2. INTRODUCTION OF THE PROJECT/ BACKGROUND INFORMATION

The project is proposed by M/s. Rashtriya Ispat Nigam Limited/ Visakhapatnam Steel Plant. The name of the project is GARBHAM MANGANESE MINE. The lease document the mine is attached. The details of the existing project is as given below:

(ii) Brief Information about the Project

Garbham Village, Merakamudidam Mandal, , Andhra Pradesh. The mining lease was granted for a period of 20 years w.e.f. 06.10.1982 and was renewed for further period of 20 years and is valid up to 07.10.2022. The mine was opened on 20.09.1995.

It is now producing 15,000 TPA Manganese Ore by semi machenised opencast mining. The exploration was done by M/s J.J. Associates, 10-51-A, Kailashmettta, Visakhapatnam-03. The reserves estimated are 12,98,000 MT. The balance life of the mine is 35 years.

The E.C. was granted in 2006 for crushing and screening of manganese ore to be done by manual means. Now, it is proposed to produce the same quantity by change in mining method i.e. from manual means to mechanized means of screening of manganese ore.

(iii) Need for the project and its importance to the country and or region. It’s a captive mine of Visakhapatnam Steel Plant(VSP). The Manganese Ore is used in steel making process as de-sulphurisation and de- oxidation agent for converting the Iron ore into high grade iron and steel. VSP is holding company of Rashtirya Ispat Nigam Limited(RINL) and it is the only shore based integrated steel plant.

(iv) Demand-Supply Gap

The mineral in Garbham ore body has the average grade as below:

contains manganese content of 25% to 35%. The high grade ore containing more than 35% grade is blended with blend able low grade ore of 10% to 25% to supply the required grade to the steel plant.

The occurrence of massive ore is established to be only 10%. The friable ore type of mineralization occurs in granular form with loose bonding and moderate compaction. Hence, the powdery ore is the most common form in the available deposit comprising of more than 70% of the bore body.

Whereas, the demand at VSP for Manganese Lump is 2000 MT per annum. Through the existing means of manual method, Garbham Manganese Mines is able to generate only 600 MT per annum. The modernization through mechanized screening would bring down the demand supply gap.

The Proposed change in mining method/mineral beneficiation would not bring down the existing man power which is 23 persons. The majority of the existing man power is residing in the nearby vicinity.

3. PROJECT DESCRIPTION

Garbham Manganese Mine is the captive mine of RINL, VSP for meeting its manganese ore requirement.

(ii) Location (map showing general location, specific location, and project boundary & project site layout) with coordinates.

Garbham Manganese Mine is located in Garbham Village, Merakamudidam Mandal, Vizianagaram District, Andhra Pradesh, PIN: 535 101. The mining lease is of 653.690 acres in survey nos. 251,252/1,252/2,252/3,253,254,255,256 & 257(145.890 Acres) 120,122,123,124/1,124/2,124/4,124/5,124/8,124/9,125 to 137,205,206,228 to 230, 298 to 306,308,374 to 376 & 379(507.800Acres) of Garbham Village. The coordinates of the lease are as below:

(iii) Details of Alternate Sites considered and the basis of selecting the proposed site, particularly the environmental considerations gone into should be highlighted.

No alternate site was considered as the project is mineral specific and site specific. The proposed screening is to be done from the existing dump. Earlier manual screening was carried out in the same location, for which EC was obtained.The envisaged impact on air & water regime due to modernization of the activity, has no change.

(iv) Size or magnitude of operation

The existing EC is for 50 TPD. With the modernization no change is proposed in the quantity..

(v) Project description with process details (a schematic diagram/flow chart showing the project layout, components of the project etc. should be given)

Mining is carried out by opencast semi mechanized mining method. Mining is carried out in existing dumps and in-situ. At present the excavation and transport of Mineral and over burden is done by HEMM( Heavy Earth Moving Machinery). The over sized boulders are segregated, broken, screened and stacked manually. The operations are limited to General shift, 8 hours.

Now it is proposed to set-up crushing and screening plant initially powered by DG set by installing a Double Deck Screen due to which size wise ore segregation is possible in a simplified and fast manner. Hence the rated handling of 50 TPD is achieved with two hour operation. This will improve the quality of sized ore and decreased exposure to fugitive dust emissions.

