SMB/7060/DL for IEC Use Only 2020-06-09 SMB/7060/DL For IEC use only 2020-06-09 INTERNATIONAL ELECTROTECHNICAL COMMISSION STANDARDIZATION MANAGEMENT BOARD SUBJECT Decisions taken at SMB meeting 168, held virtually on 2020-06-08/09 SMB Decision 168/1 – Revised SMB agenda SMB approved the revised agenda as amended and given in document SMB/7025B/DA. SMB Decision 168/2 – TC/SC/SyC reports and SBPs SMB, by consent: • approved 20 reports, including SBPs, from TC/SC/SyCs, listed in Annex A of the decision list; and • expressed appreciation to the Chairs and Secretaries of all the TC/SC/SyCs for the reports submitted. Comments made by SMB members during the comment/approval process have been submitted directly to the TC/SC/SyCs concerned. SMB Decision 168/3 – CAG – ahG 87 Code of Conduct for technical work SMB set up ahG 87, Code of Conduct for technical work, with the following scope: • Review the current IEC Code of Conduct, taking into consideration ISO’s and CAB’s work in this area, to propose revisions and improvements. • Determine how to address breaches to the Code of Conduct. • Propose an updated Code of Conduct for technical work for easier use by National Committees, technical experts, and Central Office staff. • Recommend appropriate communication and/or training activities. SMB requested ahG 87 to provide its final report at SMB meeting 170 in February 2021. Convenor: Lynne Gibbens (CA) Members: AT, AU, CN, DE, ES, FR, GB, IN, IT, KR, SE, US, CAB SMB Decision 168/4 – CAG – ahG 88 Covid induced consequences SMB set up ahG 88, Covid induced consequences, with the following scope: • Review and assess impact (including opportunities) of Covid-19 on the technical work. 1 / 12 • Develop a survey among TC/SC/SyCs, National Committees, and other relevant organizations to gather related experience, best practices or issues. • Collaborate with existing initiatives in the Masterplan Implementation Plan, such as new ways of working (including remote participation) and other groups (e.g. SG 11, SG 12, ahG 86). SMB requested ahG 88 to provide its final report at SMB meeting 170 in February 2021. Convenors: Vimal Mahendru (IN), Ralph Sporer Members: AU, CA, CN, DE, ES, FR, GB, IT, JP, SE, US SMB Decision 168/5 – ahG 84 Sustainable Development Goals SMB thanked Vimal Mahendru for his presentation and congratulated ahG 84 for the work accomplished. SMB noted that all recommendations from ahG 84 had been approved and asked ahG 84 to address the comments made in document SMB/7027A/RV. SMB further requested Central Office to implement the recommendations appropriately. As ahG 84 will continue to work until Council Board decides on the future work related to SDGs, SMB asked ahG 84 to support the transition to Council Board ownership. ahG 84 will be disbanded once the transition is completed. SMB Decision 168/6 – ahG 85 IEC Secretariats SMB thanked Miguel Ángel Aranda Gómez and Lynne Gibbens for their presentation and noted that all recommendations from ahG 85 had been approved. SMB confirmed that the Technical Officers are responsible for identifying and raising issues occurring with Secretariats, based on the Directives, after necessary consultations with the TC/SC/SyC leadership and the National Committee holding the Secretariat. When such issues are reported, SMB will deal with them on a case by case basis. SMB requested DMT to include a concise description of Assistant Secretary, taking into account the comments made by SMB members, in particular the recommendations such as considering gender and geographical diversity. SMB also agreed to include the criteria and process for the allocation of Secretariats when two or more National Committees have expressed their interest into the SMB document for rules and procedures, with all relevant details there. SMB further noted that no consensus could be found on introducing terms of office for Secretariats and decided to keep the current practice as laid out in the Directives. SMB thanked ahG 85 for its work and disbanded it. SMB Decision 168/7 – ahG 86 Future of Digital Transformation including system approaches SMB thanked Ralph Sporer for his update on the work of ahG 86. SMB noted that the draft IEC Digital Transformation vision and strategy document had been approved and asks ahG 86 to address the comments made by SMB members. SMB asks Council Board to review and approve the Digital Transformation vision and strategy document. SMB asks Council Board to consider the Digital Transformation vision and strategy document developed by SMB as the base for conversion into an IEC wide strategy and subsequent implementation. 