Dear President Biden, We are writing to express the urgent need for your Administration to immediately sign an Emergency Presidential Determination to formalize the proposed revised FY21 refugee admissions goal of 62,500, restore regional allocations, and resume resettlement based on vulnerability. Having fought for four years against the Trump Administration’s full-scale assault on refugee resettlement in the United States, we were relieved to see you commit to increasing our refugee resettlement numbers so early in your Administration. But until the Emergency Presidential Determination is finalized, our refugee policy remains unacceptably draconian and discriminatory. We have all been deeply distressed at the stories of hundreds of refugees who had been cleared for resettlement having their flights cancelled at the last minute, in some cases having already left their residences and sold their belongings.1 We must keep our promises to people who have fled unthinkably brutal conditions in their home countries and live up to our ambition to provide them a safe haven to re-start their lives. Further, finalizing the Emergency Presidential Determination is a critical step to raise the cap and restore geographic allocations to ensure diversity among admitted refugees. The prior administration’s highly restrictive admission categories and bans on the resettlement of refugees from Somalia, Syria, and Yemen have a strong impact on the diversity of refugees, and disproportionately exclude Muslim refugees and those fleeing some of the world’s worst crises in Africa, Asia, and the Middle East. Without this immediate action, the International Rescue Committee now reports that your Administration is currently on track to admit fewer refugees than any other President in U.S.

I am committed to bridging the digital divide, and, like you, I believe the Lifeline program can help do just that. That is why the Commission adopted the 2017 Lifeline Reform Order, which seeks to focus Lifeline support where it is most needed and incentivize investment in networks that enable 21st Century connectivity for all Americans. The Order increased consumer choice by eliminating restrictions that barred Lifeline consumers from changing Lifeline providers for a year and protected consumers by barring low-quality services that offered mobile broadband in theory but failed to do so in practice. At the same time, I am deeply committed to ensuring that the Commission fulfills its obligation to be a responsible steward of the Universal Service Fund. It is critical to strengthen the Lifeline program's efficacy and integrity by reducing the waste, fraud, and abuse that has run rampant in this program for the better part of a decade. For example, GAO discovered 1,234,929 Lifeline subscribers who apparently were not eligible to participate in the program as well as 6,378 individuals who apparently reenrolled after being reported dead. That limited sample alone constituted more than $137 million in abuse each year. I agree with you that the National Verifier will be one important tool in eliminating this waste, fraud, and abuse.

Such a rule would essentially force families, including those with U.S. citizen children, to choose between getting the help they need to prosper- from crucial programs that provide medical care, food assistance, housing assistance, and early childhood education - and reuniting with those they love. These are not the ideals of our country, and we urge the Department to reconsider this ill-advised proposal. The proposal of such rule is a back-door attempt to circumvent Congress and unilaterally restrict family reunification. Expanding the definition of "public charge" under this rule would in essence create a new authority to bar immigrants from obtaining legal entry or permanent resident status in the country by virtue of caring for their family through the use of social services that they are legally entitled to use while under their current status. This proposed rule is not about preventing immigrants from taking advantage of benefits to which they do not have legal access - current law already prevents the vast majority of immigrants from accessing most Federal means-tested public benefits.

However, even as journalists are working tirelessly to deliver accurate reporting, the news workforce is facing an increasing likelihood of unprecedented layoffs. Absent immediate payroll assistance, many once-profitable media outlets – companies that put journalism first – will go under, and their news professionals will be out of work. The COVID-19 pandemic has decimated the news industry’s advertising revenues across all formats. Initial reporting estimates a 51% decline in spending on advertisements over March and April. This collapse is hitting digital-native outlets hardest, since most do not charge subscription fees and thus are disproportionately dependent on advertising revenue. For the professionals who work in digital newsrooms, federal financial support – whether by grant, loan, or other means – is all that stands between continuing to produce critical journalism and unemployment. Unfortunately, many of the current federal support programs omit digital-native outlets from assistance. The Payroll Protection Program (PPP), for instance, is only available to companies with 500 or fewer staff. Accordingly, the structure of the digital news sector – with multiple independently-operated niche websites frequently being affiliated with a larger parent entity – forecloses PPP support. There have been recent efforts in Congress to protect local news outlets by clarifying that local publishers that meet the SBA’s size standards and primarily serve a single city qualify for the PPP.
