  • Ritajyoti Bandyopadhyay: Archiving from Below
Archiving from Below: The Case of the Mobilised Hawkers in Calcutta by Ritajyoti Bandyopadhyay University of California, Berkeley and Jadavpur University Sociological Research Online 14(5)7 <http://www.socresonline.org.uk/14/5/7.html> doi:10.5153/sro.2008 Received: 17 Mar 2009 Accepted: 4 Oct 2009 Published: 30 Nov 2009 Abstract In the last two decades or more, critical scholarship in the human sciences has been commenting on different aspects of the 'archive'. While much has been said on the archive of the state, especially in the historiography of colonial South Asia, very little is known about the archival functions of political parties, movements, grassroots community organisations, and trade unions that are involved in the governance of populations in the post-colonial state. The paper argues that archival claims lie at the heart of negotiations between the state and population groups. It looks at the archival function of the Hawker Sangram Committee (HSC) in Calcutta to substantiate the point. Following Operation Sunshine (1996), a move by the state to forcibly evict hawkers from some selected pavements of Calcutta, in order to reclaim such 'public' spaces, a mode of collective resistance developed under the banner of the HSC. The HSC has subsequently come to occupy a central position in the governance of the realm of pavement-hawking through the creation and maintenance of an archival database that articulates the entrepreneurial capacity of the 'poor hawker' and his ability to deliver goods and services at low-cost. The significance of the HSC's archive is that, it enables the organisation to form a moral and rational critique of the exclusionary discourses on the hawker, mostly propagated by a powerful combination of a few citizens' associations, the judiciary and the press.

  • History, Ideology and Negotiation the Politics of Policy Transition in West Bengal, India
The London School of Economics and Political Science History, Ideology and Negotiation The Politics of Policy Transition in West Bengal, India Ritanjan Das A thesis submitted to the Department of International Development of the London School of Economics for the degree of Doctor of Philosophy London January 2013 Declaration I certify that the thesis I have presented for examination for the MPhil/PhD degree of the London School of Economics and Political Science is solely my own work other than where I have clearly indicated that it is the work of others (in which case the extent of any work carried out jointly by me and any other person is clearly identified in it). The copyright of this thesis rests with the author. Quotation from it is permitted, provided that full acknowledgement is made. This thesis may not be reproduced without my prior written consent. I warrant that this authorisation does not, to the best of my belief, infringe the rights of any third party. I declare that my thesis consists of 101100 words. I can confirm that my thesis was copy edited for conventions of language, spelling and grammar by Sue Redgrave. ii For Baba iii Abstract The thesis offers an examination of a distinct chapter in the era of economic reforms in India - the case of the state of West Bengal - and narrates the politics of an economic policy transition spearheaded by the Left Front coalition government that ruled the state from 1977 to 2011. In 1991, the Government of India began to pursue a far more liberal policy of economic development, with emphasis being placed on non-agricultural growth, the role of the private sector, and the merits of foreign direct investment (FDI).

How then are we to explain cases of successful mobilization in the terrain of ‘political society’ when some population groups are yet to, or just beginning to, constitute themselves as ‘vote bank’ communities? This article invites us to look into the organizational dimensions of subaltern politics in ∗ I am grateful to the activists of the Hawker Sangram Committee and the National Hawker Federation for access to their College Street archive; to Jadavpur University- SYLFF Programme; University of California, Berkeley; El Colegio de Mexico; the Centre for Modern Indian Studies at Georg-August-Universität Göttingen; the United States-India Educational Foundation; and the Centre for Studies in Social Sciences, Calcutta for employing me and hosting me at various stages of this research. I am thankful to all the participants of a workshop on the National Policy on Urban Street Vendors at the Urban Research and Policy Programme of the National Institute of Advanced Studies, Bangalore held on 13 August 2012. I presented an earlier draft of this article in a workshop titled ‘Extrapolitics: Indian Democracy and the Political “Outside”’ held between 5 December and 7 December 2012 at the Centre for Modern Indian Studies, Georg-August-Universität Göttingen.
