Foreword

The London Borough of Southwark has always been a centre of creative excellence with a vast cultural footprint that sets it on the international stage. All the way from its docks and bridges lining the River Thames, down to its greener edges in the south, there are world-class galleries, museums, colleges, and community libraries with busy events calendars. We are home to makers and creators, film sets and festivals, spaces and studios. The people living, working and studying in Southwark, and our growing visitor numbers, all contribute to this diverse, unrivalled cultural landscape.

Why, then, do we need this strategy? It is precisely because of Southwark’s rich cultural and creative heritage that we have a strategy. Times are changing, and as with London and the rest of the UK, the borough is facing a new and ever-shifting set of social and financial challenges. Examination of these challenges for the cultural and creative sector and the impact of regeneration in the borough have shaped this strategy as a response. Heralding unprecedented levels of co-operation and integration, our aim is to embed culture within our everyday priorities, developing a consistent cross-council approach to culture. With the aim of advancing access for all of Southwark’s residents to the wealth of culture on their doorsteps, the borough’s children to be able to consider a sustainable career in the arts, this strategy looks at ways of maximising on a strong creative economy through support for businesses and the growing night- time and digital economies. All this is underpinned by the vital recognition and protection of the strong sense of place, often driven by an area’s artistic and cultural output, felt across the borough from Elephant and Castle to Peckham Rye. The strategy is integral to delivering our Fairer Future promises. These include:

Where we are now

Southwark is a culturally innovative place with creative people, prospering businesses and organisations around the corner. We have achieved a great deal, some key milestones include:

Through our research and consultation we have developed a strategy consisting of three themes and a series of commitments, underpinned by an action plan, which will be collaboratively delivered with partners. The themes are:

Creative economy

Southwark is an increasingly popular start-up location for the creative industries. The creative economy is a major growth area for the UK. At the time of writing this strategy, one in eleven of all UK jobs is in the creative economy1. The night time economy in particular supports one in six jobs for people aged under 18.2

Creative growth

During 2017 it is estimated that 40 per cent of the borough is currently under development, with a regeneration value across the borough totalling £4 billion.5 With a population of 307,000, it is one of the most densely populated boroughs in London. There are significant areas of regeneration at Elephant and Castle, Canada Water, East Walworth, Peckham, Old Kent Road, Camberwell and Blackfriars Road. The population of Southwark is expected to rise by 15 per cent in the next ten years as new homes in these areas are developed.6 Areas of Southwark have grown and developed because of a rise in the clustering of creative industries. Protecting and growing cultural venues and workspaces has allowed this creative output to drive places with strong identities and characters that are deeply felt by residents and visitors.

Creative people

Southwark’s community is incredibly diverse, and this is one of our most valued assets. At present, 42 per cent of Southwark are 20 to 39 year olds. It is estimated that the over 65 age group will grow the fastest over the next five to ten years, making up 32 per cent of the population. The community is ethnically diverse; a trend which is predicted to continue into the future, with the BME population projected to grow the most in the next ten years. Southwark is the 41st most deprived local authority in England and the 12th most deprived borough in London. 10 per cent of children and young people and 20 per cent of adults in Southwark are estimated to have a mental health condition, most of which began in childhood. Mental ill health is linked to deprivation.

Methodology

Terminology

Throughout the document we have referred to the following terms:

Term Definition

The creative industries Businesses which have creativity as their core function such as museums, theatre and architecture9.

The creative economy The creative industries plus non-creative support jobs which exist as a result of the creative industries, for example catering, cleaning and finance functions for a theatre. It also refers to creative jobs which sit outside of the creative industries, for example a graphic designer in a property development company.

The cultural sector Creative industries, voluntary and third sector organisations.

The strategy does not encompass sport, education in schools or the peripatetic music services.

Areas of meadow and woodland are located close to the boundary of the event site. The risk of this events impact on ecology is low due to the habitat present.

