Chapel Hill 2011 Approved By Professor John Charles Chasteen Professor Kathryn Burns Professor John French Professor Jocelyn Olcott Professor Christopher Lee © 2011 Michael Kenneth Huner ALL RIGHTS RESERVED ii ABSTRACT MICHAEL KENNETH HUNER: Sacred Cause, Divine Republic: A History of Nationhood, Religion, and War in Nineteeth-Century Paraguay, 1850-1870. “Under the direction of Professor John Charles Chasteen.” Nineteenth-century Paraguay was a provincial backwater of the shattered Spanish colonial empire, a country that had forged its independence under the rule of autocrats, a country where most people spoke Guaraní, a vernacular of indigenous origins. From 1864 to 1870, Paraguay went to war with the Triple Alliance of Brazil, Argentina, and Uruguay. The conflict left Paraguay occupied by foreign armies and devastated with over half its population lost. This dissertation explores a history of state formation, religion, and war in the country before and during this catastrophic time. In particular, the dissertation reflects on how colonial religion helped to produce formative experiences of modern nationhood and citizenship. Conventional interpretations of Latin American history still generally regard the consolidation of nation-states as a starkly secular development. This study questions that formulation and considers how clergy and institutional practices of the Church actually articulated early expressions of nationhood. The dissertation follows how years before the conflict the ruling autocratic regime in the country revived the provincial church and its traditional moral order as recovered vestiges of Spanish imperial sovereignty and reassembled them within a framework of postcolonial republican rule. The sort of pious submission once demanded of royal subjects increasingly defined the rights and duties of republican citizenship. Divine-right mandates and popular sovereignty merged as the ideological foundation of political authority. Moreover fulfilling the sacred obligations of the iii patriarchal family surged as the primary manifestation of civic virtue. The conflation of values old and new made modern ideas of the republic profoundly, and often painfully, familiar in the everyday lives of Paraguayans. This dissertation thus contends that postcolonial Paraguayans—mostly illiterate, Guaraní-speaking peasants—confronted in their lives a peculiar strain of republican nationalism steeped in religion and articulated in their own language. And, it argues, this engagement pushed them to struggle to extraordinary lengths during the war. The sources utilized range from sermons and local government correspondence, to judicial records of ecclesiastical divorce and suicide, as well as Guaraní- language propaganda produced by the state during the war. iv To Leti and the boys, and Mom and Dad. Profesor Juan Alberto Cáceres, taught me Guaraní at IDELGUAP, Universidad Evangélica in Asunción. His patience and encouragement for a stiff-tounged North American were remarkable. I thereby learned more Guaraní and subtleties of Paraguayan life from numerous in-laws and close friends. Their love and assistance also need recognition. I thank Francisco, Sonia, Evelyn, Tota, Humberto, Juan Carlos, Humberto Luis, Piti, as well as the entire López family, “Lechu,” “Tere,” and the rest of los perros . The Battionis were the first to open their home to a naïve North American graduate in Paraguay, and they remain at the heart of my ever-expanding Paraguayan family. Jessica Zhu Precision Agriculture for Development April 5, 2021 Abstract Skewed sex ratios often result from episodes of conflict, disease, and migration. Their persistent impacts over a century later, and especially in less-developed regions, remain less understood. The War of the Triple Alliance (1864{1870) in South America killed up to 70% of the Paraguayan male population. According to Paraguayan national lore, the skewed sex ratios resulting from the conflict are the cause of present-day low marriage rates and high rates of out-of-wedlock births. We collate historical and modern data to test this conventional wisdom in the short, medium, and long run. We examine both cross-border and within-country variation in child-rearing, education, labor force participation, and gender norms in Paraguay over a 150 year period. We find that more skewed post-war sex ratios are associated with higher out-of-wedlock births, more female-headed households, better female educational outcomes, higher female labor force participation, and more gender-equal gender norms. The impacts of the war persist into the present, and are seemingly unaffected by variation in economic openness or ties to indigenous culture. Beittel Analyst in Latin American Affairs August 31, 2017 Congressional Research Service 7-5700 www.crs.gov R44936 Paraguay: In Brief Summary Paraguay is a South American country wedged between Bolivia, Argentina, and Brazil. It is about the size of California but has a population of less than 7 million. The country is known for its rather homogenous culture—a mix of Latin and Guarani influences, with 90% of the population speaking Guarani, a pre-Columbian language, in addition to Spanish. The Paraguayan economy is one of the most agriculturally dependent in the hemisphere and is largely shaped by the country’s production of cattle, soybeans, and other crops. In 2016, Paraguay grew by 4.1%; it is projected to sustain about 4.3% growth in 2017. Since his election in 2013, President Horacio Cartes of the long-dominant Colorado Party (also known as the Asociación Nacional Republicana [ANC]), has moved the country toward a more open economy, deepening private investment and increasing public-private partnerships to promote growth. Despite steady growth, Paraguay has a high degree of inequality and, although poverty levels have declined, rural poverty is severe and widespread. Following Paraguay’s 35-year military dictatorship in the 20th century (1954-1989), many citizens remain cautious about the nation’s democracy and fearful of a return of patronage and corruption. In March 2016, a legislative initiative to allow a referendum to reelect President Cartes (reelection is forbidden by the 1992 constitution) sparked large protests. Paraguayans rioted, and the parliament building in the capital city of Asunción was partially burned.

With this frame, the war between Bolivia and Paraguay over the Northern Chaco region (1932–1935) emerges as a paradigmatic conflict that many in the Americas interpreted as resulting from the conspiracy man- oeuvres of foreign oil interests to grab land supposedly rich in oil. At the heart of such interpretation, projected by those critical of the fratricidal war, were partial and extrapolated facts, which sidelined the weight of long-term disputes between these South American countries traumatised by previous international wars resulting in humiliating defeats and territorial losses, and thus prone to welcome warfare to bolster national pride and overcome the memory of past debacles.

This research study aims to empirically address the political dynamics reflected on Paraguay’s print press during the 2013 elections campaign. Method. This empirical study is based on the social network analysis of the name references included in a sample of news articles. Results. The results of the study include several graphical representations of the coverage of political actors during the 2013 elections campaign, which was strongly conditioned by the previous impeachment and removal of former President Fernando Lugo. Conclusions. This study of name references confirms the continuity of the traditional parties in Paraguay as institutions with political and media power, and the secondary and peripheral role of the actors that emerged in the political landscape when Fernando Lugo won the presidency of Paraguay.
