Welcome to the latest MTA "Eye on the Future," in which we present currently funded capital projects that are planned to be advertised from June 2014 – June 2015. We have extended the look ahead period from six to 12 months based on feedback we received on the "Eye on the Future".

The "Eye" is hosted on our MTA Capital Program web site, which assembles key information and resources about the Capital Program in one convenient location. It is another part of how we are changing the way we do business and we hope that you find it to be useful.

The MTA Capital Program is not only very important for the safety and reliability of the MTA transportation system; it is also vital to the regional economy. As described in this issue of the "Eye," the MTA is preparing to undertake more than $2 billion in capital work that spans many areas, including civil, structural, and electrical, as well as new technologies. Based on the October 2009 APTA publication on the Economic Impact of Public Transportation Investments, this amount of investment is projected to create close to 54 thousand jobs and generate close to $10 billion in economic activity for the New York region. These projects are vital to the reliability growth and resiliency of the system and contribute to the regional economy. We look forward to your participation.

Overview

This edition of An Eye on the Future contains information for prospective contractors, engineers, architects and vendors about contracts that are expected to be advertised for bids between June 2014 – June 2015 by the Metropolitan Transportation Authority's operating agencies.

In 1993 the MTA board approved a new service identity program for the MTA family of agencies. The identity program provides for the use of the above popular names to make clear to our customers that the various MTA affiliates and subsidiaries constitute an integrated regional transportation network. With respect to the contract descriptions and other data included in this volume, readers should note that they are for general information only and are not to be construed as final. The exact description of the work and other pertinent information concerning an individual contract will be found in the contract specifications and drawings or solicitation documents which may be obtained by prospective bidders when solicitation begins. Most contracts for construction, procurement of capital equipment and professional services are awarded after a competitive process, including sealed bids for construction and procurements and competitive requests for proposals for professional services.

Some aspects of contracting are common to all the MTA agencies.

1. MTA agencies are not subject to the Wicks Law for their construction projects. 2. MTA agencies seek the best contractors, suppliers, and professional services firms in the business, including firms owned by women and minorities for which special efforts are made to ensure appropriate participation. We pledge to do our part to make all projects successful for the agencies and contractors alike. 3. Projects already funded by Federal grants are noted in the solicitation schedule with an asterisk. Some of the other projects may become eligible for Federal funding in future grant applications.

Public notices of solicitations are normally published in advance of the availability of contract documents or requests for proposals in the New York State Contract Reporter and in one or more of the following publications.

Selected Provisions of Capital Program Contracts

This is a summary of several provisions which are generally applicable to MTA agency projects. Complete requirements for a given contract can only be obtained from the documents for that contract. Naturally, all construction is performed under the laws and regulations of New York State. This is not intended to be a full summary of General Provisions.

