Thank you for meeting with Brad Babcook, Corporate Records Officer, and me on Friday, May 24th, 2019.

As we discussed, the LTSA is planning to move historical records from the Kamloops Land Title Office to our Victoria facility to ensure the long-term protection and preservation of the documents. Our Victoria storage facility is a purpose-built, climate-controlled space with fire suppression technology and protection against potential water damage, and includes a laboratory with onsite conservators. A professional archivist and the LTSA’s Corporate Records Officer oversee conservation work, a critical component of archival management.

The LTSA plans to move from our current Kamloops location in the ground floor of the courthouse to new office space in the downtown area to improve the work environment for our staff. The Kamloops Land Title Office will not be closing and there will be no decrease from the current number of staff with the planned move.

A professional archivist will oversee the move to ensure that best practices for document management and handling are followed to protect the records. British Columbians will continue to have access to these documents when they’re relocated to Victoria. The vast majority of records since 1990 are already available in digital format. LTSA is currently working on digitizing all other historic records to further enhance public access to this information, regardless of their physical location. All records not yet available in digital format can be ordered and delivered electronically through the Scan on Demand service; generally a same-day turnaround. The attached map shows which historical records are contained in which offices.

The Kamloops Land Title Office was renovated in 2012/13 to downsize space and upgrade storage at a cost of $590,000. The primary driver behind the change was to reduce the amount of unnecessary space and save money. In the six years since the change, the LTSA has more than recovered the renovation investment through savings in lease costs. While the current facility in the Kamloops Land Title Office does include some features to protect documents, it was not purpose-built to protect documents and does not contain a laboratory with onsite conservators to preserve documents.

The vast majority of customers access the hardcopy records in all the land title offices by using the LTSA’s Scan on Demand Service, which delivers a high quality scan of a requested document. There are currently 12 registry agents in the Kamloops area who have permission to directly access the records in the Kamloops Land Title Office. In the 12 months ending March 31, 2019, the LTSA collected revenue of $30,000 from all registry agents physically accessing the records in the Kamloops Land Title Office. Once the relocation of the historic records is complete, these same people will continue to have access to the records in digital format.

The LTSA is in the process of meeting with organizations in BC to discuss our program of preserving and digitizing historical records. The long-term plan is to digitize all LTSA paper records and thus improve the accessibility of all historic records.
