General

1.1. Summary of Road Accident Scenario in Punjab i. A total of 4525 people died in different road accidents; on an average 12 people lost their lives daily in various Road Accidents in Punjab in the year 2019. ii. In 2019, a decrease of 4.5% in a road accident fatalities observed in Punjab against the rising trend of the previous year (2018). iii. Estimated 2.28% of the total country’s populations of lives in Punjab, but its share in the total road accident deaths are varying from 3.3 to 3.5% of road accident deaths of India in the last five years. iv. In the year 2019, a total of 7,56,507 Motor vehicles were registered in Punjab account for an annual declining growth rate of 9.52%. Last year on an average daily, 348 new cars and 1619 two-wheelers were registered in Punjab. The total cumulative registered vehicle in Punjab till December 2019 was 1.11 Crore vehicles (1,11,39,372). v. 66% of the total road fatalities occurred on National and State Highways, both comprise of 5.8% of the total road length in Punjab. The accidental death rate on National Highway in Punjab is 0.52 per kilometer/year and on State Highway is 1.51 per kilometer/year. vi. The number of fatalities per million population of Punjab (Health burden due to traffic) was 146. Three districts of Punjab Fatehgarh Sahib, Rupnagar and S.A.S Nagar (Mohali) ranked number 1, 2 and 3, respectively where the rate of fatal road accidental deaths is almost 1.6 times the state’s average. vii. Out of 22, in 10 districts reported a decrease in the road fatalities with district Bathinda and Shri Mukutsar Sahib as a worse hit, where there ranking increased from 16thposition to 8th Position and from 17th position to 9th position respectively. viii. A decline in the road, fatalities were observed in the months of April, May, August and December, whilst a sharp increase in the road accident fatalities in the month of June and September are observed as compared with the previous year 2018. ix. Driving on the Wrong Side and over speeding is the leading cause of deaths in Punjab. In the year 2019, a total of 987 people died in road accidents due to driving on wrong side followed by 905 deaths due to over speeding. x. A total of 463 people died due to road accidents in three Police Commissionerate jurisdictions, , Jalandhar, and account for 10% in the total share of road accident fatalities in the state. xi. As per the socio-economic cost analysis, In Punjab, Road accident coasted and the estimated loss of rupees 4984 Crores in the year 2019. xii. Age wise, 64% of the people involved in various fatal road accidents were from the age group of 18 to 45. Road accident is one of the leading causes of young people deaths in Punjab. xiii. In 2019, the time interval between 6:00 PM and 9:00 PM recorded a maximum number of road accidents, accounting for 20% of the total accidents in the state.

Page | 1 xiv. Majority of the road accident occurred in rural areas of Punjab (59%). The share of fatal road accidents occurred in urban areas was 41% in total accidents, including major and minors. The share of fatal road accidents in the urban area decreased by 1%, as compared to the year 2018. xv. Average deployment of Traffic police personnel against per lakh population in Punjab is eight and at present 62 highway patrol vehicles are deployed on various roads of Punjab near accident black spots. A 4.5% decrease in the overall road accident fatalities decreased in the year 2019 compared with the previous year rising trend of 6.2%. Table 2 in the next section providing the district wise details of various road accidents and case registered under both cognizable and non- cognizable offenses. Further Table 3, Table 4 and Table 5 provides district wise and month wise details of road accident fatalities for the year 2017, 2018 and 2019 respectively.

1.5. Health Burden due to Traffic Accidents – Health Index due to Traffic To describe the health burden due to traffic accidents in Punjab using a decentralized ranking approach, a district-wise analysis performed on the road traffic fatalities. Health burden due to road traffic is defined as a number of road accident fatalities against per million populations. It is found that the Road accident death rate against per million population of Punjab was 146 for the year 2019. Districts like Fatehgarh Sahib, Rupnagar and S.A.S. Nagar were recorded with 1.5 to 1.7 times more than the state average with ranking 1, 2 and 3 respectively. Out of 22 districts of Punjab, 10 districts have shown a decline in overall road fatalities ranking, whereas Districts like Bathinda and Shri Muktsar Sahib have shown significant rise followed by Mansa. Table 6 provides the complete district wise calculations for the health index due to traffic fatalities along with ranking.

1.6. District Ranking System Following a decentralized approach, district-based ranking system using road accident fatalities against per million populations rate (Table 6), as an indicator, all 22 districts of Punjab are ranked from 1 to 22. All three districts falling in Rupnagar Police range, namely Fatehgarh Sahib, Rupnagar and S.A.S Nagar are ranked at number 1, 2 and 3 respectively. As per the time slot, wise distribution of total road accidents in Punjab, including all fatal, major, minor, the critical time slot for Punjab is between 6 PM to 9 PM in the evening. From midnight 12 AM to 9 AM, are relatively safer hours to travel. Special Zero tolerance enforcement drive is very essential in the evening time slot between 6 PM to 9 PM. It is required to do such analysis at each Police station level to plan enforcement strategy, as these time slots vary from Urban to Rural localities, Police station covering National and State Highways versus Police station covering rural road network, etc.

