IL-PROGRAMM SAFA TAL-KE Sa l-2006, kienu l-Awtoritajiet ta' l-Avjazzjoni Kon!unti Ċentrali (CJAA) li jimplimentaw l-elementi tat-t'addim tal-programm 1.1. L-ori!ini tal-programm SAFA tal-KE SAFA. Lejn tmiem l-2006, l-attivitajiet ta' koordinazzjoni tas- SAFA, inklu|a d-database ċentralizzata, !ew trasferiti mill- Inizjalment, il-programm SAFA !ie mniedi fl-1996 mill- awtorità CJAA g'all-a!enzija EASA. Konferenza Ewropea ta' l-Avjazzjoni Ċivili (ECAC). Dan il- programm ma kienx imsejjes fuq ba|i legali Ewropea obbliga- Il-parteċipazzjoni kontinwa fil-konferenza ECAC mill-istati li ma torja, i|da fuq impenn tad-Diretturi enerali ta' l-Istati Membri humiex membri ta' l-UE, fi kliem ie'or, id-dimensjoni pan- parteċipanti fil-konferenza ECAC. L-ambitu ta' l-ispezzjonijiet Ewropea tal-programm, !iet |gurata bl-iffirmar ta' Arran!ament “ ” relatati ma' in!enji ta' l-ajru barranin kien jinkludi dawk l- ta' Kollaborazzjoni bejn kull wie'ed minn dawn l-Istati in!enji ta' l-ajru li ma jintu|awx jew li ma jit'addmux ta't il- individwali u l-EASA. G'alhekk, il-programm SAFA, li jinkludi kontroll ta' l-awtorità kompetenti ta' l-istat li fih issir l-ispezzjoni. l-UE-27, g'andu total ta' 41 Stat Parteċipanti (ara l- Appendiċi A). Fit-30 ta' April 2004, !iet ippubblikata d-Direttiva 2004/36/KE tal-Parlament Ewropew u tal-Kunsill dwar is-sigurtà ta' ajruplani [in!enji ta' l-ajru] ta' pajji|i terzi li ju|aw ajruporti tal-Komunità (l-hekk imsej'a “Direttiva SAFA”), li 'olqot obbligu legali fuq l- 1.2. L-integrazzjoni tal-Programm SAFA tal-KE fil-katina mill-Parlament Ewropew u mill-Kunsill f'April ta' l-2004, s'i'a tas-sigurtà ta' l-avjazzjoni saret applikabbli g'all-Istati Membri ta' l-UE. F'Mejju ta' l- 2006, il-Kummissjoni Ewropea, permezz tar-Regolament tal-Kummissjoni (KE) Nru 768/2006 tad-19 ta' Mejju 2006 L-esperjenza ta' l-ispezzjonijiet tas-SAFA li saru f'dawn l-a''ar (li jimplimenta d-Direttiva 2004/36/KE fir-rigward tal-!bir snin turi li dawn l-ispezzjonijiet jag'tu indikazzjoni !enerali tas- u skambju ta' informazzjoni dwar is-sigurtà ta' l-in!enji ta' sigurtà ta' l-operaturi barranin. Il regroupe un ensemble de statistiques essentielles pour la connaissance du transport aérien en France. L'édition de ce bulletin repose sur la fourniture par chacun des aéroports français de ses propres données. Ces données sont harmonisées, puis analysées suivant l’origine- destination du vol par numéro de vol. Des corrections nécessaires sont ensuite apportées en concertation avec les services aéroportuaires et/ou les Directions de l’Aviation Civile qui communiquent les résultats de trafic. La date de parution de ce bulletin dépend donc des délais de transmission des données par l’ensemble des fournisseurs de statistiques. Ce bulletin comprend cinq chapitres : • le premier est une synthèse des résultats de l’année civile, • le deuxième regroupe le trafic des compagnies françaises (tel qu’il ressort des informations communiquées à la Direction Générale de l’Aviation Civile), • le troisième est consacré aux trafics des relations entre la France et les pays étrangers, • les deux derniers regroupent le trafic des relations de la Métropole ou de l’Outre-Mer avec les pays étrangers ainsi que le trafic des aéroports de ces deux espaces.
