1 Introduction The purpose of this document is to provide data around the issues that have an impact on the safety of Cumbria’s communities. Data cover a range of topics including: ➢ crime and disorder; ➢ drug and alcohol misuse; ➢ fire safety; ➢ road safety.

Data have been gathered from local, regional and national sources. Analysis has been undertaken to understand which Cumbrian communities have the greatest need for support to stay safe. The document has been written and produced by Cumbria County Council. Recorded crime data and public concerns for Cumbria have been provided by .

It should be noted that since April 2018 the way that crimes are recorded by Cumbria Constabulary has changed, and as a result a single crime incident can now result in more than one recorded crime. For example, a single incident involving violence could comprise two notifiable offences against one victim, such as assault and harassment. Prior to April 2018 the harassment would not have been recorded separately. Although it is known that crime incidents have been increasing, changes to recording practices mean that recorded crimes have seen much larger increases since 2018-19. As a result, it is difficult to make time series comparisons for some, but not all, recorded crime categories. Categories affected are clearly marked in this document. Recorded crime figures continue to be used in this assessment rather than incident data as they paint a picture of the issues facing Cumbria’s individuals and communities.

It is recognised that there is a gap in this assessment in terms of out of Court disposals and receipts and disposal in the Courts, and it is recommended that this is considered in future analysis where possible.

Any ward data refers to boundary changes at December 2019.

2 Crime and Community Safety Summary Cumbria is a relatively safe place in which to live, work and visit. In many areas, levels of crime and community safety issues are better than that experienced nationally and / or the North West region. However, there is evidence to suggest that there are some areas of concern in relation to crime and community safety.

Links between crime and deprivation are well documented and have long been understood. Cumbria contains 56 communities (Lower Super Output Areas, (LSOAs)) that rank within the 20% most deprived in according to the Indices of Multiple Deprivation (IMD) 2019, with the most deprived community in the county located within Central Ward in Barrow-in-Furness. In total, half of Cumbria’s 56 most deprived communities (50.0%; 28) are located within the 19 wards identified as being least safe.

The wards which data suggest are least safe are shown overleaf, by district. The number in brackets after the ward name shows the number of communities (LSOAs) within the ward that rank within the 20% most deprived in England.

2.1 Crime and community safety: who is at risk? ➢ The group most likely to become victims of all recorded crime are females, aged 31- 60 years. ➢ The group most likely to be offenders (all recorded crime) are males, aged 31 to 60 years. ➢ Victims of domestic abuse are most likely to be female, aged 25 to 34 years. ➢ Victims of sexual violence are most likely to be female, aged between 25 and 49 years. They are likely to have mental health issues, often suffering from anxiety and depression. ➢ Males are more likely than females to be referred to Unity with drug and alcohol misuse problems. ➢ Those aged 35-49 years are more likely to be referred to Unity with drug and alcohol misuse problems. ➢ Under 18s with drug and alcohol misuse problems are more likely to be male. ➢ Victims of alcohol-related violence against the person offences are most likely to be female, aged 31 to 60 years. ➢ Offenders of alcohol-related violence against the person offences are most likely to be male, aged 31 to 60 years. ➢ Males (all ages) are almost three times more likely than females to die from alcohol-specific causes. ➢ Cumbrian offenders managed by both the National Probation Service and the Cumbria and Lancashire Community Rehabilitation Company are more likely to be male. ➢ The top five public concerns across Cumbria comprise: drug dealing / drug taking; antisocial behaviour; antisocial driving behaviour; criminal damage and vandalism; homes being broken into.

2.3 Potential impact of COVID-19 Initial findings from the Telephone-operated Crime Survey for England and Wales (Office for National Statistics, 2020c) suggest that overall crime levels are likely to reduce as a result of the Coronavirus pandemic. The underlying reason for this is likely to be reduced opportunities for theft offences, particularly domestic burglary, with people working at home and spending more time at home during lockdown periods, and reduced opportunities for theft in public places and the closures of the night-time economy. However, crime in some areas is likely to have increased, particularly around fraud and computer misuse. Drug offences also appear to have risen.

Evidence from a range of local organisations in Cumbria including Cumbria Constabulary and voluntary organisations suggest Covid-19 is putting pressure on Cumbria’s communities. The main findings are summarised below: ➢ Increased drug and alcohol use; issues regarding longer term impact on health and an increase in domestic violence incidents. ➢ Increase in calls and referrals for anxiety and mental health. ➢ Increase in mental health incidents attended by Cumbria Constabulary including calls relating to being in crises or feelings of wanting to self-harm during lockdown. ➢ The impact on the emotional health and wellbeing for children and young people is expected to be significant. ➢ Potential increase in parental abuse, neglect, exploitation and possible exposure of children to domestic abuse may also have far-reaching impacts. ➢ Expected increase in demand within the online Child Sexual Abuse and Exploitation domain, with children spending more time unsupervised online. This will inevitably lead to greater vulnerability to exploitation from perpetrators. ➢ It is likely that more youth produced sexual imagery may also take place as the young communicate amongst their peers solely online. ➢ Nationally and locally there are concerns that post COVID-19 there will be a new wave of ‘hidden’ children, falling into poverty, experiencing domestic abuse and tipping the existing demand in mental health. ➢ Reduction in child safeguarding reports as a result of lockdown and social isolation, and the resulting implications for children. ➢ Debt is expected to increase due to unemployment across households. ➢ Increased community tensions. ➢ An increase in domestic violence safeguarding referrals. ➢ An increase in antisocial behaviour incidents. ➢ The impact on the education and attainment of all children is expected to increase inequalities. ➢ The impact of many people losing their job or seeing a long-term reduction in income is a significant community concern. ➢ Increased levels of child poverty are expected as a result of the increased numbers of people accessing benefits.

