By James Middleton For decades the Grange Organizations of Boone County have managed and staged the largest entertainment and educational event in the county and region, the Boone County Fair. Every year the Grange Organizations have also invested thousands of dollars and, over the years, millions of dollars into expanding, improving and modernizing the Boone County Fairgrounds and buildings. Today, the Boone County Fairgrounds are a state of the art venue in terms of the modernization and the conveniences that have been erected. The Grange Organizations of Boone County have made these improvements every year with an eye to providing the best venue for people of all ages to enjoy the Fair. In 2016, the improvements continued to be executed and Fairgoers will appreciate what has been done. A major investment was made to improve the lighting at the fairgrounds with the installation of new lighting pedestals and lights along the main midway. This route moves from the main gate entrance east to the grandstand area. Those who were involved in the planning and the execution of the improvements indicated that the cost for this improvement was substantial. In addition to the installation of the new pedestals, water lines and underground electrical lines were replaced. Along with that the organization also installed three new transformers and expanded the total electrical service on the fairgrounds. Overall, with these improvements to the lighting and the electrical service, the chance for power outages has been reduced. The Fair organization was also busy in 2016 improving the walkways and the driveways within the fairgrounds. Many local people might remember the condition of the Boone County Fairgrounds a dozen or more years ago after heavy rain shower dampened the fairgrounds. The result of those rainstorms was for walkways and driveways to become pocked with mud-puddles. Much of that concern, over the last few years, has been eliminated. This year fairgoers will note that the roadway at the Main Gate has been resurfaced and improved. Also, the walkways leading fr0m the Main Gate entrance to Gate #2 has also been resurfaced and improved. These improvements will make a big difference for those who come to the Fair needing a wheelchair or a motorized chair. The improved surfaces will also make it easier for those who operate the electric golf carts to move people from the parking lot to all areas of the fairgrounds. The improved pathways will also make it easier for all fairgoers to move around the grounds come rain or come shine. Of the buildings at the fairgrounds, many of them have been improved this year, too. New paint, in other instances new sheetrock and still other improvements have been made to make the fairgrounds easier to move within. Fairgoers will also note that improvements were made this year to the fairground restrooms. Finally, the Boone County Grange Organizations also painted the exterior of the antique school house that has been on the grounds for many years. The antique school house remains one of the top attractions that has been for many years a permanent exhibit. Those who visit the building get a sense of what it was like for students many decades ago to get their education. The old school house is a testament to the community and the Boone County Grange Organizations that have kept up and beautified that building for these many years. Many fairgoers might not recognize the many improvements to the fairgrounds. All of the improvements were managed to improve the efficiency of the area for those who come to the Fair and to also avoid problems from developing. The 2016 edition of the Boone County Fair continues to be a top county fair in the nation and the event opens on Tuesday, August 9 and continues through Sunday, August 14. The fun the excitement and the entertainment of the Fair is contagious and everyone should come for the fun of it. The Boone County Fair, now “That’s the Ticket.”