1. MTA New York City Transit, the two commuter railroads, and MTA Capital Construction base progress payments on the contractor's monthly submissions of cost-loaded schedules. The use of CPM network diagrams is required for complex projects while simpler bar charts are required for less complex projects. 2. All the agencies' contract documents contain a value engineering change proposal clause. Contractors are encouraged to submit cost saving proposals during construction, and upon acceptance of the proposal, would be able to share in the actual cost savings. 3. Another effort to improve the management of capital projects is the use of contractor evaluation files that are kept on all ongoing work. All the MTA agencies use identical criteria to evaluate contractors and share the information with the other MTA agencies. 4. The period between advertisement for bids and bid opening will vary from approximately four to eight weeks, depending on size of the contract. 5. Unless specifically noted in the bid document, the transit facilities will be in continuous operation during the performance of the work for the majority of contracts. The contracting agency will provide the necessary maintainers, flagmen, diversions of service and work trains. 6. Bidders will be required to submit, prior to the award of the contract, a program of affirmative action to provide for equal employment opportunity. Submittals will be described in the contract documents. Goals for the participation of minority-owned and women-owned firms may be specified for each contract. Minority business enterprises and women business enterprises will be afforded full opportunity to submit bids and/or proposals and will not be subjected to discrimination on the basis of race, religion, color, sex, or national origin in consideration for awarding contracts. 7. A bid bond or a certified check in the amount of five to ten percent is normally required at the time of delivery of the bid. The contractor must furnish a performance bond and payment bond in amounts equal to 100 percent of the contract price. 8. In addition to other requirements specifically provided in the contract, each bidder must be prepared to prove to the satisfaction of the contracting agency that he has the qualifications, including but not limited to skill and experience, and the necessary facilities and financial resources to complete the work in a satisfactory manner within the time specified. 9. Contracts generally require a guarantee of all apparatuses, devices, workmanship and materials for at least one year. A security in the form of a bond in the sum of a predetermined percentage of the amount of the contract may be required prior to the final payment. Contracts may have additional requirements which must be reviewed. 10. The contractor shall also maintain, at a minimum, Workers Compensation, Commercial General Liability and Commercial Automobile Insurance. Additional coverage may be required and will be indicated in the contract. The MTA and the contracting agency shall be named as an additional insured on the policy. In general, coverage requirements range from $1,000,000 to $5,000,000 combined single limit for injuries to persons (including death) and for damage to property. The limits of liability will vary depending on the size and type of projects. Evidence of the required insurance shall be delivered to the contracting agency on an MTA approved Certificate of Insurance prior to execution of the contract. Each insurance policy, or Certificate of Insurance, shall contain an agreement by the insurance company issuing the policy that the policy will not be canceled, terminated or modified without 30 days prior notice to the contracting agency. At least two weeks prior to the expiration of each policy, the contractor shall endeavor to provide an updated Certificate of Insurance evidencing renewal coverage to the contract agency. The MTA has in place Owner Controlled Insurance Programs (OCIP) for the East Side Access (ESA) project, the Second Avenue Subway and selected projects in the Capital Plan. Under traditional OCIPs, the MTA covers the construction phase of work and provides general liability, excess liability, workers' compensation, railroad protective, and builder's risk coverage to all participating contractors. The ESA OCIP adds environmental liability coverage for related engineering and environmental work.

Bridges and Tunnels Brief Description of Work JUN 2014

HH-88A RECONSTRUCTION OF UPPER AND LOWER PLAZA AND SOUTHBOUND APPROACH $10M - $50M

Construction of a new mechanical space on the rooftop of the facility building, relocation of utilities from the lower maintenance garage including a water line, HVAC boilers, chillers, pumps, and electrical distribution equipment. Additional work includes installation of a new generator, removal of Underground fuel tanks and associated environmental remediation, replacement/ rehabilitation of sewage holding tanks and oil/water separator and roofing of the facility building.

Staged removal of HVAC equipment in the lower level maintenance garage, removal of electrical distribution equipment, fire sprinkler system, and heating units, and underground fuel tanks. Construction of a new space in the rooftop of the facility building for housing the HVAC system. Replace roofing of the facility building. Staged installation of new boilers, chillers, air handlers, domestic HW heater, fire protection, and vent stacks in the facility building. Construction of a new electrical enclosure and emergency generator in the facility lot. Relocate city water main to facility building. Rehab/replace sewage holding tanks and oil/water separators in the facility lot.

This project includes staged replacement of the On and Off Ramps from 124th Street / 125th Street concrete deck along with portions of the supporting steel, seismic upgrades, substructure repairs.

Remove existing concrete bridge deck and steel crossbeams and replace with new concrete bridge deck and steel stringers and, existing steel roadway edge barriers and replace with F-shape concrete barriers at 125th Street On and Off-Ramps – Steel girder supported spans 1st Avenue to Pier 58. Remove existing concrete cellular structures and replace with expanded polystyrene fill structure and existing concrete approach slab and replace with new approach slab at 125th Street On and Off-Ramps – 2nd Avenue to 1st Avenue. Remove existing structure drainage system and install new drainage system. Install new seismic isolation bearings and sliding bearings, Install new micro-pile supported concrete piers, Install new steel bent cap, Install new steel girders. Miscellaneous electrical and utility relocation and reconstruction. Provide as-needed maintenance and protection of traffic.

RK-44 CLEANING AND PAINTING OF RFK MAIN CABLES, SUSPENDER ROPES, AND TOWER INTERIOR AND EXTERIOR $5M - $10M

Under this Project, the contractor shall perform cleaning and painting of various bridge elements at RFK bridge. It also includes annual washing/spot painting of the Authority-wide toll plazas.

