RECOMMENDATION(S): That the Regional Board provide a grant of $5,000.00 to the City of Dawson Creek, to go toward the National Women’s Under-18 Hockey Championships, being held at the Encana Events Centre, November 7-11, 2012.

BACKGROUND/RATIONALE: The National Women’s Under -18 Championship brings together teams made up of the best young female hockey players from across the country. The application for sponsorship meets the requirements for a Special Event Grant:

The Special Events Pots have a total of $5,500.00 remaining for 2012 ($2,250.00 in the Annual Pot and $3,250.00 in the Special Event – Once Every 5 Years Pot). There will be $500.00 remaining for any future grant applications this year.

History of the Women’s Under-18 Championship x The National Women’s Under-18 Championship brings together teams made up of the best young female hockey players from across the country x The tournament serves as an important platform for Hockey scouts, who use it to help evaluate candidates for the National Women’s Under-18 Team, which plays in international events including the IIHF World Women’s Under-18 Championship x The 2012 championship will mark the tenth time the event has been held since its inception in 1993. Estimated Direct Expenditures summation as partial indicator of Economic Impact on the Dawson Creek and Peace River Region during the National Women’s Under 18 Hockey Championships

Based on the Tourism British Columbia (2011) Sports Tourism Economic Impact Model, there are four steps to calculate the economic impact of a sporting event. Without secondary research to support the use of steps two through four, only step one is completed in full. Steps two through four were not completed due to the lacking secondary research support of indirect expenditures, employment created and multipliers in the regions economy. If the Sports Tourism Economic Impact Model (Tourism British Columbia, 2011) was completed fully, the economic impact of the Peace River Region would be larger than the direct expenditure amount presented. The following section outlines the direct expenditure amounts that have been assumed through averages during the National Women’s Under 18 Hockey Championships, November 7 to 11, 2012.

The Economic Planning Group (2010) measured the Total Direct Expenditures of the South Peace Multiplex [EnCana Events Centre] to be $9,292,000; the summation of patrons direct spending in the Dawson Creek community while attending an event. The EnCana Events Centre alone had measured direct expenditures of $7,381,000 (Economic Planning Group, 2010). These findings show that the EnCana Events Centre will be attracting many attendees from the Dawson Creek area but also from the greater Peace River Region, the Province and Canada as a whole. This new, state of the art facility is a catalyst for economic expansion through event hosting; the National Women’s Under 18 Hockey Championships being a terrific example. The capacity available to house 12,000 people across the tournament days allows Dawson Creek and the Peace River Region to have a positive economic impact due to attracting visitors to the city and region.

During the 2012 National Women’s Under 18 Hockey Championships there are an estimated 12,000 spectators that will attend the hockey championships. Of those 12,000 people attending games, many will be from outside the region. Many visitors that will attend the games will also spend money on tourism services; visit the Visitor Centre and purchase souvenirs or visit the Dawson Creek Art Gallery and buy a piece from a local artisan. Also includes peripheral services such as gas, groceries etc. The potential for tourism dollars spent in Dawson Creek and the region is large – the attendees may want to explore the region and visit local communities such as Tumbler Ridge, Chetwynd, Hudson’s Hope, Fort St. John, Taylor, Pouce Coupe and the outlying region. The championships will have a net positive economic impact on the region and tourism service providers.

4 Also TSN will be broadcasting the championship games; this broadens the reach of the Dawson Creek and Peace River Region profile to the rest of Canada, the United States and the world. Since Dawson Creek and the region will be profiled during the championship through a popular national sports broadcaster is such a great opportunity to showcase the city and region. This promotion is hard to quantify but will have a tremendously positive influence that will be felt in long run due to increased exposure of the city and region.