Specific observations Bats All bat boxes present within the event boundary will be inspected by a licenced bat worker prior to the event setup. Some illumination will be provided. The event will avoid illuminating any trees with bat boxes in them. Red spectrum lighting does not disturb bats as much as white or blue spectrum light so any illumination of trees will use red lights and will avoid illuminating the canopy. Site lighting and illumination is only expected to come into full effect during twilight and so effectively only for the last 1-1.5 hours of the event. Birds The woodland edge is the most sensitive area for nesting as it affords the most suitable habitat. The fencing will be situated 3 meters away from the woodland on the other side of the adjacent path. If nesting is identified during the survey in the tree line the fence will be moved in to provide a 5 meter buffer from the nest site. Studies have shown that prolonged noise pollution can have a detrimental affect on birds and nesting success. There is little evidence to indicate that very short term music events impact on nesting success. To establish if short term noise events have an affect on nesting an independent ecologist will survey the site 2 days before the event setup for nesting birds. This will establish the presence or absence of any active nests. A follow-up survey 2 days after site vacation will be undertaken to assess if any impact on nesting. Ground-nesting birds – The likelihood of the event causing disturbance to ground nesting birds is considered to be negligible because of the high level of dog walking in the park.

Trees The tree root zones are to be protected. Tall fencing is to be installed around any young and vulnerable trees on site.

1. Introduction

Joynes Nash has been tasked by We are the Fair to consider both the feasibility and approach to noise management which could be adopted for the Gala events which are proposed to take place on Peckham Rye on the 27th & 28th May 2018.

The event will run from 11:30-22:30 on the 27th and from 11:00-22:00 on the 28th. Gala is an event which will run with three stages, with one main stage and two smaller ancillary stages.

2. About the Noise Management Strategy

We are the Fair and its advisors are committed to proactively manage noise and have successfully held events of a similar nature for many years throughout the UK. This strategy looks to consider the feasibility of the venue, outline mechanisms for the control of noise during any event, ensure that any event accords with relevant guidance, does not cause a Public Nuisance and ensure that mechanisms are in place to effectively manage complaints.

3. An introduction to Joynes Nash

Joynes Nash is a leading acoustic consultancy for the live events industry. We have extensive experience of live music events and a proven track record of working with event organisers to enhance the audience’s experience, whilst preserving the image of events and venues.

Our consultants experience has ranged from relatively small scale to major events staged both in urban and residential environments, providing for tens of thousands of people. Projects and clients have included Printworks London, Garage Nation Festival, Olympic Torch Relay, Guards Polo Club, Tramlines Festival, Liverpool Sound City, Red Bull Future Underground and Holi One Tours.

We consider despite the many technical challenges that events bring, that relationships between all interested parties are of paramount importance and that each and every one of these understands situations clearly. We therefore approach each event not in isolation, but carefully consider the public image of events, the venues and the thoughts of the wider community to make events successful and to secure venues for future years. . 4. Site Context & History

Peckham Rye is a situated in the London Borough of Southwark and is used for many small scale cultural and sporting events throughout the year. However it is not believed to have held a major music event in recent years.

In terms of sensitive receptors, the venue is surrounded by residential premises, and the stage location has been chosen with this in mind.

5. Premises Licences

A premises licence has been granted for the event, following a licensing sub-committee hearing.

The licence sets the music noise limit at 75dB, LAeq (15 min).

6. Permitted Noise Levels

The main guidance for any festival is contained within the Code of Practice for Concerts 1995, which whilst still current, now comes with a caution on its use as it does not reflect the deregulation brought about by the Licensing Act 2003. The approach detailed in this strategy and to be adopted throughout is consistent with such.

Regarding permitted levels, urban parks present several challenges and indeed there needs to be a careful balance between the needs of the organisers being able to deliver a successful event and the impacts on the local community. In recent years, we have seen many debates on permitted levels and the guidance is currently subject to review with a view to taking a more pragmatic approach to the control of noise. This has been further driven by the economic constraints placed on Local Authorities as they look to use the urban spaces to generate additional income from events not typical of previous uses both in terms of scale and content.

The outcome of which is that for many urban spaces to operate we have seen a relaxation in the permitted levels, largely to reflect those in urban stadia where the permitted levels are 75dB(A). This approach is consistent with the findings of the DEFRA study NANR 292, in that the source location for the concert does not have any impact on the annoyance of residents, so the differentiation between parks and stadia is irrelevant.