Ranch Sorting and Mutton Busting At the Fair One event offers fairgoers the opportunity to see what occurs, even today on ranches across the west and another event at the Fair is offered just for fun. Ranch Sorting is new this year at the Fair and it remains a common activity that ranchers and cowboys across the American west still must know how to do to move a group of cattle from one pen to another pen. The Boone County Fair remains the premier county fair in the state and runs from Tuesday, August 9 through Sunday, August 14 and Ranch Sorting is a new event this year. Ranch Sorting has a team made up of a young man and a young woman who race against a clock to move 11 numbered calves from one pen to another. The kicker of the event is that the movement of the calves must be in sequential order, 1—2—3, and so on until number calf number 11 is moved into the new pen. Mutton Busting is an event that is staged just for the fun of it. Boys and girls from age 4 through 9 and who weigh less than 50 pounds compete by riding a sheep for 8 seconds. The best riders win the prizes. This is a smaller safer version of saddle-bronc riding or bull riding that thrills and entertains audiences at rodeos across the nation. Both of these events are staged with free admission. The Ranch Sorting is staged on Tuesday at 6:30 p.m. in the pony sorting area and the Mutton Busting action occurs on Friday at 7 p.m. just before the “Next Level” Bull Riding event. Those mutton busters have nothing on those bull riders and it’s all for the fun of the event. Don’t miss any of the action or the fun of the Boone County Fair that runs from Tuesday, August 9 through Sunday, August 14 at the Boone County Fairgrounds north of Belvidere. 14 August 5th 2016 The Boone County Journal 815-544-4430 In Our 21th Year www.boonecountyjournal.com www.boonecountyjournal.com In Our 21th Year 815-544-4430 The Boone County Journal August 5th, 2016 15 “Bruno Bengals” On the Midway At the Fair By James Middleton Bruno’s Bengals is a show that no one will want to miss if they are excited, thrilled and chilled by watching tigers perform feats, up-close and personal. Along the way, he became an associate of , forming a relationship that lasted for decades. In an introductory letter on Oct. 6, 1864, then-President Lincoln referred to Peck as “my good friend.” Three years earlier, Peck accompanied Lincoln on his rail journey from Springfield to his first inauguration, traveling with the President-elect as far as Indianapolis. Earlier in their careers, there were plenty of differences between Lincoln and Peck, who was born in Portland, Maine on May 22, 1805. Peck reportedly “received an academical education” before studying law. In 1827, he was admitted to the bar in Canada. Peck quickly established himself in Canada, then a British dominion. He was elected to two terms in the provincial parliament from and was named to the King’s Counsel in 1833. He lived in a fine home, Belvedere, on the south side of , Quebec. In 1835, Peck relocated to Illinois, and, that same year, founded the town of Belvidere, named for his former home, with a slight spelling translation. He eventually moved on to Chicago and was elected to a term in the as a Democrat in 1838, followed by election to the Illinois House in 1840. Peck was also appointed by the legislature to the Board of Public Works, which oversaw the Internal Improvements program to build infrastructure, including canals and railroads. The project collapsed amid a lack of planning and funds. Though Peck eventually became a staunch supporter of Lincoln, they were on opposing sides in their earlier days. One source calls Peck “a thorn in the side of the Whig Party,” and John Todd Stuart, who was Lincoln’s first law partner, presented an interesting view of the Belvidere politico. “The Democratic Party (in Illinois) was not really organized until Peck went to (to Springfield),” wrote Stuart. “He was fresh from Canada and we used to call him Canada Peck…he wore a fur cap with a long tail hanging down behind. He went down there and organized caucuses, and urged the party in all parts of the state to hold conventions. In all this he was doing a good thing by his party.” Peck was later joined by James Shields in a legislative debate over state banking policy. The debate came around the same time as an unrelated personal dispute that induced Shields to challenge Lincoln to a duel, which was later called off. From 1841-45, Peck served as Clerk of the Illinois Supreme Court, followed by service as Reporter of Supreme Court decisions from 1849-63. He was elected to another term in the Illinois House in 1858. By then, Peck had broken with the Democrats over Stephen A. Douglas’ Kansas-Nebraska Act in 1854. He subsequently joined the Republicans and attended the state Republican convention in Decatur in 1860. In August 1858, Lincoln wrote Peck requesting his help in preparation for one of his now-famous debates with Douglas, at Freeport. “I have just written (Norman) Judd that I wish him and you to meet me at Freeport next Friday to give me the benefit of a consultation with you,” penned Lincoln. “Douglas is propounding questions to me, which perhaps it is not quite safe to wholly disregard. I have my view of the means to dispose of them, but I also want yours and Judd’s” Judd wrote that he and Peck “took the night train and went out to Mendota to meet (Lincoln). We got there about two o’clock at night,” waking Lincoln, “who looked very comical sitting there on one side of his bed in his short nightshirt.” Peck said that “Douglas will answer in some glittering generalities and evade the question.” Lincoln appointed Peck to the Court of Claims in 1863, a year after consideration for appointment as Treasury Department assessor in Illinois. Peck strenuously supported Lincoln’s re-election in 1864. During a White House visit that year, Peck is said to have told Lincoln, “Your re-election is necessary to save the Union, and no man must stand in the way of that success.” One historian credits Peck as “not one of those Illinois Republicans who pestered the President with advice and requests.” However, Peck did serve as an intermediary for Illinois Democrat James Singleton, who sought to organize a peace convention and wanted to present his proposals to Lincoln. Peck served on the Court of Claims until 1875. He died on May 25, 1881 in Chicago and is buried in Rosehill Cemetery in that city.

