    Brussels, Wednesday 26th of May To: Mr Virginijus Sinkevičius, European Commissioner for Environment, Oceans and Fisheries Mr Thierry Breton, European Commissioner for the Internal Market Mr Frans Timmermans, European Commission Executive Vice-President for the European Green Deal We urge the European Commission to keep its promises and propose a regulatory measure addressing the durability and repairability of printers as well as the reusability of cartridges as part of the forthcoming Circular Electronics Initiative. And we ask that the Commission rejects the proposed voluntary agreement drafted by manufacturers. The Commission's flagship Circular Economy Action Plan, adopted in March 2020, has set out to address the entire life cycle of products and tackle their premature obsolescence notably by promoting the right to repair for ICT products. In addition to mobile phones, laptops and tablets, the Plan has rightfully identified printers as a particularly wasteful product category, and has included a commitment to tackle them by means of a dedicated regulatory instrument “unless the sector reaches an ambitious voluntary agreement” by September 2020. Nearly one year later, the discussions on the voluntary agreement have not yielded any tangible results. Voluntary approaches clearly do not work. We need strong regulatory action now. We are extremely concerned by this situation. Not only because of the negative impacts of short-lived printers on the environment and on consumers but also because we are witnessing promises made being walked back on. Printers are one of the most iconic examples of premature obsolescence. Our analysis of printers in use today suggests that over 80% of them have been in use for less than 3 years, and only about 4% have been in use for 5 years or longer.

The activities of the EU legislator do not, in fact, take into account all cases in which sexual abuse is directly consumed online, i.e. where child pornography is provided by the child following the establishment of a relationship of trust between predator and victim. Furthermore, uncontrolled use of the internet can facilitate access to content that is not suitable for children, such as websites that glorify practices relating to anorexia and bulimia, including websites that incite suicide and self-harm.     POLICY PAPER European issues n°420 European Parliament: 7th February 2017 redistribution of political balance Charles de Marcilly François Frigot At the mid-term of the 8th legislature, the European Parliament, in office since the elections of May 2014, is implementing a traditional “distribution” of posts of responsibility. Article 19 of the internal regulation stipulates that the Chairs of the parliamentary committees, the Deputy-Chairs, as well as the questeurs, hold their mandates for a renewable 2 and a-half year period. Moreover, internal elections within the political groups have supported their Chairs, whilst we note that there has been some slight rebalancing in terms of the coordinators’ posts. Although Italian citizens draw specific attention with the two main candidates in the battle for the top post, we should note other appointments if we are to understand the careful balance between nationalities, political groups and individual experience of the European members of Parliament.     8 marzo 2020 Caro Presidente Sassoli, Ti scriviamo per esprimere la nostra profonda preoccupazione per la diffusione della malattia infettiva causata dal coronavirus COVID-19 in Europa e per richiedere ulte- riori misure di sicurezza per salvaguardare i Membri del Parlamento europeo, il per- sonale e la popolazione locale. Come ben sai, il livello di emergenza legato alla diffusione di questo virus è note- volmente aumentato nel corso delle ultime ore: il numero di casi confermati si sta moltiplicando in molti Stati membri, compreso il Belgio, e sono state confermate nuove aree di contagio. Misure di sicurezza straordinarie sono state adottate dalle autorità pubbliche di tutta Europa e intere aree sono state messe in quarantena. Il numero di casi confermati è in costante aumento in Belgio e a Bruxelles e questa settimana abbiamo riscontrato i primi casi di nuovi coronavirus nelle istituzioni del- l'UE. Sebbene apprezziamo che siano già state adottate misure straordinarie per far fron- te a questa emergenza, riteniamo che la situazione in rapida evoluzione e i maggiori rischi per la salute richiedano ulteriori misure di sicurezza come l'immediata interru- zione di tutti i lavori parlamentari, compresa la prossima sessione plenaria, come misura precauzionale. Il Parlamento europeo, con oltre 5000 persone che vi lavorano e viaggiano regolar- mente tra la loro città natale e Bruxelles, ha il potenziale per diventare un focolaio di trasmissione del coronavirus. Con la presente ti chiediamo di sospendere tutte le attività parlamentari con effetto immediato, fino a quando i rischi per la salute legati alla diffusione del virus saranno sotto controllo.