Our approach as always is to seek a relaxation only where it is necessary and ensure that during any such event any exceedance of a permitted level is both justified and necessary.

Joynes Nash have been successful in delivering similar events both at Henley Royal Regatta, Tramlines, Pub in the Park Marlow, Walthamstowe Garden Party and at the Tetley in Leeds. Our approach has always been to monitor front of house levels, to ensure that such remain between 95 – 100dB(A), the minimum considered necessary for an event, and then balance such with offsite observations. Control is therefore always maintained throughout and it is demonstrable that there has been no unnecessary increase or creep in noise levels.

In London, we routinely see limits being increased in urban parks such as Hyde Park, Victoria Park, Boston Manor Park, the Olympic Park, Wembley Park and those across the London Borough of Lambeth. The following table illustrates the various permitted levels throughout the UK.

Outside of London there are many other venues such as Heaton Park and Lancashire County Cricket Club in Manchester which are understood to have operated with license conditions restricting the music noise level to 80dB LAeq(15min). Likewise, The Den, Teignmouth and Luton International Carnival operate with levels up to 84dB(A).

This is an indication that the festival can operate without undue public disturbance at the target level of 75dB(A). Likewise, during inaugural events, or as in this case a new venue, a commitment is made to a post event review, to learn and develop for future years and in doing so we commit to release all data and observations gathered during the event.

There is no reason such approaches cannot be considered acceptable for this event.

7. Low Frequency Noise

At the time of publication of the Noise Council Code, little information on the community response to low frequency noise from concerts was available. Footnotes were included in the Code which concluded, in the absence of any precise guidance, that a level of 70dB in the 63Hz and 125Hz octave band was satisfactory and that a level of 80dB or more in either of those octave frequency bands causes significant disturbance. The study referred to in the guidance is in fact based on low frequency sound from concerts and relates to impacts at locations 2km away.

Near to the venue, the use of the LAeq index will adequately take account of the low frequency sound as the music’s frequency spectrum is dominated by the low frequency bass sounds and in these circumstances the A-weighting network is sensitive to changes in the music noise level. The

LAeq criterion will therefore limit the low frequency sound adequately. This approach has been supported by research carried out on behalf of DEFRA.

What is therefore proposed, is that we deal with the low frequency element based on professional experience both onsite and offsite. Experience suggests that to maintain a satisfactory level within audience areas individual frequencies between 40 and 80Hz should be kept between 105 and 115dB. Offsite the key is to then identify and rectify any frequency imbalances between the 1:3 octaves.

8. Preliminary Site Feasibility Study

Following the granting of the licence, a small alteration to the original indicative site layout has been necessary, noise predictions have been carried out at the most sensitive receptor positions based on the revised layout shown below.

The following assumptions have been made in predicting noise levels.

• An orientation correction of between 0db and 15dB is assumed for noise sensitive properties depending on the location relative to the stage location.

• Distance attenuation is based on progressive attenuation under neutral meteorological conditions

• Where appropriate, attenuation has been considered for the effect of barriers between the noise sources and noise sensitive premises. BS5228 Code of Practice for noise and vibration control of construction and open sites (2009) gives a working approximation of the effect of a barrier or other topographical feature. An attenuation of 10dB is assumed when the noise screen completely hides the source from the receiver.

Predicted Receiver Levels

The predicted receiver levels have been determined using a distance attenuation correction of (L2=L1-20log (r2/r1). The source levels utilised are based on experience from similar events.

The calculations are conservative, in that they do not consider any attenuation such as provided for by crowds, ground attenuation, the presence of portable structures on site etc. Neither do they consider the presence of boundary treatments which typically surround residential receptors and offer additional levels of attenuation.

Limitations

It must be noted that noise predictions have several limitations with respect to live sound and whilst providing a relatively accurate indication of noise impact at sensitive premises, final levels can vary during actual operation of the event. Meteorological conditions such as temperature inversions and wind direction may for example have a significant effect and experience suggests that noise levels may be increased by up to 10dB.

9. Sound System Design and Setup

There is significant variation in the directivity of different sound systems provided by the various manufacturers, largely around the horizontal dispersion of the loudspeaker.

