President Joseph R. Biden, Jr. President of the 1600 Pennsylvania Avenue, N.W. Washington, D.C. 20500

Dear Mr. President:

Members of the Congressional Hispanic Caucus remain committed to working with you and your team to select both the most qualified candidates and promote a diverse administration that reflects our nation. As you consider candidates to replace Neera Tanden as your nominee for Director of Office of Management and Budget (OMB), we write to strongly support a valued, respected, and long-time Congressional staffer, Shalanda Young, to serve in this important role.

Shalanda has served more than a decade on the Appropriations Committee as a senior staffer. In 2017, she was selected by Chairwoman Nita Lowey to serve as Staff Director for the Committee on Appropriations. As you work to bridge the divide in this highly partisan environment, we believe that Shalanda’s broad, bipartisan support will help in that effort. As Staff Director of the Appropriations Committee, Shalanda was able to work with both Democratic and Republican members to ensure that a 35-day government shutdown was as short-lived as possible. This bipartisan support and respect were on display in her confirmation hearing and is reflective of her successful work as she served as both the Minority and Majority Staff Director of the House Appropriations Committee for four years.

Ms. Young earned a Bachelor of Arts degree from Loyola University New Orleans and a Master of Health Administration from Tulane University. Shalanda recognizes that compromise is at times necessary to ensure we continue to serve the American people. This is a critical perspective for our nation as we continue to work to improve and recover from the devastating COVID-19 pandemic and seek to help the American public rebuild during this difficult time.

We have a lot of work ahead of us and having Ms. Young’s experience and bipartisan credentials will help in ensuring we work to assist the American people effectively and quickly. Thank you for your consideration and we remain committed to working with you to promote our shared goals of diversity and ensuring the most qualified candidates serve in your administration.

Sincerely,