The emerging themes (drug and alcohol misuse, mental health, domestic violence and deprivation) may have a lasting and significant negative impact on the safety and wellbeing of Cumbria’s communities.

3.2 Allerdale District

3.2.1 All crime ➢ St Michael’s ward has the third highest rate for all recorded crime of all Cumbria’s wards in 2019-20 (222.7 per 1,000). ➢ One fifth (19.1%; 7,268) of all recorded crime occurred in the Allerdale district in 2019-20. ➢ Two wards within the top 10 highest ward rates for all alcohol-related crime in 2019-20 (St John’s, 32.6 per 1,000 population; St Michael’s, 30.6 per 1,000).

3.2.2 Acquisitive crime ➢ Two wards within the top 10 highest ward rates for theft of a motor vehicle in 2019-20 (Crummock & Derwent Valley, 2.2 per 1,000; Moorclose & Moss Bay, 1.7 per 1,000). Crummock & Derwent Valley has the highest rate of all Cumbria’s wards. ➢ Two wards within the top highest ward rates for theft from a motor vehicle in 2019-20 (St Michael’s, 4.4 per 1,000; St John’s, 3.6 per 1,000). ➢ Allerdale has three wards within the top 10 highest ward rates for burglary (residential) offences in 2019-20 (St Michael’s, 7.4 per 1,000; Moorclose & Moss Bay, 6.7 per 1,000; St John’s, 5.1 per 1,000).

3.2.3 Violent crime ➢ Two wards within the top 10 highest ward rates for violence against the person in 2019-20 (St Michael’s, 81.3 per 1,000; Moorclose & Moss Bay, 59.6 per 1,000). ➢ Rate for violence against the person in 2019-20 (31.1 per 1,000) is higher than the England and Wales rate (29.7 per 1,000). ➢ Two wards within the top 10 highest ward rates for alcohol-related violence against the person in 2019-20 (St John’s, 23.6 per 1,000; St Michael’s, 17.0 per 1,000). ➢ Rate for sexual offences in 2019-20 (3.1 per 1,000 population) is higher than the England and Wales rate (2.7 per 1,000). ➢ Allerdale is the only district to see an increase in sexual offences in 2019-20 compared to 2018-19 (+6.0%; +17 offences). ➢ Second highest rate for alcohol-related sexual offences in 2019-20 of all Cumbria’s districts (0.5 per 1,000 population). ➢ Highest proportion of alcohol-related sexual offences in Cumbria 2019-20 (22.1%; 49 offences). ➢ Allerdale is the only district to see an increase in alcohol-related sexual offences in 2019-20 compared to 2018-19 (+58.1%; +18 offences). ➢ Two wards within the highest ward rates for alcohol-related sexual offences in 2019-20 (St John’s, 1.5 per 1,000 population; Christchurch, 1.2 per 1,000). ➢ Rate for domestic violence incidents in 2019-20 (14.9 per 1,000 population) is higher than the Cumbria average (14.8 per 1,000). ➢ Allerdale has the second highest proportion of repeat victims of domestic violence in 2019-20 (47.4%). ➢ Largest proportion of supported cases of domestic violence involving male victims of all the districts in 2019-20 (26.1%; 68). ➢ Allerdale has three wards within the top 10 highest ward rates for controlling / coercive behaviour in 2019-20 (Flimby, 1.7 per 1,000 population; St Michael’s, 1.6 per 1,000; , 1.5 per 1,000). ➢ Rate for stalking and harassment offences in 2019-20 (10.0 per 1,000 population) is higher than the England and Wales rate for 2019-20 (8.3 per 1,000 population).

➢ Two wards within the top 10 highest ward rates for stalking and harassment in 2019-20 (St Michael’s, 23.0 per 1,000 population; Moorclose & Moss Bay, 22.1 per 1,000). ➢ The rate of hospital admissions for violence (including sexual violence) in 2016-17 to 2018-19 (23.4 DSR per 100,000 population) is worse than the previous reporting period (18.9 DSR per 100,000) although still better than the rate for the North West and England (64.8 and 44.9 DSR per 100,000 respectively).

3.2.4 Other crime ➢ Rate for individual hate crimes in 2019-20 (1.5 per 1,000 population) is higher than the Cumbria rate (1.4 per 1,000). ➢ St Michael’s ward is within the top 10 highest ward rates for individual hate crimes in 2019-20 (6.0 per 1,000 population), 4.2 times higher than the Cumbria rate (1.4 per 1,000). ➢ Allerdale has the largest proportion of disability motivated hate crimes in Cumbria 2019-20 (32.3%; 31). ➢ Allerdale’s rate for criminal damage (including arson) offences in 2019-20 (11.3 per 1,000 population) is higher than the England and Wales rate (9.4 per 1,000). ➢ Two wards within the top 10 highest ward rates for criminal damage in 2019-20 (St Michael’s, 32.0 per 1,000; Moorclose & Moss Bay, 27.5 per 1,000). ➢ Two wards within the highest ward rates for arson in 2019-20 (St Michael’s, 2.2 per 1,000; Seaton & Northside, 1.1 per 1,000).

The table below shows the count of incident logs, recorded at the point of contact. A crime incident can result in one or more crimes being recorded (e.g. a single incident involving violence could include two notifiable offences against one victim, such as assault and harassment). Alternatively, there may be no crime recorded if the incident is outside the jurisdiction of Cumbria Constabulary, or there is insufficient information to go onto a record. The number of crime incidents will therefore be less than the number of recorded crimes.