Therefore, the sound systems would be designed and set up in such a way as to minimise noise impact at noise sensitive properties. Sound systems would be flown to focus the noise into the audience area, with a requirement for array style systems. There configuration would also aim to minimise horizontal and vertical dispersion to reduce overspill from the intended coverage areas. To achieve this any hung system would be positioned as low as possible to achieve full audience cover. Consideration would be given to delay speakers to achieve satisfactory audience cover, whilst not using excessive sound power from the stage.

Sub bass systems would also be set up to provide a cardioid dispersion patterns to maximise the directivity of sound systems and minimise low frequency noise levels behind the stages.

During the event any guest engineers or individual acts would have only limited control over the main PA system in their area. The maximum level at sound sites would be directly under the control of the Festival Organiser or its contractors and adjusted only by them.

10. Sound Check and Rehearsals

Sound checks would be conducted immediately before any event for an expected 1hr. These would be used to calibrate levels both internally within the event site and externally at receiver positions. Such levels would then be used as a guide throughout the event and will be established using music of a similar type. The Local Authority are invited to attend such should they wish.

11. Noise Control Monitoring

Prior to any stage running, the stage manager and sound engineers would be briefed by Joynes Nash on the importance of limiting any off-site disturbance and compliance restrictions.

The engineers would be encouraged to leave some “headroom” early in the event to provide a safety margin to allow for some upward movement of levels, should that be necessary to maintain audience satisfaction or permit headline acts.

The intention would be to initially run the systems at an anticipated audience satisfaction level), based on the audience levels of 95 - 98dB(A) and to modify them should that be necessary following off-site level monitoring throughout the event. Likewise, on site levels would always reflect audience size and dynamics (for example earlier in the day overall levels may be lower to reflect smaller audience size).

Provision would be made for fixed monitoring positions at an appropriate position, either at a mid-way point between the event and receptors or at front of house position(s). This position would be used to continually monitor levels throughout the event and provide a visual reference of levels to engineers and/or consultants. Arrangements will also be made to ensure that front of house levels at each of the individual stages will be periodically monitored during the event.

Throughout any event consultants would remain responsible for proactively monitoring noise. This would be done through conducting measurements at predetermined locations both internally and externally of the arena. Such positions would be dependent on final site layout, weather conditions etc.

Typically, we’d expect measurements to be conducted over a 15 minute period, albeit shorter measurement periods may be undertaken to determine compliance in line with the code of practice (i.e. it is typical that 5 minute measurements give a good indication of compliance over 15 minutes). All measurements would be recorded and be available for inspection at any time by the local Authority during the course of any event.

The sound monitoring team will be in contact with event control should any action need to be taken during the event and have authority to instruct the sound engineers to adjust sound levels.

12. Procedure for Responding to and Dealing with complaints

Good Public relations is a key pre-requisite of any work conducted by either Joynes Nash or Slammin Events as it has been repeatedly proven that prior awareness of a festival is important in managing resident’s expectations and allaying concerns. Surveys have even supported the fact that as prior awareness of a concert increases, the likelihood of being annoyed by noise falls.

The promoters would therefore ensure that an appropriate form of communication will be made with local residents, such as by letter or newspaper advertisement prior to the event; informing them of the details and including start and finish times of both the event and any sound checks. The form of communication will also include a dedicated number for noise complaints.

A telephone complaints line would be available for the duration of the event. Should any noise complaints be received, a consultant would investigate the complaint and if noise levels are deemed unacceptable, immediate action would be taken to reduce the levels of the noise source.

A complaints log would be maintained throughout the event, detailing addresses of complaints, times and actions. Such would also be available to the Local Authority on request along with actions taken, etc. The consultant would be contactable by officers of the Local Authority and available to deal with any matters arising at all times throughout the event.

13. Noise Management Resource

The size of any team deployed would allow for sufficient persons to conduct off-site measurements and on-site measurements to facilitate any reduction in noise levels.

All sound level meters used for the purposes of environmental monitoring would be integrating meters to Class 1 specification and subject to current calibration. At least one meter will be capable of real-time octave and/or one third octave band analyses.