Let’s Make a Deal By Scott Reeder SPRINGFIELD – Everything in life is negotiable – especially the prices. I was chatting with a college friend the other day and he mentioned how much he missed Saturn cars. I was surprised. After all, who would miss those ugly cars with plastic doors that General Motors has quit making? Well, he said it wasn’t so much the vehicles themselves he missed as the concept of a chain of car dealerships that prohibits negotiating the price on a vehicle. Huh? Apparently, there are people out there who don’t enjoy haggling for a better price. I’m not one of them. Never have been. Never will be. I was brought up in a home where negotiating prices was not just an act of frugality but an art form, a point of pride. I remember when I was a young reporter in the Quad-Cities with a postage stamp yard and a need for a lawnmower. I told my grandfather to keep an eye out for me at yard sales. A week later he called me up and said he found an old manual reel mower. The owner wanted 50 cents, but Grandpa said he talked her down to 25. Yep, that’s my family. I don’t care what you call it: haggling, bartering, negotiating or wrangling. It’s becoming a lost art. Earlier this year, I went with a friend to a used furniture store. He wanted me to haul his purchases in my pickup and I tagged along with him into the showroom. I saw an office chair I liked. It had the soft leather, solid casters and it was my favorite color – olive green. But they wanted $120 for it. My friend said, well if you like it, why don’t you just buy it? I gave him a scowl. When the salesman wandered over, I said, “How much you want for that ugly old chair?”“$120.” I gave him a look like someone who had been sucking a lemon peel and then asked how many more he had like it. “None.” I shook my head disgustedly and said: “So you can’t sell me anything that matches it?” “Well, no.” I gave the chair a look like that chair was an ugly stray and offered him $15. We settled for $20. That’s how you negotiate a sale. Or at least that’s how I was brought up to do it. When I’m out with the family and I’ll start negotiating, my 10-year-old daughter will tug on my wife’s sleeve and say, “Mom, Dad’s doing it again and then she’ll look away, a little embarrassed.” You see, I’ll dicker over the price of just about anything: my work boots, my kids’ clothes, tires, furniture, a piano, hotel rooms and so many other things. It’s just who I am. Life may be hard. Why not strive for a hard bargain? I hope that’s a lesson my kids are learning from me. Scott Reeder is a veteran statehouse journalist. Mr. Johnson also said, “We had talked about this at a finance committee meeting to increase the tax to $.01 and it is now at one-half cent. Our current county budget spends a lot on public safety matters.” Some of Mr. Johnson’s colleagues asked how the public would be involved in the debate and County representative Jeffrey Carlisle (District 2) suggested that the public Hair & Nails be invited to future County Board finance committee 1921 Union Ave. meetings. County representative Sherry Branson (District Belvidere, IL 61008 3) offered her thanks to Mr. Johnson for bringing the Call today for an appointment!! subject for public debate and added, “Boone County is 815-547-7616 hurting to make a new budget.” She supported bringing the question to the public and letting them decide the future of the Public Safety Sales Tax collections. One of the members of the County Board who has wanted the question to go to the public for their consideration is County representative Cathy Ward (District 2). She added, “I am happy to ask the taxpayers if they want to add another ½ cent to the sales tax that would rise the tax to 8 1/4 cents but to get this on the ballot we have to decide in August.” Ms. Ward added that she has heard from some taxpayers in the county who want two advisory referenda to be on the November ballot. The first would ask taxpayers if they would add ½ cent to the Public Safety Sales Tax and the second referendum would ask if the taxpayers want to continue or to end the tax collections. County Board Chairman Bob Walberg (District 1) sought to clarify the record and added that no promises, in his words, “were on the ballot in 1999.” There is a conflict of perception among county taxpayers regarding the Public Safety Sales Tax matter.
