Welcome to the 2019 NAFIS Fall Conference!

The theme is Building for the Future, which – in addition to acknowledging what those of us in public education do every day in our work with young people – recognizes the ongoing infrastructure debates in the nation’s capital. These debates include a particular focus on the facilities needs of federally impacted schools, with the introduction of the Impact Aid Infrastructure Act earlier this summer.

The conference theme also recognizes the importance of creating and maintaining a strong foundation for Impact Aid advocacy. Just last year we were reminded of the significance of this work as we fought back an attempt to redirect the program’s funding into private school vouchers. Because of the long-term efforts of the NAFIS Family building relationships on Capitol Hill and ensuring Congress and its staff understand the importance of Impact Aid, we had congressional champions willing to speak out and save the program. This conference is an opportunity to thank them and to continue developing our congressional relationships, building the foundation that is critical for protecting and strengthening the program in the future.

The conference comes at a crucial time, with the FY 2020 congressional appropriations process underway. We must bring a unified voice to Capitol Hill in requesting the funds that we need to provide our students with the opportunities they deserve.

Throughout the conference, you will get the latest information on Impact Aid, including the new and improved Impact Aid Grant System (IAGS, which replaces G5.gov as the application website this year). Our keynote speaker will address a challenge many of us face: building community support for schools in light of a national narrative claiming public education is failing. And in our breakout sessions, you will hear how other school districts are addressing common challenges like student transitions – and share your own efforts in those arenas.

There will be opportunities to connect with others in the NAFIS Family informally as well. For example, before you head to dinner on Monday, join NAFIS staff for a walk to the new National Law Enforcement Officers Memorial for fresh air and conversation. Be sure to come to the NAFIS “80s Arcade” – our closing reception – on Tuesday night. And back by popular demand: “Paint for a Cause.” Contribute to a group project for a community organization, meeting other NAFIS members while letting your artistic side shine.

As always, a highlight of the conference will be our day on Capitol Hill, where we will advocate for Impact Aid directly with our elected representatives and their staff.

As I come into my first conference as NAFIS President, I want you to know how honored I am to serve in this role. I look forward to working with you all to build a stronger future for Impact Aid and the students and communities we serve.

Impact Aid reimburses our school district for lost local revenue caused by the presence of nontaxable federal land. The conference also gave us the chance to connect with representatives of other federally impacted school districts and engage in deep conversations on important education issues. Since 2011, Kyle Fairbairn has served as the Executive Director of the Military Impacted Schools Association (MISA), a national organization of school superintendents. Its mission is to serve school districts with a high concentration of military children.

Prior to this role, Fairbairn ran the business department of Bellevue Public Schools (Nebraska) for 16 years, which introduced him to the MISA and NAFIS Family.

Fairbairn earned his degree at Kearney State College, which he attended on a baseball scholarship. He majored in business management with a minor in finance. With banking in his blood (his mother was a cashier at the local bank in the small Iowa town where he grew up, while his father was a high school principal), he began his career as a loan officer for a midsized bank in Nebraska and traveled the state working at different branches prior to making the career turn that brought him to Bellevue.

His wife of 23 years is a behavior teacher who keeps him in line with her skills and the knowledge that he might someday grow out of his behavior problems. They have two sons, ages 11 and 8, who are full bore into sports activities and keeping good grades at school.

Brent Gish’s career in public education spans 47 years. He has served as an elementary teacher, PreK-6 principal and district superintendent in federally impacted school districts in . He is currently the Executive Director of the National Indian Impacted Schools Association (NIISA), one of the NAFIS subgroups. In this role, he represents and advocates on behalf of nearly 600 Indian land school districts that together serve over a million students.

Gish has earned a bachelor’s degree, master’s de- gree and Administrative Specialist Licensure, and he has been awarded an honorary degree of Doc- tor of Education. He and his wife Gayle have two grown children.

Thomas Madden currently serves as the Executive Director of the Federal Lands Impacted Schools Association, representing more than 200 school districts that receive Impact Aid Section 7002 Federal Property funding. He is also a Partner of School Exec Connect, a superintendent search firm.

