It was a “war collectivism,” a totally planned economy run largely by big-business interests through the instrumentality of the cen- tral government, which served as the model, the precedent, and the inspiration for state corporate capitalism for the remainder of the twentieth century. That inspiration and precedent emerged not only in the United States, but also in the war economies of the major com- batants of World War I. -

McGovern: George W. Goethals: Life and Change in the U.S. Army, 1876-1919 (Under the direction of Joseph T. Glatthaar) In the culminating achievements of a lengthy career in the U.S. Army, George W. Goethals led the construction of the Panama Canal and managed the effort to sustain an army of approximately four million soldiers during the final year of the First World War. At the outset of that career, neither he nor the U.S. Army was prepared to meet such challenges. Using biography as a vehicle to examine a larger problem, this dissertation follows Goethals’s career in order to understand the nature of change in the U.S. Army during the late-nineteenth and early- twentieth centuries as it transitioned from a frontier constabulary and coastal defense force to a modern army capable of projecting power abroad and meeting the challenges of twentieth- century warfare. Goethals’s story reveals that the legacy of the Civil War and the army’s failure to keep pace with changing social norms and practices in training, education, and perceptions of professionalism created a traditionalist culture that did not embrace the new structures imposed by the Root Reforms at the turn of the century, but sought to apply them to comfortably traditional norms, values, and practices. -

Also material concerning America First, Republican Party politics, and Peek’s post-World War I reconstruction activities. DONOR INFORMATION The George Peek Papers were donated to the University of Missouri by Burton F. Peek on 16 January 1947 and 26 August 1948 (Accession No. 2885). BIOGRAPHICAL SKETCH George Nelson Peek—industrialist, agricultural economist, and foreign trade advisor—was born in Polo, Illinois, 19 November 1873, to Henry Clay and Adeline Chase Peek. He attended Oregon High School, Oregon, Illinois, and graduated in 1891. He was a student in 1892 at Northwestern University. Peek married Georgia Lindsey, daughter of Zachary T. Lindsey, president of Interstate Rubber Company, 22 December 1903. They had no children. Peek worked with Deere and Webber Company, Minneapolis, Minnesota, 1893- 1901; was vice-president and general manager of John Deere Plow Company, Omaha, Nebraska, 1901-1911; and vice-president, Deere and Company, Moline, Illinois, 1911- 1919. Leaving Deere and Company, Peek was appointed commissioner of the Finished Products Section, War Industries Board, 1918, and served as president of the Industrial Board under the Department of Commerce, 1919. He was president and general manager of the Moline Plow Company, Moline, Illinois, 1919-1923. -

Rather than flouting the new ideas of institutional economics, which favored federal regulators overseeing data collection and dissemination among businesses so as to stabilize prices and facilitate inter-firm cooperation instead of so-called cut-throat competition, many members of the Chamber embraced these progressive prescriptions for public-private regulation. This essay explains how a subset of USCC members fostered industry-wide “codes of fair competition” by participating in experimental studies like those undertaken at the Harvard Bureau of Business Research and by supporting new collaborative efforts with government agencies, including the Department of Commerce and the Federal Trade Commission. -

“In Time of Stress, a Civilization Pauses to Take Stock of Itself”: Adolf A. Berle and the Modern Corporation from the New Era to 1933 Mark Hendrickson* INTRODUCTION In the spring of 1933, when Adolf A. Berle penned his review of Recent Social Trends, quoted in this Article’s title, the U.S. economy had disintegrated with a quarter of the nation’s workforce unemployed and gross domestic product (GDP) plummeting nearly fifty percent since 1929.1 The banking system nearly ceased to function and deflation drove prices down by twenty-five percent.2 Times of uncertainty and panic require explanation and action grounded in an understanding of the nature of the problem at hand. Berle’s argument in 1933—“In time of stress, a civilization pauses to take stock of itself”—applied more than once in the period during which Berle rose to prominence in the WWI era and when he wrote his review in 1933.3 This Article considers the period beginning when Berle left the U.S. Army after his service with the American Commission to Negotiate the Peace in Paris in June of 1919 and follows important aspects of his career and thinking up to the arrival of Berle and * Associate Professor of History, University of California, San Diego.
