For the commuter, Cressing Station lies within walking distance, connecting to the main line to London Liverpool Street at Witham. There is also access onto the A12 at Witham. Description Bulford Mill is situated at the bottom of a winding country lane and is listed of being of Architectural or Historical Interest Grade II. Constructed of red brick on a part-timber frame and part-weather boarded under a slate roof, the water mill is believed to date from the 19th century and provides accommodation on four floors with cellars below. The Mill has been the subject of an extensive and sympathetic restoration and conversion project by both the present and previous owners, achieving Environmental Heritage Awards in 1993 and 1995. -

Present: Cllrs: Bright, Daniels, Fisher, Galione, J Harrison, L Harrison, N Harrison, Smith & Wagstaff. In the Chair: Cllr Bright. Clerk: Angela Balcombe. Also present: 2 members of the public, County Cllr Abbott and District Cllr Hufton- Rees. 16/08. ELECTION OF CHAIRMAN. Cllr L Harrison proposed Cllr Bright as Chairman, seconded by Cllr Daniels. There being no further nominations Cllr Bright was elected Chairman for 2016/17. The Chairman, Cllr Bright signed the Declaration of Acceptance of Office of Chairman. 16/09. ELECTION OF VICE-CHAIRMAN. Cllr N Harrison proposed Cllr Daniels as Vice-Chairman, seconded by Cllr J Harrison. There being no further nominations Cllr Daniels was elected Vice-Chairman for 2016/17. 16/10. APOLOGIES FOR ABSENCE. There were no apologies. 16/11. MINUTES OF THE LAST MEETING. The minutes of 26 April 2016 were approved as a correct record of events. Proposed: Cllr L Harrison. Seconded: Cllr Daniels. All agreed. 16/12. PROGRESS CHECK. The Shopper Bus seems to be very successful and is well used. With regard to the complaints to ECC regarding the bus service, no reply has yet been received. Solar Farm Unilateral Undertaking The original owners (Cressing SPV) offered a community payment when the scheme was originally for the larger 23 MW site, however, following lengthy email correspondence between the agent (ESCO) and the new owners (GAM LLP/Frietag) it is clear that no community benefit scheme was ever agreed. -

The proposed development comprises the erection of a ‘Hungry Horse’ establishment on a 0.6ha plot of land located between the A120 and A131 (Fig 1). The site is located 450m east of a Late Iron Age farmstead that was expanded in the later 1st or early 2nd century AD and continued in use into the 2nd century (CAT Reports 337 & 367) (Fig 2). For more information on the historical background of the area and details of other archaeological work undertaken in the vicinity, see the Essex County Council brief (HEM 2012) and the Written Scheme of Investigation (CAT 2012), which are appended to this report. -

Braintree District Questionnaire for Essex County Council Local Bus Service Network Review Consultation September 2015 Background Essex County Council (ECC) is carrying out a thorough review of its financial support for local bus services across the County. The role of the County Council under the Transport Acts is to look at where market failure occurs in the local road passenger transport network, decide whether a service is needed, and if in the council’s opinion, it is, then to provide one. Given increased pressure on Local Government grant funding from Central Government and increased calls on statutory services such as education and adult social care, the County Council needs a way to balance the differing potential transport needs of residents when allocating funding. It also needs to manage the network in the light of changes to the commercial bus network, travel demand and changing corporate priorities over time. This consultation sets out a proposed revised policy for doing this and the proposed revisions to the existing network that will result. The policy is based on responses to previous consultations which asked about people’s priorities. We will collate all the responses from the survey and summarise them as part of our report. We will not identify individual people, and your name will not be mentioned in any reports that we write for this purpose. You do not have to take part if you do not want to - this is a voluntary activity. A supporting document explains in more detail the contract changes, how they will affect our customers and how demand responsive transport works. -