Prior to these roles, Madden served for more than a decade as Superintendent of Lemont Township High School District 210 in . Among his professional experiences, he has also had the privilege of serving as a principal, assistant principal, dean of students, athletic director, coach and teacher of elementary through college students. Active in his community, he has served on the Lemont Chamber of Commerce, the Lemont Area Development Council and Southwest Cook County Cooperative Association for Special Education (SWCASE), among others.

Madden earned his undergraduate and master’s degrees and administrative certificate at Northern Illinois University. He holds a doctorate from Loyola University of .

James Sarruda serves as the Superintendent of the Northern Burlington County Regional School District (NB), a position he has held for the past 26 years. The NB school district proudly serves the families from Joint Base McGuire/Dix/Lakehurst and is 25% federally connected.

Sarruda has been engaged with both NAFIS and MISA for over 25 years, and he is currently Past President of the NAFIS Board of Directors, having served as President the last two years. He has been actively involved in the establishment and growth of Mid-to-Low LOT Schools (a NAFIS subgroup), serving as its President for the last four years.

Sarruda has had the pleasure of working in both public and private schools. He has taught students elementary through secondary, as well as college and post-graduate levels, and coached a variety of athletic teams including football, wrestling, baseball, track and lacrosse. As a school administrator, he has served as an Area Supervisor, Principal and Superintendent of Schools. He received a Governor’s appointment to serve as a member of the New Jersey State Council on Educational Opportunity for Military Children.

Originally from Massachusetts, Sarruda earned his undergraduate, master’s and doctoral degrees from the University of , where he played varsity football for four years and rowed on the crew team during his time as an undergraduate.

Dr. John Draper has enjoyed a wide variety of ex- periences in his lifetime. He has been a newspaper reporter, construction worker, jailor, actor, timber buyer, musician, small business owner, choir direc- tor, soccer coach, Sunday school teacher and door- to-door aluminum siding salesman.

For the last 30+ years, he has been a middle and high school teacher, assistant principal, middle and high school principal, Executive Director of the Council for Leaders in Schools and CEO of the Educational Research Service. He is a renowned national speaker currently working with the National School Public Relations Association (NSPRA), a membership organization dedicated to helping educational leaders build community sup- port for schools and school districts. He has initi- ated conversations among school leaders across the country on engaging staff in active support of public schools.

Dr. Draper earned his undergraduate and graduate degrees at the University of Montevallo in Alabama and his doctorate from Samford University. He is most proud of his doctorate from the school of “hard knocks” earned as a middle school assistant principal in charge of discipline for 1400 students. He has done keynotes for hundreds of schools, school districts and associations across the country.

Sarah Abernathy has been the Deputy Executive Director of the Committee for Education Funding since 2016. She has close to 30 years of experi- ence working on education and budget issues in both Congress and the Administration, including at the Department of Education, the Office of Man- agement and Budget and the Department of Health and Human Services.

Before joining CEF, Abernathy worked for 18 years on the House Budget Committee Democratic staff, most recently serving as Senior Policy Coordina- tor focusing on budget issues relating to education, social services and job training, as well as envi- ronmental issues. Earlier in her career she spent six years as a legislative assistant for Rep. (D-NY) and Rep. Jim Moody (D-WI).

From 1994-1998 Abernathy worked at the U.S. De- partment of Education in the Planning and Evalu- ation Service, where she focused on rehabilitation services and adult and vocational education issues. During that time, she was detailed to the Office of Management and Budget’s education branch, where she supervised policy and budgets for spe- cial education and vocational rehabilitation. She was also detailed to the Health and Human Ser- vices’ regional office in , where she worked on child care and Head Start programs.

Abernathy graduated from and earned a Master’s in Public Affairs from the Wood- row Wilson School at Princeton University.

Rebecca Alcorn has served on Senator Mike Crapo’s (R-ID) legislative team since August 2016. She is currently a Legislative Assistant, handling policy matters pertaining to education, human services, pensions, Social Security and the Federal Judiciary. Prior to joining to Senator Crapo’s office, she served as a health and education policy aide for Representative (R-NC).

