properties along Saint Charles Avenue between Jena Street and South Carrollton Avenue, and over properties along South Carrollton Avenue between the Mississippi River and Earhart Boulevard. Recommendation: The City Planning Commission staff recommends approval of the Carrollton and Uptown Local Historic Districts as proposed by the Study Committee. Consideration of the Study Committee Report: City Planning Commission Public Hearing: The CPC holds a public hearing at which the report and recommendation of the Study Committee are presented and the public is afforded an opportunity to consider them and comment.