Measurements within the sound sites would be made from fixed datum locations to provide representative levels against which changes can be made and measured. Where practical, meters and displays will be set up at Front of House positions with A weighted rolling 5 min LEq’s as well as SPL to provide a reference points for sound engineers. All measurements will be logged.

14. Local Authority Liaison

The Local Authority would be provided with contact details of those responsible.

Acoustic Consultants would work closely with the Local Authority, agreeing any changes to off- site monitoring positions, sharing noise data observations and other information wherever possible. The role performed by consultants is to ensure that any requests by the Local Authority are actioned by the festival organisers. All requests relating to noise would be routed through them to ensure that any noise issues are properly managed and dealt with as soon as possible. Results of any investigations and actions will be fed back to the Local Authority as soon as practicable or as agreed.

References to contact with Local Authority Officers are obviously dependent upon whether they wish to attend the event and does not infer any commitment on the part of any Authority.

15. Post Event Reporting

Following completion of the event, a report would be made available to the Local Authority within 2 weeks of the event, detailing the findings during the event and any recommendations.

16. Setting Up, Dismantling of Venues

During any event set up and dismantling, all works which would be likely to cause disturbance at residential properties would be conducted between the hours of 0800 and 22.00hrs. Within these times and as so far as reasonably practicable, all measures to minimise noise would be undertaken to ensure that no undue noise disturbance is caused to residential premises. This would be monitored by site management throughout the duration of the build and dismantling of the venue. The same arrangements will be in place during the event days.

17. People and Crowd Noise

Whilst there is no formal mechanism for evaluating or controlling crowd noise, consideration would be given to minimising such as critical points such as during arrival and dispersal from the event. This would generally be done by ensuring that queueing where possible would be conducted internally rather than externally of the Park. Likewise, appropriate mechanisms to stagger arrival and departure, temporary screening, marshalling and signage etc. would be considered for any event.

Marshals would marshal and monitor the entrance and egress from the premises including the behaviour of those within the vicinity of the premises. This would help achieve orderly arrival and departure of persons and will reduce the risk of nuisance occurring.

18. Conclusion

The United Kingdom has a diverse and vibrant music festival sector, which has been established for many years at numerous sites throughout the Country. The team behind this proposal have chosen to fulfil their ambitions and bring an inaugural event to a new venue, and accept all the challenges that go with such.

Unlike for established festival venues the primary challenge is that the impacts are unknown, local communities and regulatory services are undoubtedly nervous and their acceptance needs to be obtained. It is this challenge that the event organisers aim to address, to secure the venues future from what is accepted to be a trial year in 2018.

The key as always is to also engage with all stakeholders throughout the lifecycle of the event, manage their expectations and listen and learn for future years. The team are committed to making this work and would engage in a P.R campaign prior to the event and conduct a review process after the event to review the outcomes.

The noise feasibility and management plan presented above aims to address all the challenges and look to ensure that an acceptable balance is maintained between the needs of the event organisers and the local residents.

Finally, well organised festivals and events are recognised for their ability to produce benefits for the local economy, bring life to an area and create interest in an area. It is hoped that in principle that agreements can be reached on permitted noise levels and thereafter this strategy would continue to be updated with technical studies as necessary.

Appendix A – Summary of Noise Measurements

1. Introduction

Joynes Nash were appointed by We are the Fair to consider the management and control of noise from Gala Festival and Jam on the Rye, at Peckham Rye on the 27th and 28th May 2018.

2. About the Noise Compliance Report

Those responsible for the event were committed to proactively managing noise, minimising any impact from the event, whilst still operating at commercially acceptable levels. This compliance report is to satisfy the requirements of the various premises licenses and details any actions taken throughout the duration of the event to control and manage noise.

This compliance report should be read in conjunction with the Noise Management Plan prepared prior to the event and in line with the premises licence for the event.

3. Event Outline

The events took place between the hours of 11:30 and 22:30 on the 27th and 11:00 and 22:00 on the 28th within the surrounds of Peckham Rye. The Gala Festival was a music based festival, with a strong local theme. The music was mainly of a disco type, with a mix of live acts and DJ’s. The Jam on the Rye was a more family orientated food and music event, with music more of the reggae genre.