Teams The 2012 National Women’s Under 18 Hockey Championship will have the following competing teams:

Team British Columbia - 26 people

Team Alberta - 29 people

Team Manitoba - 27 people

Team Saskatchewan - 29 people

Team Red - 29 people

Team Ontario Blue - 29 people

Team Quebec - 29 people

Team Atlantic - 26 people

In total there will be 224 people in Dawson Creek that are competing in the Hockey Championships. All of these players are from outside of the Dawson Creek and Peace River Region area.

Other Hotels It can be estimated that each team member will bring one to three people to the tournament, ranging from parents/guardians, siblings, extended family and friends. The competing teams are from across Canada and will not have ties to the Peace Region, therefore majority of the attendees associated with the teams will require hotel/motel accommodations. If each team member brings an average of one person to the tournament that will be 224 people. In the Peace Region an average room rate is $170.50, thus the expenditures for the visitors hotel room would amount to $299,425.28 (170.50 * 224 * 7 nights = $267,344 + HST = $299,425.28).

The impact of the non-team attendees on the region is important to out line here, not all attendees will be able to stay in accommodations in Dawson Creek due to increased Oil and Gas workers being housed in hotels. Therefore the Peace River Region will have a positive impact of attendees staying in hotels around Dawson Creek (Fort St. John, Chetwynd and Grande Prairie).

Food For the competing hockey teams, money that is spent on food will be limited due to a formal meal plan being offered. But money will be spent on snacks/groceries for the teams during their stay in hotel rooms. It can be estimated that if every 224 hockey players buy two meals during their seven day stay in Dawson Creek the total expenditure is $12,544 (224 players * $25/meal * 2 meals = $11,200+HST = $12,544).

The attendees that are associated with the teams and are not from the region will be staying in commercial accommodations. Their direct expenditures on food will be large. This traveller type will typically be eating at restaurants due to accommodations limitations of kitchen amenities. Therefore if 224 visitors (one visitor per team member) associated with the teams spend $500 on meals for the seven days, the total amount would be $878,080 (224 * $500 * 7 days= $784,000+HST = $878,080)

The National Women’s Under 18 Hockey Championships will attract residents of the greater Peace River Region. Attendees that are from the Peace River Region will spend some money on food but their expenditures will not be as significant as other visitor segments. The Peace River Region attendee segment of direct expenditures can be an average of $15 (a snack at the concession stand) to $50 (a meal before or after one of the hockey games). For the purposes of this calculation, an average number is selected to measure the variable. If over the five days of game play 5,000 people purchase a meal worth $50, the direct expenditure would be worth $280,000

6 (5,000 * $50 meal = $250,000 +HST = $280,000).

Rental Vehicles Depending on how the non- Peace River Region attendees travel to Dawson Creek they may need rental vehicles. Typically a rental can cost $350 for seven days or $50/day for a midsized car. If 10% of the non-Peace River Region attendees (22 people) rent a car for the 7 day pre-tournament and tournament timeframe, the direct expenditure is $8,624 (22 * $350 = $7,700+HST = $8,624)

Fuel It can be assumed that many people will attend games that are not from Dawson Creek, they may reside in the greater Peace River Region of British Columbia and Alberta. These visitors are close enough to drive to each game they attend therefore their average cost of fuel could be between $50 to $200 per visit. The multiplier to extrapolate this variable relies on how many times a Regional visitor attends a game. It can be assumed that out of the 12,000 estimated attendees from the Peace River Region that 30% will drive to the event and back home. Therefore 3,600 people could attend a game then return home. An average fuel cost is $100 therefore total amount spent on fuel is $403,200 (3,600 * 100 = $360,000+HST = $403,200)

7 Without applying the economic multipliers and indirect benefits to the summation of direct expenditures, it is unclear of a larger picture economic impact of the National Women’s Under 18 Hockey Championships to Dawson Creek and the Region. But in this document, the direct expenditures have shown how the hockey championships will bring a positive economic benefit to the city and region. The estimated expenditures also will have a positive impact on the region and province due to the HST earnings and direct spending to boost local and provincial markets.