2.2. Road Accidents in Rural and Urban areas of Punjab

Location wise, out of 6,341 accidents reported, 2611 (41%) occurred in urban areas of Punjab and 3730 (59%) in rural areas of Punjab. Urban areas of Punjab have a higher concentration of road accidents compared with the urban area available versus the percentage of road accidents. Last year (2018) the percentage of road crashes in Urban areas share in road accident fatalities was 42%.

3. Roads, Motor Vehicles and Road Accidents in Punjab

3.1. Road Infrastructure in Punjab Punjab has about 72,037.8 km of road network comprising 3269.6 km of National Highways and 751 km of State Highways. The details of different classification wise length of Punjab State Road Network are given in Table 9 below. In the last five years, about 65-75% of the total road fatalities in Punjab occurred on the 5.8% of the core road network of Punjab comprising National and State Highways.

3.5. Toll Roads Network in Punjab Out of a total 5722.6 Km length of National Highways(NH), State Highways (SH) and Major District Roads(MDR) in the state, 1455.361 km falls under toll roads, out of which 810.911 km are National Highways and 494.33 km are State Highways and 150.12 km of Major District Roads are also covered under Toll Roads. The state has total 37 operational toll plazas, out of which 17 are on National Highways and 16 are on State Highways and 4 are on Major District Roads. Details of Toll Roads Network and location of Toll Plazas are given in Table 14 and Table 15 next. There are certain existing State-level toll roads, which are now notified as National Highways as a part of regular up gradation, but to avoid confusion, the old category has been maintained

4. Motor Vehicles in Punjab

4.1. Number of Registered Motor Vehicles in Punjab As per available data with Transportation Department Punjab and Ministry of Road Transport and Highways, Government of India, the total cumulative numbers of a registered motor vehicle in Punjab were 1,11,39,372 till December 2019, with an annual declining rate of -9.52%. In the year 2019, a total 7,56,481 motor vehicle registered in Punjab out of which 79.3% (662,904) were two wheelers and 15.5% (129,664) were four wheelers. At the same time a total 2,14,40,410 (2.14 Crores) motor vehicles were registered in India against 7,56,481 of Punjab i.e. 3.5% of the total country’s motor vehicles registered in Punjab.

7. Road Accident Analysis in Police Commissionerate Districts

7.1. Detailed Summary of Road Accidents in Police Commissionorates of Punjab There are three Police Commissionerate districts in Punjab namely Amritsar, Jalandhar and Ludhiana. A total of 463 people died due to road accidents in three Police Commissionerate

jurisdictions which account for 10% in the total share of road accident fatalities in the state.

8. Annexures

8.1. Copy of Standing Order Regarding Registration of Road Accident FIR’s and Its Location (Latitude and Longitude)

Standing Order: 2018/01 Traffic Wing, Punjab.

1. Punjab has reported 4278 number of deaths and 4024 number of Injuries in road accidents in the year 2017. Faulty Road Engineering in one of the reasons for road accidents. In practice, it has been seen that there are sports/points on National Highways, State Highways, Major district Highways and Other District Road where accidents take place regularly. 2. Ministry of Road Transport and Highways has circulated the definition of black spots as under; “Definition of Road Accident Black Spot on National Highways, Road Accidents Black spot in a stretch of National Highway of about 500 m in length in which either 5 road accidents (in all three years put together involving fatalities/grievous injuries) took place during the last 3 calendar years or 10 fatalities (in all three years put together) took place during the last 3 calendar years.” 3. Ministry of Road Transport and National Highways has circulated a performa for recording road accident details. This performa has been circulated by Addl. Director General of Police, Traffic, Punjab, Chandigarh vide office letter No.38-72/Traffic-4, dated: 08.01.2018 to all CsP & SSsP and AIG/GRP. GPS locations (Latitude and Longitude) for accident spots are to be recorded in column No.20 of Performa. 4. GPS locations (Latitude and Longitude) are vital for identifying the Black Spots/Accident Prone Points and taking further corrective Road Engineering Measures. It has been observed that Investigation Officers are not recording the GPS location at the time of registration of FIR’s or when proceeding under section 174 Cr.P.C. in road accident cases. 5. Also, when the Performa circulated be MoRTH (Ministry of Road Transport & Highway) is to be filled by Investigation Officers, they have to revisit the spot, to record coordinates, which causes unnecessary delay and wastage of time. Also, the Ministry of Road Transport and Highways, NHAI, Dept. of PWD (B & R), Govt. of Punjab, keep pressing for this information. 6. It is directed that at the time of registering the FIR’s, Investigation officers will record GPS coordinates (Latitude and Longitude) in the column number 5 the FIR, where distance & direction of the place of occurrence from the Police Station, is mentioned in all accident cases. It is also made mandatory to write the coordinates in the First Case Diary. 7. With GPS available in all Mobile Hand Sets, the recording of coordinate is simple and easy. It is also directed to ensure that all Investigation Officers record coordinates in required column No. 5 of FIR and First Case Diary.