(vi) Raw material required along with estimated quantity, likely source, marketing area of final products. Mode of transport of raw material and finished product.

No external raw material is required for the project. The finished products i.e., Manganese Ore Fines & Lump are transported by road to Visakhapatnam Steel plant.

(vii) Resource optimization/recycling and reuse envisaged in the project, if any, should be briefly outlined.

The earlier lessees mined this area for around a century. The overburden along with low grade ore was dumped on edges of the pits. The total material available in the dump will be segregated in to Lump & Fines and the quantity will be consumed for steel making as it suits the grade requirement. The utilisaiton of high grade ore from in-situ mining is optimised by using the dump material and the manganese ore is conserved.

(viii) Availability of water its source, Energy/power requirement and source should be given The source of water is ground water. Water is used for dust suppression source and for green belt development etc.

The details of Water requirement are as follows:-

POWER REQUIREMENT:

The present semi mechanized opencast mining does not require any electric power. The modification in mineral processing through crushing and screening plant shall be run by DG set.

(ix) Quantity of wastes to be generated (liquid and solid) and scheme for their Management/disposal. Solid Waste Generation & its Disposal

The solid waste generated is over burden and the same is being separately stacked at designated location

Liquid Effluent No liquid effluent is generated due to mining. The domestic waste water generated is sent to septic tanks followed by soak pits.

4. Site Analysis

(i) Connectivity.

Nearby Railway Stations

Nearest rail heads are Garividi at a distance of 18 km on Howrah- Visakhapatnam Section and Komatipalli at 12 km on Raipur- Vizianagaram Section of East- Coast Railway Zone.

Nearest Airport

Visakhapatnam international Airport is the nearest airport at 100 km.

(ii) Land Form, Land use and Land ownership.

The area of the mining lease is 264.54 Ha.

Forest Land – Nil Government revenue land- 143.33 Ha Patta land – 121.21 Ha Total:264.54 Ha

Out of the above, the following is the land use pattern:- a) Area covered by pits (2 in numbers): 11.84 b) Area covered by dumps: 10.00 c) Area covered by ore stack yard: 5.00 d) Area covered by roads: 2.00 e) Area covered by site services: 1.05 f) Area covered by plantation: 6.33 g) Area covered by storage topsoil: 5.00 h) Others: 46.22 Ha

The Patta Land area i.e. 121.21 Ha is needed to be acquired as and when required.

(iii) Topography (along with map).

The area of mining lease is bounded by low laying hills with intervening depressions. There is no reserve forest in the mining lease area. The area exhibits moderate temperate climate. The general drainage pattern is of dendritic pattern, the surface run-off is collected to MOGALI GADDA which ultimately joins Champavathi River. The general Topography consists of undulating terrain, the flat terrain is interspersed with hillocks.

(iv) Existing land use pattern [agriculture, non-agriculture, forest, water bodies (including area under CRZ)], shortest distances from the periphery of the project to periphery of the forests, national park, wild life sanctuary, eco sensitive areas, water bodies (distance from the HFL of the river), CRZ. In case of notified industrial area, a copy of the Gazette notification should be given.

The lands around are agricultural lands. There is no forest, National Park,wildlife Sanctuary nearby. There is an old water logged abandoned pit in the mining lease area which is fenced off.

(v) Existing infrastructure.

There are office, rest shelter, maintenance workshop, stores and lubricants/HSD storage shed in the existing mine lease area.

(vi) Soil classification

The soil is soft in nature and brown in colour. It has moisture varying from 1% to 5% and the porosity from 7% to 10%. The average texture of the soils are 45% sand, 15% silk and 40% clay. The pH value is varying from 8.1 to 8.4. There are no traces of heavy metals.

(vii) Climatic data from secondary sources.

In summer the maximum temperature goes up to 42 degree centigrade and in winter it is about 20 degree centigrade. The average annual rainfall ranges from 9 cm to 100 cms.

(viii) Social infrastructure available.

Garbham Manganese Mine is situated in Vizianagaram District. The majority of the population(83%) living rural areas. The district has predominantly an agriculture based economy. Due to erratic rain fall, the average yields obtained in the district are low. There are industries like Ferro Alloys, Sugar Mills and Jute Mills in the district.