2 / 12 SMB/7060/DL SMB Decision 168/8 – SG 11 Hot Topic Radar SMB thanked Emmanuel Petit for his update on SG 11 activities and looked forward to a more thorough discussion at the next SMB meeting. SMB Decision 168/9 – Proposal from the Chinese NC on Robotics for electricity generation, transmission, and distribution systems SMB thanked Jianbin Fan for providing an overview of the proposal from the Chinese National Committee on Robotics for electricity generation, transmission and distribution systems. SMB noted the strategic importance and urgency of this subject. SMB asked its Secretariat to facilitate a web meeting to allow the Chinese National Committee to present the proposal to and gather feedback from National Committees as well as from interested TC/SCs, in particular TC 8, TC 18, TC 57, TC 65, TC 78, TC 82, TC 88, TC 114, TC 123, PC 128, and ISO/TC 299. SMB will make a recommendation after the web meeting. SMB Decision 168/10 – Council Board (CB) SMB wished Philippe Metzger, General Secretary and CEO, success in his new role and thanked him for his presentation on the ongoing governance review process, his vision for the IEC strategy, and the priorities for the Central Office. SMB looks forward to supporting him in addressing the key challenges faced by the IEC, and in particular the development of a Digital Transformation strategy. SMB Decision 168/11 – ISO/TMB SMB thanked Antoine Morin for providing an update on ISO activities and looks forward to continuing the fruitful collaboration with ISO/TMB. SMB Decision 168/12 – Standardization Programme Coordination Group (SPCG) SMB thanked Joyce Bleeker for providing an update on the work of the SPCG and welcomed the increased communication between the three respective boards of IEC, ISO and ITU-T, in particular the mechanism that has been implemented to address conflicting issues. SMB will keep monitoring on an annual basis the progress made by the SPCG. It is intended to be of use both to IT people working in broadcasting and to broadcasting people working with IT, and to both managerial and technical in either field. Some parts of it will seem over-simplified and some parts over-complex, but they will be different parts for different people. This is the inevitable consequence of trying to produce such a broadly accessible document. Further, it will be seen differently depending on how far along the path of 'system integration' that the reader's organisation has progressed. It might be a welcome source of information to supplement an existing development or it might be an alarming introduction to what the future holds. The EBU P/MDP Project Group was established in the autumn of 2003 to study the topic of Middleware, as the term 'Middleware' is used extensively in technical discussions but often lacks a clear definition. Triggered by this, the group started out to define Middleware terminology as well as to produce an in-depth study of the problems and the opportunities. In doing so, it became clear that what the group was really studying was 'System Integration Architectures'. The group subsequently gathered Members' experiences and held meetings with manufacturers’ representatives to discuss this topic1.

All text is normative except for that in the Introduction, any section explicitly labelled as ‘Informative’ or individual paragraphs which start with ‘Note:’. Normative text describes indispensable or mandatory elements. It contains the conformance keywords ‘shall’, ‘should’ or ‘may’, defined as follows: ‘Shall’ and ‘shall not’: Indicate requirements to be followed strictly and from which no deviation is permitted in order to conform to the document. ‘Should’ and ‘should not’: Indicate that, among several possibilities, one is recommended as particularly suitable, without mentioning or excluding others. OR indicate that a certain course of action is preferred but not necessarily required. OR indicate that (in the negative form) a certain possibility or course of action is deprecated but not prohibited. ‘May’ and ‘need not’: Indicate a course of action permissible within the limits of the document. Default identifies mandatory (in phrases containing “shall”) or recommended (in phrases containing “should”) presets that can, optionally, be overwritten by user action or supplemented with other options in advanced applications. Mandatory defaults must be supported. The support of recommended defaults is preferred, but not necessarily required.
