ISBN: 978-0-9547401-6-0 1 WORLD ATHLETICS AND UKA COMPETITION AND TECHNICAL RULES 2020 EDITION A NEW LOOK FOR UKA RULES The 2016 - 2018 UKA Rule Book was the first to adopt the IAAF (now World Athletics) format for Rules for Competition. This was achieved by incorporating into the IAAF rule book, as Supplementary Rules to the equivalent IAAF Rule, those additional rules that apply in the UK. This policy has been continued in this 2020 - 2022 Rule Book, although, as World Athletics has now adopted a completely new structure for its rule book, you will note significant differences in format to what has gone before. The main differences that you will find are: • Rules have been divided into sections relating to Competition and Technical Rules and renumbered from 1 in each section. • World Athletics has removed some rules and included them in other sections that are published separately. Where such rules apply to competition in the UK, we have placed them in a UK General section, which follows the Competition and Technical sections. The full set of World Athletics rules can be found at https://www.worldathletics.org/about-iaaf/documents/book-of- rules • Three tables of Rule numbers follow these introductory pages showing the former numbers cross referenced to the new numbers in their respective Competition, Technical and General sections. • World Athletics continue to omit an index, but, to assist the user in finding the appropriate Rule or UKA Supplement, we have included an expanded index at the back of the Rule Book, using the new Rule numbers (prefixed with a “C” for Competition Rules, a “T” for Technical Rules and a “G” for General Rules). • Lines down the side of a page indicate where Rule changes have been made. 2 WORLD ATHLETICS AND UKA COMPETITION AND TECHNICAL RULES 2020 EDITION • Appendices: o Appendix 1 – Ultra Rules have been incorporated into Rule G9; o the two Officials’ Appendices 2 and 3 have been removed from the Rule Book and located at https://www.uka.org.uk/competitions/rules/. o Appendix 4 – Endurance Running – as in the previous edition (save where specifically indicated).     SURREY COUNTY ATHLETIC NEWS (Issue 44 - August 2005) 2012 AND ALL THAT With the 2012 Olympic Games being awarded to London the spotlight will be on sport in general over the next seven years. With Athletics being the premier Olympic discipline attention on our sport is likely to be intense. Already some of our athletes, whose performances in recent international championships are featured elsewhere in this edition of SCAN, are beinghighlighted as potential Olympians at the London Games. We have all seen how the media thrives on personalities and, on occasions, this has not been to the benefit of the sportsman or sportswoman concerned. We have to be mindful to protect our Junior athletes who may well not be equipped to handle all the hype that may be thrust upon them. It does not appear that the facilities to be built for the London Olympics will be within our county. Therefore, if we are to benefit from the “legacy” it is unlikely to be in terms of “bricks and mortar” but rather in less tangible items such as profile / awareness which will, we hope, lead to greater support from the community at large. The media has focused on the potential for greater success by British participants in a Games held on home soil. However, if the London Olympics are to provide a catalyst for a higher standard of participation by British athletes then we are more likely to see the improvement in 2016/2020 rather than 2012. It is now seven years before the 2012 Games. At the Athens Olympics Surrey had 6 athletes taking part whose ages in 1997 were 16, 17, 18, 23, 24 & 24 with all(except Joice Maduaka) havingparticipated inSurrey Track and Field Championships bythat time.

World Athletics The appeal filed by Yuliya Kondakova against the first instance decision issued by CAS on 22 February 2019 (CAS 2018/O/5713 IAAF v. RUSAF & Yuliya Kondakova) was partially upheld. The period of ineligibility imposed on Yuliya Kondakova was reduced from 4 years to 2 years and 9 months, applicable from 1 February 2019. All results obtained by Yuliya Kondakova as from 17 July 2012 until 31 December 2014 (inclusive) are withdrawn, with all of the resulting consequences, including forfeiture of any titles, awards, medals, points, prizes and appearance money. This represents a downward reduction from the first-instance decision where her competitive results from 17 July 2012 until 16 July 2016 were disqualified. CAS 2019/A/6166 Svetlana Shkolina v. World Athletics The appeal filed by Svetlana Shkolina against the first-instance decision issued by CAS on 22 February 2019 (CAS 2018/O/5667 IAAF v. RUSAF & Svetlana Shkolina) was partially upheld. The period of ineligibility imposed on Svetlana Shkolina was reduced from 4 years to 2 years and 9 months, applicable from 1 February 2019. All results obtained by Svetlana Shkolina as from 16 July 2012 until 31 December 2014 (inclusive) are withdrawn, with all of the resulting consequences, including forfeiture of any titles, awards, medals, points, prizes and appearance money.

    WORLD ATHLETICS CONTINENTAL TOUR REQUIREMENTS SILVER LEVEL Introduction The World Athletics Continental Tour (The Continental Tour) is the road to the major championships for the vast majority of athletes, a destination for fans to see great athletics, plus a celebration of the unique nature of athletics and of the athletes related in each continental Area of the globe. Following widespread consultation, it has been developed by World Athletics, the Area Associations, Meeting Organisers, Athletes and other key stakeholders within the sport. The Continental Tour provides clearly understood differing levels of competition based on prize money and quality of organisation for every international one-day meeting worldwide, provided it fulfils minimum criteria. Indications are that membership of the Continental Tour will be highly sought after. It will also require careful management, with a significant investment of World Athletics resources that includes a wide range of benefits such as World Ranking points, date protection, global link and reach, increased visibility, financial benefits and the wider power of aggregation.
