Shogan Deputy Director and Senior Specialist November 26, 2012 Congressional Research Service 7-5700 www.crs.gov RL30261 CRS Report for Congress Prepared for Members and Committees of Congress Women in the United States Congress: 1917-2012 Summary Ninety-four women currently serve in the 112th Congress: 77 in the House (53 Democrats and 24 Republicans) and 17 in the Senate (12 Democrats and 5 Republicans). Ninety-two women were initially sworn in to the 112th Congress, two women Democratic House Members have since resigned, and four others have been elected. This number (94) is lower than the record number of 95 women who were initially elected to the 111th Congress. The first woman elected to Congress was Representative Jeannette Rankin (R-MT, 1917-1919, 1941-1943). The first woman to serve in the Senate was Rebecca Latimer Felton (D-GA). She was appointed in 1922 and served for only one day. A total of 278 women have served in Congress, 178 Democrats and 100 Republicans. Of these women, 239 (153 Democrats, 86 Republicans) have served only in the House of Representatives; 31 (19 Democrats, 12 Republicans) have served only in the Senate; and 8 (6 Democrats, 2 Republicans) have served in both houses. These figures include one non-voting Delegate each from Guam, Hawaii, the District of Columbia, and the U.S. Virgin Islands. Currently serving Senator Barbara Mikulski (D-MD) holds the record for length of service by a woman in Congress with 35 years (10 of which were spent in the House).

    ILLINOIS CONGRESSIONAL DELEGATION 117th Congress Two Senators represent each state in the U.S. Senate and are elected to serve six-year terms. U.S. Senator Dick Durbin (D) of Springfield was elected to represent Illinois for a fifth term in 2020. Tammy Duckworth of Hoffman Estates (D) was elected to the U.S. Senate in 2016. In the November 2020 general election, Illinois voters elected 18 candidates to serve in the U.S. House of Representatives for two-year terms. Thirteen Democratic and five Republican U.S. Representatives were elected to serve in the 117th Congress. The November 2020 general election was historical, with the most women ever elect- ed to serve in Congress. Democrat Marie Newman and Republican Mary Miller — repre- senting districts that were previously held by men — added to the increase of female Representatives. Newman definitively won the general election to represent the 13th District after defeating 16-year incumbent U.S. Rep. Dan Lipinksi (D) in the March pri- mary. Miller won the 15th District seat that was previously held by U.S. Rep. John Shimkus (R), who served 12 terms in Congress and opted not to run for reelection.     H CURRENT HISPANIC-AMERICAN MEMBERS H Albio Sires 1951– UNITED STATES REPRESENTATIVE 2006– DEMOCRAT FROM NEW JERSEY “I am in a good position for New Jersey and my district,” Albio Sires told a Newark reporter in 2009. With seats on powerful committees overseeing the interests of his busy upstate district, Sires has been able to champion transportation and immigration issues that hit close to home. As he said, “You’re always trying to help your constituents.”1 Image courtesy of the Member Albio Sires was born on January 26, 1951, in Bejucal, Cuba. His family fled Fidel Castro’s government in 1962 and settled in West New York, New Jersey, where his parents, who had a grade school education, worked in the factories. He graduated from West New York’s Memorial High School in 1970 and earned a bachelor’s degree from St. Peter’s College in Jersey City in 1974. Sires returned to his old high school to teach Spanish and English as a Second Language, coaching the basketball team after classes. In 1985 Sires received a master’s degree in Spanish from Middlebury College in Vermont. He is married to Adrienne Sires and has a stepdaughter, Tara Kole.2 In his first bid for public office, Sires ran as a Democrat for mayor of West New York in 1983, losing to longtime incumbent Anthony DeFino. Three years later he ran as a Republican for New Jersey’s 14th U.S. Congressional District seat held by Democrat Frank J. Guarini, Jr. Sires lost that year, but New Jersey Governor Thomas Kean soon hired him to improve the communication between his administration and the Hispanic community.

Women cut their hair in the short “bob” and some began smoking cigarettes in public. Oklahoma passed a state constitu- tional amendment giving women the right to vote, and in 1920 the Nineteenth Amend- ment to the national constitution was rati- fied. aLiCe maRY RoBeRTSON. In 1920 Alice Mary Robertson became the second woman ever to be elected to the United States Congress. Not only was she a woman, but she was a Republican elected from a dis- tinctly Democratic district. “Miss Alice” was a bristling, straitlaced, scholarly woman who gave her entire life to public service, although she held public office for only one term. She was not related to Governor J.B.A. Robert- son. A schoolteacher and restaurant owner from Muskogee, she operated a cafeteria, which she advertised as a club for working girls. She was the daughter of missionary William Rob- ertson, granddaughter of missionary Samuel Austin Worcester, and the daughter of Ann Eliza Worcester Robertson, the first Ameri- can woman to hold a Doctor of Philosophy Degree. Alice Mary Robertson fell one year Alice Mary Robertson short of her own degree because of poverty. She never allowed a soldier to pay for a meal in her restaurant and stood staunchly against repeal of the 18th Amendment, prohibition of liquor. Miss Alice and her mother turned their home into an orphanage for Creek Indian girls.
