Mr AMERY (Mount Druitt) [9.01]: I lead for the Opposition. The Opposition supports the general thrust of the Children (Parental Responsibility) Bill and cognate bill, but will move a number of amendments to both bills in Committee. A number of Opposition members want to address several aspects of the bills and amendments to be proposed to them in Committee, so I anticipate lengthy debate on the proposals. The weekend newspapers have picked up what has been a contentious issue within Government ranks. Summary offences, parental responsibility and youth policy are always contentious issues within the Labor Party, and promote healthy debate. That is probably more than has occurred within the coalition parties. If the weekend newspapers are to be believed, there has been virtually no debate whatsoever of those issues by the coalition. Last Thursday, in the closing hours of the sitting week the Premier gave his second reading speech, much to the surprise of members of the Opposition and of the Government - not only Government backbenchers but many Cabinet Ministers. It is obvious that in the lead-up to the next election this proposal is seen as some sort of winner for the Premier and his Government. The electorate has woken up to the fact that, contrary to what the Premier said in his second reading speech, after seven years in office the Government has failed to address the issues of youth policy, law and order, and crime on our streets, particularly the involvement of young people in street crime.

We produce this report each year as our contribution to the history and record keeping of the Club and the Sea Eagles. The MWRLFC in its current and previous form (the Manly-Warringah District Rugby League Football Club) has produced an Annual Report every year since 1947. By producing this report, we do not purport to represent ourselves as the Manly Warringah Sea Eagles Limited (MWSE Ltd) which is a separate legal entity administering and funding the Team. We sincerely thank the current private owners of the Sea Eagles - the Penn family, Andrew Michael and Gary Wolman - who continue to financially support the Sea Eagles. What should not be forgotten or ignored however is that the MWRLFC is also a minority owner of the MWSE Ltd. That means that MWRLFC members also have an ownership stake in the MWSE Ltd, the Sea Eagles. The MWRLFC holds the Preference Share in the Manly-Warringah Sea Eagles Ltd which gives our members, through their right to vote, determination over the Team’s name, colours and its home ground, as well as two voting positions on the MWSE Ltd Board which has seven members. That’s why it’s important that the MWRLFC remains a strong voice for our members. Our aim this year was to grow our membership, which we did successfully, through the specially designed, individually numbered MWRLFC membership cap.

JOINT SELECT COMMITTEE ON THE CROSS CITY TUNNEL Establishment and Membership Mr SPEAKER: I report the receipt of the following message from the Legislative Council: Mr SPEAKER The Legislative Council desires to inform the Legislative Assembly that, having considered the Legislative Assembly's message of 25 May 2006 regarding the Joint Select Committee on the Cross City Tunnel, it has this day agreed to the time and place appointed by the Legislative Assembly for the first meeting of the Joint Select Committee on the Cross City Tunnel.