Provide as-needed Maintenance and Protection of Traffic (MPT) to allow for construction activities. Coordinate the work of this project with other contractors working on the RFK Bridge. Blast clean RFK tower interior to SSPC SP-10 (Bare Metal) and coat with a high performance epoxy coating system. Overcoat painting of main cables and suspender ropes. Overcoat painting of the tower exterior below roadway. Wash and spot paint Authority-wide toll plazas.

Duration of Contract 36 Months

RK-65 CONSTRUCTION MANAGEMENT SERVICES FOR RK-44 PAINTING CONTRACT $1M - $5M

Under this contract, the consultant will provide construction management services for RK-44 Painting construction project.

Inspect the work of the contractor, notify the contractor in writing of any and all unacceptable work, and maintain accurate and detailed written records of the progress of the Contract. Ensure that all required permits have been obtained prior to the start of work. Make recommendations as to the capabilities of contractors, subcontractors and sources of materials and equipment proposed by them. Review contractor’s schedule. Establish and implement the procedures to be followed for the expediting and processing of shop drawings, catalog cuts and submittals. Conduct progress meetings and special meetings as required. Assist in the resolution of disputes among the contractors. Make recommendations to the Engineer for such changes in the work as the consultant may consider necessary or desirable. Provide an analysis of the validity and need for proposed change orders and assist the Authority in the subsequent negotiations. Assist the Engineer in the project close-out process.

RK-65A RECONSTRUCTION OF THE BRONX PLAZA AT THE RFK BRIDGE OVER $50M

The scope of this Project includes staged replacement of the Bronx Plaza concrete deck along with portions of the supporting steel, seismic upgrades, substructure repairs, construction of several new piers, and complete replacement of the toll plaza.

Concrete repairs to piers and cap beams and steel repairs. Construction of new piers as well as the extension of pier caps to support new deck between the mainline and the Manhattan- ramp.. Construction of an overhead walkway/toll canopy and staged replacement of the Toll Plaza and concrete deck as well as significant portions of the supporting steel and installation of seismic isolation bearings. http://wp1.mtahq.org/mta/capital/eotf-descrip.htm 2/19 6/6/2014 MTA - Eye on the Future Replacement of the Bronx Service Building Substation along with all utilities serving the plaza, all deck lighting and plaza high mast lighting within project limits. Modifications to the Bronx Crossing Truss spans to remove the median barrier and install temporary concrete barrier. Coordination with E-Zpass equipment provider to ensure access for installation and testing of toll collection equipment.

RK-76 MISC. STRUCTURAL REPAIR AT RFK BRIDGE $10M - $50M

Under this contract, the contractor will provide miscellaneous steel and concrete repairs at various sections of RFK bridge facility.

The objective of this project is to replace old, outdated analog radio equipment. Install new Radio base stations, mobile and portable radios with a new digital radio system. Work will include: Furnish and install a new radio base station network that can support both voice and data transmission for all NYC Transit and MTA Bus operations. The new system shall be scalable, with the capacity to accommodate up to 12,000 radio devices and ensure adequate radio frequency coverage in NYC. Work will include the replacement of elevator cabs and equipment within the elevator cabs, shaftways, pits and machinery rooms. The purpose of this multi-phase program is to bring identified underground substation hatchways into a state of good repair. The Department of Subways MOW-Electrical Department has identified 142 underground substation hatchways that have far exceeded their 40-year useful life. Approximately 110 IND underground substation hatchways are approximately 70 years old and require a major overhaul. The remaining 32 BMT/IRT underground substation hatchways are approximately 35 years old and require moderate overhaul. This phase will repair substation hatchways at 12 locations in the boroughs of Manhattan, Brooklyn and the Bronx. Work for this project will vary by location but may include the replacement or repair of hatchways, staircases, ladders, entrance doors, shafts/walls, hatchway steel framing, as well as water remediation. Included also are repair of spalled concrete and cleaning and/or repair of all hatchway drains. Where the structure is found to be repairable, the stairs will be sand blasted, repairs made to restore the structural integrity and metalized. Metallization is a process by which a coating of zinc is sprayed on the blasted surface to prevent rusting and thereby extending the life of the stairs substantially