Alcorn received her Bachelor of Arts in Political Science from State University. She is currently pursuing her Master of Business Administration at the University of , College Park.

Aaron Larson is a legislative assistant in the office of Representative Dan Newhouse (R-WA). He covers a diverse set of policy areas, from education, civil rights and health to economics, finance and taxation.

Larson started in Representative Newhouse’s office in April 2019 after serving as a legislative assistant for Representative Erik Philip Paulsen (R-MN). He holds a BA in political science and government from the University of .

Moira Lenehan serves as senior policy advisor for Senator Jack Reed (D-RI). In that role, she covers a wide array of issues including educa- tion, families, labor and employment and social welfare. She has been in Senator Reed’s office since 2010, when she started as a legislative assistant.

Before coming to Senator Reed’s office, Lene- han worked as a legislative assistant for both Senator (D-OH) and Repre- sentative Ruben Hinojosa (D-TX). She holds a bachelor’s degree from in Washington, DC.

Lakeisha Steele serves as a professional staff member on the House Education & Labor Committee, where she leads on K-12 education for Chairman Bobby Scott. Prior to this position, she served as education policy advisor to U.S. Congresswoman (D-OR). Steele also previously worked for the Democratic Whip, Senator Richard J. Durbin (D-IL), where she was the policy lead on K-12 education.

Steele spent eight years working in the legal industry performing risk management for law firms. She holds a bachelor’s degree from Western Illinois University and a Master of Public Administration from . She is from Kankakee, Illinois, and also hails from the beautiful city of Chicago.

Marilyn Hall is the Director of the Impact Aid Pro- gram Office at the U.S. Department of Education. She has served the Impact Aid Program for over 25 years, most recently as Acting Director. As Program Support Group Leader, she supervised a team of 12 and managed the Impact Aid System, the program’s information technology asset. She also has been responsible for federal property eligibility research and determinations, Impact Aid payment formula calculations, financial man- agement functions, customer support and tech- nical assistance, special research projects and analyses, discretionary construction grants and state school finance equalization determinations.

Hall was Special Assistant to the Impact Aid Program Director from 1997 to 2005, assisting the Director in the full range of her responsibili- ties. Prior to joining the Impact Aid Program, she was with the Department of Education Budget Service from 1985 to 1997, serving as the Im- pact Aid budget and policy analyst beginning in 1990. She joined the Department of Education as a Presidential Management Intern (Fellow) and is also an Excellence in Government Fellow. Her very early career (1981-1983) was with the Navy Department.

Hall was educated in the Oak Ridge Public Schools in , where she was counted as a “b” kid for Impact Aid. Her bachelor’s degree is from the Georgetown University School of For- eign Service, and she earned her MPA from the Indiana University School of Public and Environ- mental Affairs.

The House and Senate Impact Aid Coalitions exist to strengthen the Impact Aid program and to educate Members of Congress on the program’s merits. The Impact Aid Coalitions are bi- partisan, serving as clearinghouses for information concerning the Impact Aid program and to alert Members when issues affecting the program are pending before Congress. They also work closely with the Executive Branch and Congressional Leadership to ensure concerns are heard and considered as policy decisions are made.

History In 1995, Representatives Chet Edwards (D-TX) and Jim Saxton (R-NJ) officially created the House Impact Aid Coalition. It began with approximately 12 Members of Congress. That num- ber quickly increased and in the 116th Congress stands at 78 members.

In 1996, at the beginning of the 105th Congress, Senators Kay Bailey Hutchison (R-TX), Tim Johnson (D-SD) and (D-WA) created the Senate Impact Aid Coalition as a partner to the House entity. It currently has 31 members.

Each Congress, NAFIS and its members reach out to continuing and new Members of Congress to ask them to show their support for Impact Aid by joining the Coalition.

Activity The Impact Aid Coalitions routinely write letters of support for appropriations requests to the Labor-Health and Human Services-Education Appropriations subcommittees, as well as the Education & Labor and Health-Education-Labor-Pensions Committees. They also send letters of support to the House and Senate Budget Committees. In addition, members of the Impact Aid Coalitions provide testimony before the various committees of jurisdiction.
