Thus, while signing international agreements, the top priority addresses to the country commitments of developing National Environmental Action Plans. Tajikistan National Environmental Action Plan (NEAP RT) is a strategic paper with a key goal of creating the foundation for optimal nature management actions and conservation of the fragile and valuable ecosystems that will promote sustainable and balanced environmental and economic development. Despite some existing economic concerns, Government of the Republic of Tajikistan is paying more and more attention to ecological problems. The country proceeds many activities with respect to improvement of the environmental state, ensuring environmentally acceptable nature management, national and regional environ- mental plans and programs are being implemented with support of international organizations serving a good ex- ample of uniting efforts of the government, the public at large, and relevant international organizations around the national environmental priorities. The NEAP document contains overall information of the country, and of methodology of identifying priorities basing on a series of national and local workshops organized in a number of country regions, most priority environ- mental issues and activities focusing on further reduction of negative human impact on the environment and im- provement of environmental state being the mayor factor ensuring physical, psychological and social welfare of the country population. The NEAP supplements and better specifies the set of activities envisioned by the State Environmental Program of the Republic of Tajikistan for the period 1998-2008, which in its turn has promoted positive changes into nature conservation and sustainable nature management activity. The NEAP proposes coordination of environmental activity implemented by state and local environmental authorities, integration of the NEAP proposed activities into all existing relevant national policies and programs, mainstreaming cooperation among institutions responsible for natural resources conservation and sustainable development. First results of the NEAP implementation are already visible in the country. This is proved by partnerships with international donor organizations and participation in international environmental conventions. Some key pri- orities of the NEAP are also harmonized with and reflected in a series of projects currently under execution in the country, among others, the Sarez Lake Outbreak Project (supported by WB credit) and the Gissar Ridge Biodiver- sity Conservation Project (financed by the Global Environment Facility (GEF), etc. The NEAP promotes the existing programs, action plans and strategies relating to the nature management and environmental actions ensuring the smoothing of conflicts and the combination of principles of sustainable development of nature and society. We, therefore express our gratitude and appreciation to the Government of the Republic of Tajikistan, and to international organizations, in particular, the World Bank and the United Nations Development Program (UNDP) based in Tajikistan, which provided financial, consultative and technical support in the course of the NEAP prepa- ration.     REBUILDING BROKEN LIVES After gaining Independence in 1991, Tajikistan endured economic collapse, civil war, and widespread hunger. To help rural people back on their feet, ADB financed a pilot microcredit-based livelihood project for women and farmers. Implemented through two international NGOs, the Aga Khan Foundation and CARE International, the experiment encountered many challenges, but produced several positive outcomes The women’s group composes a peaceful scene, without a hint of the tumultuous circumstances that spawned it. In a drab building in Vahdat district in western Tajikistan, a dozen women, mostly young, are bent over a long table, their fingers busy with embroidery. Along a wall behind them, older women are stitching a floral- patterned kurpacha, the thick, multipurpose Tajik quilt. Some of the girls are teenagers, who are only dimly aware of the horrors that followed Tajikistan’s unsought independence in 1991. But Zebo Oimatova, 52, a benevolent figure in traditional kurta (robe) and headscarf who is watching over the room like a mother hen, remembers it all—economic ruin, villages torn apart by civil war, the hardscrabble existence and, finally, a chance to rebuild shattered lives. In 2002, Ms. Oimatova, a warm-hearted woman of simple sincerity, was elected chairperson of a women’s federation, a community-based organization created under a pilot Asian Development Bank (ADB)-financed project to provide microcredit for women to start small businesses and farmers to improve crops. Despite being overawed—“I thought I could not manage the job because I am only average and not so well educated,” she confesses—Ms. Oimatova has seen her group grow from a handful to over 2,500 members and, importantly, become self-sufficient.

    Enhancing readiness of emergency response volunteers in Tajikistan Aga Khan Agency for Habitat provides refresher courses for CERTs Rasht, Tajikistan, 23 April 2020 – The Aga Khan Agency for Habitat (AKAH) Tajikistan, through the financial support of the Government of Switzerland, completed refresher trainings for the Community Emergency Response Teams (CERTs) formed in Rasht valley. The trainings, which were conducted within the Integrated Health and Habitat Improvement (IHHI) project, are designed to enhance the readiness of the CERTs to respond to emergency situations across the Districts of Republican Subordination. The training prepares the volunteers to be the first responders in the event of a disaster. It capitalises on their knowledge of the terrain, language and culture, as captured by trainer Munira Qurbonmamadova, “Our approach is tailored to the cultural dynamics in each area. For example, in Shashvolon, we held a separate training for the women, which was very well received.” Shukrona, a local nurse and committed community volunteer who helped mobilise her fellow women volunteers agrees, “The training offered a safe place to learn freely and to practice. Women constitute a significant number of our communities so it’s important that their specific needs are considered in emergency response.” The trainings were undertaken in seven villages of Rasht, Roghun, Lakhsh, Tojikobod, Fayzobod, Nurobod, and Sangvor districts from 17 to 20 April. A total of 210 participants (equal representation of men and women) successfully concluded the two-day training, acquiring renewed theoretical knowledge and practical experience on first aid, Incident Command System (ICS), and search and rescue. They also enhanced techniques in bleeding prevention, cardiopulmonary resuscitation, and victim transportation.

HISTORICAL BACKGROUND Early History: Iranian peoples such as the Soghdians and the Bactrians are the ethnic forbears of the modern Tajiks. They have inhabited parts of Central Asia for at least 2,500 years, assimilating with Turkic and Mongol groups. Between the sixth and fourth centuries B.C., present-day Tajikistan was part of the Persian Achaemenian Empire, which was conquered by Alexander the Great in the fourth century B.C. After that conquest, Tajikistan was part of the Greco-Bactrian Kingdom, a successor state to Alexander’s empire.

    An excursion-historical tour passes along the territory of two modern countries: Uzbekistan and Tajikistan. It repeats the part of the way of Alexander’s Asian campaign. Using bulls’ skins, Alexander’s army had crossed Amudarya river and invaded the territory of Sogdiana (an interfluve of Amudarya and Sirdarya). It took three years for the forces of Alexander to conquest this region and suppress the often aroused rebellions. Here he had married a beautiful woman Roxana (the daughter of a local lord). Here, in mountain regions, for siege of the fortresses Alexander (first time in the world) had successfully practiced mountainous special troops. During his campaign he founded many settlements, including big towns. One of them is Alexandria Eshata (Distant) – a modern Khodjent. The tour is assigned for those who love history, ethnography and oriental exotic.