There was one outdoor main stage with two secondary stages, one of which was a tented dome.

4. Measurement Positions

The primary measurement positions for the event were those identified within the NMP, these being Friern Road, Parklands flats, Shelbury Road and outside Frome House on Peckham Rye.

In addition to the off-site monitoring a Class 1 sound level meter was set up to log and record levels at the front of house position for the main stage, and to act as a guide for the sound engineers.

5. Summary of Noise Management Activities Undertaken

The sound engineers were briefed prior to the event as to the progression of levels throughout and the need to maintain control to leave appropriate headroom for headline acts. The two secondary stages were set at what was considered an acceptable level and then the system locked off at the amps at those levels.

Throughout the event measurements were made, and several small tweaks to the low frequency spectrum were undertaken. Compliance for requests of reductions in levels were immediate and a very positive relationship with the sound engineers was maintained throughout the event.

There were no exceedances of the permitted levels and it was only for the headline acts that the off-site level came close to the limits. As the audience was gathered around the main stage for these acts, the throw of the speaker array was shortened to limit the offsite impacts.

On the 27th the event finished exactly on 22:30 and on the 28th it finished at 21:56.

All observations and actions are detailed in Appendix A.

6. Complaints

Joynes Nash were advised of several complaints to the complaint line, the details of which are held by We Are the Fair, where the complaints were from areas that were not being already monitored then a visit was made to the area.

7. Conclusion

The event promoter and their technical advisors were committed to ensuring that the event took place whilst maintaining an acceptable balance between the needs of the community, the venue and the audience. There were no breaches of the set limits and at all times the event operated under those permitted within the events Licence.

A number of residents commented to us whilst we were taking readings, that the noise impact was far less than it had been expected and they were surprised and pleased to see that the event was monitoring, and limiting, its own noise.

Waste Management A dedicated and experienced festival cleaning company have been engaged to keep the site and surrounding areas clean both during the festival and following the conclusion of the event. There will be no loading or unloading of onsite skips between 20:00-08:00 to minimise disruption to local residents.

Ground Management A damage deposit is paid to Southwark Council. Following the conclusion of the event break down the deposit can be used to ensure that the Park is left in the same condition it was found. We will be responsible for ensuring that the park is restored to its previous condition.

Security Adequately qualified and competent SIA Security and Crowd Safety Stewarding professionals will be provided by a recognised security firm. They will be on duty both within the festival site and wider Park.

Frequently asked questions

For residents

1. Where is the festival happening in the park? The festival is taking place within the pink shade area shown on the map below.

2. Will the whole park be closed? No. The park and common will remain open and accessible as usual apart from the area shown above.

3. Isn’t the park usually closed by the time the event will finish? The park will close as usual from 21:00. The organisers will have control over one park gate to allow people to leave. Once the audience are out of the event, the site will be fully checked before it is locked.

4. How will equipment be brought onto and taken off of site? Access via Strakers Road will be used as the route for production vehicles. The entrance and route to the site will be staffed at all times by event security who will know which vehicles are expected and allowed to enter the site. Traffic Marshalls will walk vehicles through the park to ensure the safety of the public.

5. How will you clear up after the festival? The organisers will be employing a professional event cleansing company to cleanse inside and outside the venue. Litter picking teams will be deployed to the common, the remainder of the park and surrounding residential roads to ensure that any event litter is collected as it is dropped, or soon after. Litter picking rounds will begin as people start to attend the event and will run into each night to ensure that the ground is clear for the following day. A residents hotline number is available throughout the weekend for residents to call – a response team will be sent as quickly as possible to anyone reporting problems with noise or event litter: 020 7998 3091. The cleansing team also have a remit to recycle as much waste as possible to limit the amount going to landfill. There will be no loading or unloading of skips between 20:00 and 08:00 to minimise disruption to residents.

6. Will there be security? There will be security fencing around the perimeter of the event site to contain all event activity within the event site. A professional event security company, who have considerable experience with this type of event, have been employed. Security personnel will be on duty both within the festival site and the wider area throughout the duration of our time in the park.