    Question for written answer E-003848/2019 to the Commission Rule 138 Laura Ferrara (NI), Mario Furore (NI), Dino Giarrusso (NI), Chiara Gemma (NI), Rosa D'Amato (NI), Piernicola Pedicini (NI), Daniela Rondinelli (NI), Ignazio Corrao (NI) Subject: EU-China agreement on the protection of PGI and PDO products; better protection of products from southern Italy The agreement recently signed by the European Commissioner for Agriculture, Phil Hogan, and the Chinese Minister of Commerce, Zhong Shan, provides for reciprocal protection for 100 European Geographical Indications (GIs) in China and an equal number of Chinese GIs in Europe. The EU-China agreement includes 26 Italian PDO and PGI products, which will be protected. These products will be fully covered by ‘protection’ legislation, with a three-year transition period: at the end of the ‘phasing out’ period, which will be of varying duration depending on the PDO product in question, all products that improperly use a given name (counterfeit and ‘Italian sounding’ products) will therefore disappear from the Chinese market. The agreement, which is expected to enter into force by the end of 2020, will now be subject to legal scrutiny, after which Parliament and the European Council will be asked to give their approval. Within four years of its entry into force, the agreement may be extended to cover an additional 175 GIs on each side. In view of the above: – Will the regional origin of the products be taken into consideration during the next negotiations, given that, as regards Italy, only one out of the 26 products included on the list comes from southern Italy? – What measures will the Commission take to improve the future protection of PDO and PGI products from southern Italy on the global market? The sector has been affected in severe ways by this unexpected crisis, and we need a strong support to help the workers and the families depending by one of the most important economic field in Europe. Nevertheless, we need an additional effort from the Commission in order to prevent any discrimination between Member States. In fact, the “Communication towards a phased and coordinated approach for restoring freedom of movement and lifting internal border controls” (C(2020)3250) states that “Measures to be taken at national level to gradually lift travel restrictions should take into consideration [...] the assessment of approximation of epidemiological situations in the Member States”. That could cause some discrimination, and could also give the possibility to create internal bilateral agreements penalizing some Member States. Of course, we need to keep the health security as priority, and to put in place every measure to control and prevent the spreading of the epidemic, but, at the same time, we need a strong coordination by European Commission to prevent any form of bilateral agreements against the principles of the internal market. Hence, we asks the Commission to block any form of “tourism corridors” between Member States that could affect a fair restoration of the market. The Spanish Government views euthanasia of healthy animals that could instead be adopted as a means of solving the problem of stray animals and overcrowding in animal shelters — a view that is at odds with Article 13 of the Treaty on the Functioning of the European Union, under which animals must be regarded as ‘sentient beings’ and treated as such. While in the shelters, the animals are deprived of care and often also of food and water, and the methods used to kill them are inhumane. With reference to Parliament's resolutions of 4 July 2012 on the establishment of an EU legal framework for the protection of pets and stray animals (2012/2670(RSP)) and 26 November 2015 on a new animal welfare strategy for 2016-2020 (2015/2957(RSP)), can the Commission say whether: — it intends to put an end to this slaughter; — it can put forward a legislative framework that will afford animals, in particular dogs and cats, minimum standards of protection throughout the EU and expressly ban the practice of euthanasia; — the EU intends to take practical steps to protect the lives of dogs, and of pets in general, throughout the Union? Answer given by Mr Andriukaitis on behalf of the Commission (3 August 2016) The matter referred to by the Honourable Members is not governed by EU animal welfare rules, but falls under the sole competence of the Member States.