5. Planning Brief:

The existing land being used is 46.22 Ha which includes the abundant, working pit and the dumps along with area covered by plantation. This area is sufficient even after adopting the change in mining process. However the Patta lands shall be acquired as and when required.

(iv) Assessment of Infrastructure Demand (Physical & Social).

The infrastructure required to meet the increased demand for Manganese Lump is installing Double Deck Screen powered by a DG set.

(v) Amenities/Facilities.

The existing amenities like office, workshop, stores shall be sufficient to meet the modification in process.

6. Proposed Infrastructure

(i) Industrial Area (Processing Area).

The existing CFO is for 50 TPD. In future also it is proposed to produce the same quantity of Manganese Ore from the existing mining lease without any change. The size fractions of the ore required at VSP are fines of -10 size and lump of +10 and -60 size. Off-late, the requirement by VSP for fines has gone down whereas that for the lump increased.

The occurrence of massive ore is established to be only 10% in the ore body available in our mining lease. The mineralization being of friable ore type which is occurring in granular form with loose bonding and moderate compaction, the powdery ore is the most common form available in the deposit comprising of more than 70% of the ore body.

Whereas, the demand at VSP for Manganese Lump (size +10 mm to - 60mm) is 2000 MT per annum. Through the existing means of manual method, Garbham Manganese Mines is able to generate only 600 MT per annum. The present proposal is to set-up a double deck screen to separate the lower and the higher fractions from the sized lump so as to meet the requirement of Visakhapatnam Steel Plant. In future as per demand, a crusher with connected power supply will be installed.

(ii) Residential Area (Non Processing Area).

Nothing is proposed beyond the mining lease area. As majority of the labour are from the local vicinity no township or residential area is planned.

(iii) Green Belt.

Area covered by plantation is 6.33 hectares of the lease hold area. Hence, most of the vacant lands in the government area of the mining lease is afforested. The existing plantation is done to cover up the gaps.

(iv) Social Infrastructure.

Socio-economical conditions are expected to improve significantly due to employment opportunities indirectly to the local people and improvement in the infrastructure. Peripheral development at work has been taken by RINL/VSP under Corporate Social Responsibility. An amount of Rs.5.00 Lakhs was spent towards skill development programme for the local habitat covering unemployed youth and women in the peripheral villages of Garbham Manganese Mine

(v) Connectivity (Traffic and Transportation Road/Rail/Metro/Water ways etc.,).

No transportation networks are proposed.

(vi) Drinking Water Management (Source & Supply of water). The existing approval for water consumption for 10 KLD will not change due to proposal modification.

The domestic wastewater generated is sent to septic tanks followed by soak pits.

(viii) Industrial Waste Management.

(ix) Solid Waste Management.

The existing hazardous waste authorization is for 20 liters per month of used lubricating oil. Due to change in mining process there will not be any change in solid waste generation.

The mining waste, overburden as and when generated is dumped in the designated dump yard.

(x) Power Requirement & Supply / source.

The infrastructure required to meet the increased demand for Manganese Lump will be installation of a Double Deck Screen powered by a DG set.

7. Rehabilitation and Resettlement (R & R) Plan.

(i) Policy to be adopted (Central/State) in respect of the project affected persons including home oustees, land oustees and landless laborers (a brief outline to be given).

8. Project Schedule & Cost Estimates.

(i) Likely date of start of construction and likely date of completion (Time schedule for the project to be given).

The likely date of installation and the likely date of completion shall be January’17 and February’17 respectively.

(ii) Estimated project cost along with analysis in terms of economic viability of the project.

The existing cost of project is Rs. 193 lakh. The proposed modification envisages installation of a Double Deck Screen and a DG set. The available Double Deck Screen and a DG set at Visakhapatnam Steel Plant shall be installed at Garbham Manganese Mines, Garbham.

9. Analysis of proposal (Final Recommendations

(i) Financial and social benefits with special emphasis on the benefit to the local people including tribal population, if any, in the area.

The benefit of the proposed modification is generation of sized and quality Manganese lump to Visakhapatnam Steel Plant. The in house requirement of the Plant shall be met as a captive mine. The Manganese Ore is used in steel making process as de-sulphurisation and de-oxidation agent for converting the Iron ore into high grade iron and steel.

This project is providing employment to local people helping them earn livelihood.