7. Will the event cause lots of damage to the park? We are working with the council so that measures, such as trackway and fencing, are put in place to minimise damage to the park. In our contract with the council, we are obliged to pay for all damage caused and a site visit before and after the event will highlight any issues. A damage deposit that has been paid to the council will be used to fund any repairs required. Any costs above this will be paid for by us.

8. How is everyone going to get home if Peckham Rye station is closed? We are currently developing a full exit plan for the end of the event with a number of options in consideration. As Peckham Rye station will be closed, we are working with Transport for London, Network Rail, Southern Trains, Thameslink, Southwark Council Highways and Parking teams on how to use the remaining transport links and hubs and how we can work to prevent overcrowding and disturbance especially at the end of the event. The organisers will be employing a professional event security company to manage people outside the venue. Qualified event security personnel, supported by trained event stewards, will be strategically deployed to areas around the park, common and in residential areas, to aid the flow of people away from the site as safely and as quickly as possible.

We are also developing plans for a managed pick up and drop off area for taxis nearer to the event site.

9. Will this event be noisy and disturb my weekend? Acoustic noise consultants have been appointed to develop a noise management plan, which has been designed to minimise noise nuisance to local residents. We are working with Southwark Council’s Environmental Protection Team during the planning and delivery stages and will be monitoring noise levels throughout the event, both within the site and at agreed points adjacent to residential properties, ensuring that the levels agreed with the Local Authority are not exceeded.

The event will close in phases from 21:30 on both days including stages, bars and caterers. Operating this type of closure will reduce the numbers of audience leaving at one time, helping to minimise the impact on public transport and noise. Security personnel and stewards outside the event site will guide the way for customers leaving and will be directing people to keep the noise to a minimum.

10. Will the event impact on local wildlife? An ecology study regarding the impact of the festival on wildlife states that it is generally considered that the risk of the event’s impact on ecology would be low, providing certain measures were taken to protect habitats and avoid disturbance.

With regards to specific species, it was advised that those measures would include:

Bats: Avoidance of illuminating trees, notably the mature trees with bat boxes in them. If illumination is required, then only red lighting should be used. Avoid illuminating the canopies of all trees.

Birds: The woodland edge was identified as being the most sensitive area for nesting birds and so careful consideration of where perimeter site barriers are placed was considered. It has been advised that a further ecology study should be completed six weeks before event production starts to survey the whole site for nesting birds. The survey will establish if there are any active nests or sensitive areas present at that time and if there are, the lay-out of the event space will be amended accordingly to accommodate them.

Any noise impact on birds will occur over a short period of time. Studies have shown that noise pollution is known to have a negative impact on breeding bird populations where it occurs over a prolonged period of time.

Trees: the protection of trees and tree roots is essential and the saplings in the area central to the site will be protected and completely out of bounds. The meadow area to the South of the event site is not included in the Gala site and will be protected.

11. Will there be sound checks before the festival opens? Yes for one hour before, at approximately 10:00hrs

12. What will you do if it rains a lot? There are contingency plans in place for wet weather including the use of trackway to protect the grass. We are aware that this will be especially important as the ground on the festival site can easily become water logged during wet weather conditions. All of our equipment including electrical equipment is designed for use in wet weather conditions. We are working extremely hard to ensure that our impact on the Park and its wildlife will be kept to an absolute minimum. The site has been designed to keep large bits of event infrastructure away from areas that will become sensitive if it rains a lot.

13. Why this location in the park and not the common? As Gala is a music festival the promoters want to ensure good sound quality and acoustics at the event. In a very large open space like Peckham Rye Common sound bleed from stages is a big problem and noise nuisance is likely to be a concern for residents. The area of the Park the promoters have chosen is more contained and this will help to reduce noise coming from the event. The event promoters also liked the features of the park when considering the back drop to their event site.

14. How will the Council monitor your use of the park? There are a number of Council departments monitoring the planning and delivery of the Gala event. Officers from Events, Parks, Licensing, Environmental Protection and Emergency Planning alongside non-council agencies such as Transport for London and the police are involved in signing off event plans and ensuring that all conditions are met by us in the run up to, during and after the event.
